Commissioners begin work on 2023 budget
Department leaders discuss expenditures

DAVENPORT—The Lincoln County Commissioners make their money off deciding where the county’s money should be allotted. That process was kicked into high gear Monday, as the commissioners met with various department heads to discuss the 2023 preliminary budget in a Nov. 7 meeting that carried into insurance negotiations Tuesday and further discussions Wednesday.
A copy of the preliminary budget was provided to The Record-Times. The commissioners will work with the auditor’s office to finalize, tweak, edit and change those numbers as necessary and figure out how to close an expected budget gap that usually hits small counties like Lincoln.
Commissioner Rob Coffman noted Tuesday that the county could possibly use ARPA funds to close that gap this year.
The county is preliminarily budgeting for $2,440,688 in real and personal property taxes, $1.3 million in local retail sales and criminal justice sales taxes, $184,500 in building/structures, marriage licenses and other licenses, $175,669 in various Department of HHS, Homeland Security and Department of Justice grants, $404,000 in Department of Interior payments and $807,750 in state shared revenue.
The total budgeted revenue in the preliminary budget is $8,371,666 for the county current expense fund.
More specific department figures will be shared in future issues of The Record-Times as the budget process continues toward the New Year.
