REQUEST FOR QUALIFICATIONS

TO FURNISH ENGINEERING

SERVICES ADA

TRANSITION PLAN

The Town of Reardan is inviting

statements of qualifications

and performance information

from consulting firms interested

in providing professional engineering

services for the ADA

Transition Plan Project. This

agreement will be for approximately

18 months in duration

with the option for the Town of

Reardan to extend it for additional

time and money if necessary.

The Town of Reardan reserves

the right to amend terms of this

“Request for Qualifications”

(RFQ) to circulate various addenda,

or to withdraw the RFQ

at any time, regardless of how

much time and effort consultants

have spent on their responses.

Project Description

The work to be performed by the

CONSULTANT consists of an

inventory and study of existing

sidewalk infrastructure and facilities

across the Town relating

to ADA compliance. The project

consists of a field survey of

approximately 35 intersections

in the Town that have sidewalk

infrastructure in place. The survey

will analyze the sidewalk

pedestrian ramps for compliance

with current ADA standards. The

WSDOT pedestrian ramp survey

form will be completed for each

pedestrian ramp. Using this information,

a tabulated list will be

prepared of non-compliant curb

ramps and gaps in the sidewalk

system that prevent continuous

ADA access.

This information will be used

to prepare grant applications

for sidewalk funding to address

inconsistencies and non-compliant

sidewalk ramps.

The major features of the study

will include separate sections

describing the following:

• Comprehensive needs

assessment to identify specific

accessibility challenges and

barriers.

• Identify recommended improvements,

modifications, or

additions required to achieve

ADA compliance.

• Estimated costs of recommended

improvements.

• Document potential funding

sources for recommended improvements.

The Town of Reardan reserves

the right to retain the services

of the successful firm(s) for any

subsequent phases associated

with this project.

Evaluation Criteria

Submittals will be evaluated and

ranked based on the following

criteria:

1) Qualification of Proposed

Project Manager

2) Qualifications/Expertise

of Firm

3) Ability to meet schedule

4) Approach to project

5) Familiarity with WSDOT/ FHWA standards

6) Past Performance/References

7) Approach to meet DBE goal

or SBE goal (DBE Participation

Plan of SBE Plan)

Submittal

Submittals should include the

following information: Firm

name, phone and fax numbers;

name of principal-in-charge and

project manager; and number

of employees in each firm proposed

for this project. Submittals

may not exceed 12 pages,

not including cover letter and

dividers.

Please submit FOUR copies of

your Statement of Qualifications

to: Town of Reardan, P.O. Box

228 Reardan, WA 99029, no

later than 4:00 p.m. on October

25, 2023. Submittals will not be

accepted after that time and

date. Any questions regarding
