REQUEST FOR QUALIFICATIONS

CITY OF DAVENPORT

NOTICE TO CONSULTANTS

FOR ENGINEERING

SERVICES

The City of Davenport solicits interest

from consulting firms with

expertise in Civil Engineering,

Environmental Regulations and

Structural Design. Consultants

will be considered for the following

future projects.

POTENTIAL PROJECTS MAY

INCLUDE:

1. Street design, construction,

and analysis.

2. General engineering services.

3. Water and Sewer design

and construction.

4. Water, sewer, and street

planning documents.

5. Surveying and boundary

evaluations.

These projects may be funded

by FHWA, DOE, DOH, and

WSDOT resources and must

comply with federal and state

standards and specifications.

Individuals or firms wishing to

be considered for these types of

projects should submit a statement

of qualifications showing

their experience references and

resumes of proposed staff to be

assigned to these projects and

past performance using MBE/

WBE firms. The city may elect

to interview any and all or select

one or more firms from the

submittals received depending

on expertise in their respective

fields. The City of Davenport

reserves the right to advertise

and retain other consultants on

individual projects independent

of the firm selected from this

solicitation.

The Consultant may be considered

for the construction contract

administration phase.

ESTIMATED SCHEDULE

Estimated construction advertisement

date is dependent on

project status.

SUBMITTAL: Submittals should

include the following information:

Firm Name; phone and

fax numbers; Name of Principal-

in-Charge and Project Manager;

and Number of employees

in each firm proposed to the project.

Submittals will be evaluated

and ranked on the following criteria:

1) Key Personnel experience

with federally funded projects ; 2)

Firm experience preparing PS&E

to WSDOT standards including

a demonstrated understanding

of the use of WSDOT standard

contract provisions and standard

specifications as they apply

to PS&E preparation; 3) Firm

experience with NEPA/SEPA

environmental planning and

permitting process and Environmental

Classification Summary;

4) Ability to meet schedule; 5)

Approach to project; 6) Familiarity

with the WSDOT Local Agency

Guidelines and other relevant

codes and standards; 7) Past

performance/references; 8) Firm

experience with construction

contract administration. THE

CITY OF Davenport encourages

disadvantaged, minority,

and women-owned consultant

The Recipient, in accordance

with Title VI of the Civil Rights Act

of 1964, 78 Stat. 252, 42 U.S.C.

2000d to 2000d-4 and Title 49,

Code of Federal Regulations,

Department of Transportation,

Subtitle A,

Office of the Secretary, Part

21, Nondiscrimination in Federally-

assisted programs of the

Department of Transportation

issued pursuant to such Act,

hereby notifies all bidders that

it will affirmatively ensure that in

any contract entered into pursuant

to this advertisement, disadvantaged

business enterprises

as defined at 49 CFR Part 26

will be afforded full opportunity

to submit bids in response to this

invitation and will not be discriminated

against on the grounds of

race, color, national origin, or sex

in consideration for an award.

ADDITIONAL INFORMATION

No cost or fee schedules shall

be submitted. FHWA, FAA,

WSDOT and Federal grant

guidelines require cost and fee

information to be presented

during contract negotiations

after the selection of the most

qualified consultant with which

to negotiate. Incurring Costs It

is understood that all submittals

will become a part of the public

file on this matter, without obligation

to the City of Davenport.

The City of Davenport reserves

the right to reject any or all submittals.

The consulting firm is

responsible for all costs related

to the submittal of their applications,

preparation of documents

or submittals needed for negotiations,

and the costs incurred

in traveling to and participating

in any meetings associated with

selecting the consultant and

negotiating an agreement.

Negotiations will follow criteria

in FHWA and WSDOT Specifications

and/or the Local Agency

Guidelines.
