Commissioners pass resolutions

DAVENPORT — The Lincoln County Commissioners approved several resolutions, agreements and other miscellaneous items at their regular meeting Monday, Dec. 4.

First, the commissioners re-appointed Jayce Angelly to Position No. 4 on the county Board of Health. Angelly will serve another 3-year term.

The commissioners also adopted the 2024 tax levy, preliminary budget (which was first presented in meetings with department heads in November) and capital facilities plan.

The levy includes a 1% property tax increase, the legal limit the county can raise the tax without a vote of the public. Rising costs have forced the commissioners to implement the increase most years.

The commissioners also approved the following agreements and miscellaneous business items:

• An open space taxation agreement between the county and Roger Coleman for 79.68 acres of timber reclassification.

• An agreement with Cody Bartels for Bartels to perform music at the 2024 County Fair.

• A Blake Defense Funding Agreement with the Office of Public Defense to reimburse counties for the cost of providing defense counsel for defendants seeking to vacate a conviction or resentencing under State v. Blake.

• Certification of tax levies for 2024 for two county school districts.

• A non-exclusive telecommunications franchise agreement with the City of Davenport.

• A copy of the levy certification for the 2024 general levy.

• The 2023 valuation for 2024 taxes submitted by the Assessor’s Office.

• The certification of levies for taxing districts within or coextensive with the county.

The commissioners’ final meeting of 2023 is at 8 a.m. Monday, Dec. 18.
