New Black Bear owners seem to plan apartments

DAVENPORT - The city planning commission elected to table a motion to approve a conditional use permit for the new owners of the 30 Logan Street parcel where the Black Bear Motel is located after the owners didn't show up for the commission's meeting Wednesday, Jan. 17.

City clerk Dave Leath said owners requested a Zoom link to the meeting mere minutes before the meeting began, which the city didn't see until the following morning.

Land use permit documents state that the new owners plan to convert the 10-unit motel to a 10-unit apartment complex.

Exterior dimensions will stay the same with "improvements," while the interior will be remodeled. Drawings provided to City Hall show 265-square foot models for the units.

The official owner of the 30 Logan Street parcel is RGNW Investments of Burien, which purchased the land from former Black Bear Motel owners Mark and Kimberly Elwood for $600,000 on Dec. 28, 2023.

The name on the land use permit is Rachael Gilligan, while Cam Thomas advertised five available RV spots for $750 per month owned by his wife and business partners in a Davenport-based Facebook group post on Jan. 1.

He also wrote that the one-bedroom apartments will be available in the spring or summer, construction and permitting pending.

Thomas didn't return requests for comment by press time.

Planning commission minutes indicate the commission didn't want to put a decision in front of city council before speaking to the landowners, so the conditional use permit decision was tabled to the Feb. 21 meeting.

City council would then vote on whether to approve the use permit if so recommended by the planning commission.
