As I have mentioned in previous articles, the lawsuit filed against the State by the Washington
State Association of Counties (WSAC), with Lincoln County, Yakima County, and Pacific
County as plaintiffs is now moving forward. The counties allege that the State has violated the
Constitution by forcing local governments to bear the cost of a state constitutional obligation
without providing the authority or stable funding necessary to meet it. The need for adequate
funding is real, but this lawsuit exists because the Constitution is being ignored.
