INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Oct. 31: Davenport ambulance personnel assisted a man who had fallen at the elementary school construction site.

At least seven people went into the water after a boat tipped over near the Hawk Creek campground. All made it to safety.

Responding to a Merriam Street residence in Davenport, a deputy took possession of a soda can that apparently contained a suspicious substance.

A highly intoxicated woman inside the Wilbur Mini-Mart prompted a call from a concerned store employee who described how she attempted to sell a ring in order to make "quick money to get back home."

A man having trouble parking his vehicle outside Davenport Family Foods prompted a call from concerned store personnel who believed he may have been intoxicated.

A caller reported that two very large pigs in a driveway near Waukon Road could become a traffic hazard.

Deputies took statements from a man and woman who were engaged in a loud argument while their separate vehicles were parked in the middle of the street in the vicinity of Fourth and Sinclair in Davenport. A deputy's report indicated that one tried to physically attack the other during the dispute.

A woman told dispatchers that a vehicle was following the one she was driving in Reardan. A responding deputy caught up with the vehicle that was occupied by juveniles who were seen laughing. One young person admitted "playing with" the woman.

Reardan Police were contacted after a man reported vandalism to a Jeep parked in the 200 block of East Spokane Street.

Nov. 1: An Edwall woman reported being assaulted by another woman, who was taken into custody.

Attempting to respond to a man's report that he had been assaulted by a woman in the 35000 block of Moore Road North, deputies couldn't locate that address or the alleged victim.

A caller advised someone had backed into her vehicle while parked at Kathy's Market in Sprague.

A Harrington caller reported a dangerous pit bull dog got loose from a chain in the 300 block of North First Street.

A Harrington woman requested assistance in dealing with her 16-year-old son with whom she had just had an argument.

A Hawk Creek Road resident reported that someone put glue into the lock to her property.

A Harrington woman reported she was the target of harassment.

Wilbur Police responded to a man seen urinating in public in front of the Billy Burger eatery.

Nov. 2: A woman reported the theft of fuel from her vehicle in Davenport.

A man playing a guitar and asking for money from customers entering Davenport Family Foods was moved by a deputy to the Pioneer Plaza gazebo at the store's request.

Personnel at the Davenport Safeway reported a panhandler had returned after he had been suspected of stealing on the previous day and told not to come back.

Nov. 3: An Edwall woman told dispatchers that her mother refused to return custody of a 5-year-old boy to her as the custodial parent.

A Harrington woman reported a bottle of sleeping pills was missing from her Adams Street residence, from which a small radio had been taken about a month ago.

A caller advised that two checks were missing after two houseguests had left his residence in the 600 block of Twelfth Street in Davenport.

Wilbur Police responded to a collision involving a vehicle and deer on SR 2 just outside the town limits.

Nov. 4: An Almira man advised a table top had been stolen from a residence in the 100 block of North Seventh.

Odessa Police investigated an assault involving a student at the school.

After dispatchers heard only heavy breathing when taking a 911 call, a woman told an Odessa officer that she would "take care of the problem" with her 11-year-old son.

Deputies and Reardan officers were involved in a pursuit of another vehicle that was eluding a deputy in the Grays Butte area.

Nov. 5: A property owner reported seeing two hunters on land near Mill Canyon and Zeimantz roads that had "no trespassing" signs posted.

While bird hunting, a man possibly interrupted two individuals who appeared to be stealing scrap iron from a farmer's field on Spring Creek Road.

Dispatchers learned of a dispute between two men in the 48000 block of Cougar Ridge East in the Reardan area.

A deputy reported the left front fender on his patrol car was slightly damaged when a deer ran into it on Bull Run Road.

Nov. 6: A deputy encountered four juveniles wearing boxing gloves in the Davenport Memorial Hall parking lot.

A Davenport woman reported receiving threatening text messages.

Three cars seen parked near the new Davenport baseball fields prompted a caller who became concerned the still developing sports complex may become a "new hangout spot" for juveniles.

When a 4-year-old boy wasn't returned after a visit with his father, a woman told dispatchers he had been kidnapped.

Damage to the bumper and side panel was reported to a man's 2007 Ford Fusion while it was parked on East Spokane Street in Reardan.

Oct. 31: Mark A. Gregory, 50, Davenport, arrested by Lincoln County Sheriff's Office (LCSO) for possession of methamphetamine and conspiracy to possess methamphetamine.

Kenneth J. Hoover, 56, Davenport, arrested by LCSO on two counts of possession of methamphetamine.

Taylor A. Swearingen, 20, Cheney, held under contract with City of Cheney for reckless driving.

Samuel T. Lebsock, 31, Spokane, held for contempt of court and failing to appear for possession of marijuana and drug paraphernalia.

Nov. 1: Kimberly M. Hammel, 30, Edwall, arrested by LCSO for fourth-degree assault (domestic violence) and interfering with reporting domestic violence.

Criminal Dispositions

Samuel Theodore Lebsock, 31, Spokane, pleaded guilty Nov. 1 to second-degree attempted unlawful firearm possession (amended through plea negotiations from second-degree unlawful firearms possession) in connection with a Sept. 11, 2010, incident in the Hawk Creek area involving the National Park Service and the Washington State Department of Fish and Wildlife. He was ordered to serve five days jail and pay $700 court costs.

Corey Degan Sampson, 37, Davenport, who pleaded guilty Oct. 6 to third-degree child rape, first- and second-degree child incest and third-degree child molestation, was sentenced Nov. 1 to 14 months in prison with all but 27 days that had been served in the county jail suspended, $800 court costs, 36 months community custody and restitution to be determined. He must successfully complete a sexual offender outpatient program during those 36 months, comply with a protection order and further instructions to have no contact with any minors without approval from authorities. A progress review hearing is scheduled Nov. 6 of next year.

Civil Judgments

In an Oct. 20 default judgment, John K. Gooch and "Jane Doe" Gooch, of Spokane, was ordered to pay petitioner State Farm Fire and Casualty Co. $62,614.15 plus interest and other costs, to satisfy damages resulting from the May 2010 theft and vandalism of a motor vehicle near Sprague.

Eric M. and Pamela J. Baarstad, doing business as Baarstad Brothers Construction, Davenport, was ordered to pay $1,947.31 in unpaid taxes for the fourth quarter of 2010 and the first two quarters of 2011.

A request by Mari K. Armstrong, of Harrington, for a domestic violence protection order against Christopher M. Christensen was denied for lack of specific evidence.

New Criminal Cases

Kenneth Jeffery Hoover, 56, Davenport, is charged with two counts of delivering methamphetamine in a school zone in connection with incidents on July 6 and Oct. 31 of this year in Davenport.

Mark Alan Gregory, 51, Davenport, is charged with delivering methamphetamine and criminal conspiracy to deliver methamphetamine, both involving a school zone, in connection with incidents on March 26 and Oct. 31 of this year in Davenport.

Jonathan Raymond Wood, 23, Davenport, is charged with second-degree identity theft and forgery of checks in connection with incidents from Oct. 1 to 3.

New Juvenile Offender Cases

A 15-year-old Spokane boy is charged with minor in possession of liquor in connection with an incident on Oct. 7, when a student was found intoxicated on the Reardan High School football field.

A 17-year-old Spokane boy is charged with minor in possession of liquor and possession of marijuana in connection with a Sept. 17 party near the Nemo Elevator in Odessa.

In an unlawful detainer filing, David L. and Kathleen J. Dormaier, of Hartline, seek restitution of premises at 14 S. Third in Almira from Michael and Sandra Morris.
