INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Nov. 7: Deputies responded to a Davenport woman's report of harassment.

Deputies determined that a woman's report of seeing two people naked in a car parked alongside SR 2 was unfounded.

A caller reported hearing a gunshot and seeing individuals spotlighting in a field along Teel Hill Road North.

Deputies responded to a possible domestic violence incident in Reardan.

Reardan Police investigated a harassment incident involving Reardan High School students.

Nov. 8: Two vehicles collided at Morgan and Seventh streets in Davenport with no one reported hurt.

Reardan Police responded to a report that a semi-tractor trailer may have knocked down a stop sign at Birch Street and Broadway Avenue (SR 2).

Nov. 9: Cooking in a Davenport High School classroom set off a smoke alarm there.

Two men with long dark hair told a Spring Canyon Road resident they were picking up tin cans, but the caller believed they may have been poaching, since there were a lot of deer in that area.

Deputies opened a criminal trespassing case after a Wilbur area woman advised a mobile home had been robbed.

A Davenport woman's financial institution became concerned after someone attempted a scam involving a request to "send money to Mexico to get her grandson out of jail."

A caller reported that someone entered a machine shed on property along SR 28 at the Lincoln-Grant county line and took a battery from a D-6 Cat. It also appeared that someone tried to disassemble the Cat, perhaps attempting to remove the radiator core.

A Wilbur man reported someone broke into his house on Martin Canyon Road North and "stole his stuff."

Deputies investigated a narcotics incident connected with a traffic stop for speeding on SR 2.

Nov. 10: A woman advised that someone attempted to defraud her on craigslist.

After its left front tire blew out, a semi-truck went across a lane of travel and left SR 2 just west of Oehlwein Road near Davenport. The rig went into a field but did not roll over.

A Wilbur man reported the theft of two 5-gallon gas cans from the Sherman Cemetery.

Deputies responded to a dispute at Davenport Elementary School.

A collision involving a car and deer took place on SR 2 near Davenport.

Nov. 11: Two quarter horses escaped through an open gate on Platter Road North.

The owner of a white 1947 Jeep reported it stolen and driven away from a shop on Star Barn Road and SR 23 near Harrington. The vehicle has a black bikini top and black roll bars.

An apparently intoxicated driver was arrested after failing to stop for a deputy who was advised of his condition by personnel at the Sprague Chevron. The deputy said the man seemed confused, was looking in the mirror and smiling as the patrol vehicle chased it with lights aglow.

A caller said he found two hunting dogs on SR 25 about a mile north of Davenport. The owner was located and the animals returned.

A Creston woman shared her concern that a teacher waved a knife she was using to slice cheese at a 13-year-old boy who had asked to go to the bathroom and told him to sit down.

A rollover accident was reported at Knack and Rocklyn roads.

A Sprague woman reported a portion of her roof had blown off in the windstorm, which also sent debris onto a vehicle in the 600 block of West Third Street.

Odessa Police investigated a woman's report that a wallet was stolen from an unlocked vehicle parked at Odessa Foods.

Nov. 12: A one-vehicle collision at Welch Creek and Miles Creston roads resulted in injuries to at least two of the five occupants.

A vehicle slid off SR 2 at Alexander Road near Reardan. A similar incident took place on SR 2 just east of the scales and a third slide-off was reported on SR 231 near the Stevens County line.

Reardan Police investigated a woman's report that she heard three loud pops east of the mobile home park on East Railroad Avenue.

Nov. 13: Deputies investigated a report of an assault, possibly with a vehicle, that involved a man and woman arguing at a residence on Sobek Road near Edwall.

An individual was taken into custody after a domestic violence incident took place in the 100 block of Yakima Street in Sprague.

A large tree blocked a portion of Indian Creek Road about four miles north of Larene Road.

A suspicious individual knocked on the door of a Harrington Tokio Road residence, presented a bottle of Resolve and asked if it belonged to the occupants. He left in a truck that was seen stopped at another residence on Mohler Road.

A suspicious vehicle parked in the Pacific Lake parking lot off Lakeview Ranch Loop was determined to be owned by a man who was hiking nature trails in the area.

Odessa Police responded to a report of a residential burglary at East Second Avenue.

A man and woman were engaged in a loud argument at the front of Odessa Memorial Hospital after the woman refused treatment for a broken wrist.

Nov. 9: Brenda D. Blalock, 42, Spokane Valley, confined 30 days under contract with City of Cheney for driving while under the influence.

Nov. 10: Donald L. Allen, 54, Spokane, confined under contract with the Washington Department of Corrections for failing to comply with drug rehabilitation.

Pete S. Swimptkin, 45, Wellpinit, arrested by Lincoln County Sheriff's Office (LCSO) for driving while license suspended and failing to use ignition interlock.

Eneas S. Swimptkin, 22, Spokane, arrested by LCSO for failure to comply with the court's sentence for minor in possession.

Nov. 11: Leonard E. Blumer, 73, Spokane, arrested by LCSO for driving while under the influence.

Nov. 12: Andrew L. Schoessler, 30, Davenport, arrested by Washington State Patrol for driving while under the influence.

Nov. 13: Christopher J. Moore, 19, Sprague, arrested by LCSO on an out-of-county warrant.

David E. Raney, 58, Sprague, arrested by LCSO for fourth-degree assault (domestic violence).

Nov. 14: Trevor A. Lott, 18, Spokane, confined under contract with City of Cheney for driving while license suspended.

Criminal Dispositions

Justin Scott Goetz, 31, Odessa, pleaded guilty Nov. 7 to attempted second-degree burglary (amended through plea negotiations from residential burglary and third-degree theft) in connection with the May 13 taking of prescription medication from an Odessa residence. He must complete 15 days jail (10 days allowed on electronic home monitoring), in-patient treatment, six months community custody and pay $700 court costs.

Scott Vernon Cannon, 39, Davenport, pleaded guilty Nov. 8 to third-degree theft (amended through plea negotiations from 2 counts of second-degree theft) in connection with the Aug. 30, 2010, taking of a Reardan man's wallet and credit cards from his vehicle. He was sentenced to 60 days jail (all credited as served) and must pay $700 court costs and restitution to be determined.

Lawrence Anthony Barcellos, Jr., 44, Spokane, pleaded guilty Nov. 8 to solicitation to possess methamphetamine (amended through plea negotiations from possession of a controlled substance/methamphetamine) in connection with a July 2, 2010, incident. He was sentenced to 364 days confinement (all suspended), 24 months community supervision and prohibited from using non-prescribed drugs, and must pay $700 court costs.

Jeremy Sheldon Dreher, 40, Spokane Valley, pleaded guilty Nov. 8 to two counts of solicitation to possess a controlled substance (amended through plea negotiations from three counts of possession of a controlled substance). He was sentenced to three days in jail (all credited as served) and 24 months community custody and must pay $700 court costs and complete substance abuse evaluation and treatment.

Juvenile Offender Disposition

Anthony Joey Torres, 17, Davenport, was ordered on Nov. 8 to serve four days detention after violating a June 7 disposition order for minor in possession by selling or giving tobacco to a minor.

Civil Judgments

An abstract of a June 21 judgment from Spokane County Superior Court was filed Nov. 4 in Lincoln County Superior Court. The judgment awards $751,640 against Orville L. Moe and Deonne Moe (Spokane Raceway Park, Inc.) to Barry W. Davidson, receiver for Washington Motorsports Limited Partnership.

Blayne T. Foley and Amy Jo Foley (Foley Masonry Construction), of Davenport, must pay $2,187.24 in unpaid taxes for April through June of this year to the Washington State Department of Revenue.

Gina Lynn Boutain, Almira, fourth-degree assault, dismissed at prosecutor's request; first-degree criminal trespass, pleaded guilty, $293 court assessments, 12 months unsupervised probation, deferred sentence (may change plea when court's conditions are met).
