INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Sept. 3: Odessa ambulance personnel assisted a woman who had been bucked off a horse in the vicinity of East Dobson Road.

Minimal damage was reported to a vehicle involved in a collision with a deer on SR 23.

A resident of Scenic Drive North in Davenport reported bow hunters were on her property illegally.

Vandals struck the Inland Northwest Rail Museum site west of Reardan, leaving behind a quantity of toilet paper and a dismantled sign.

A Harrington man reported that a boat had been dumped in an alley near North Second Street. A deputy located its owners, who promised to move it.

A 22-year-old woman who apparently had taken heroin was assisted by Reardan and Davenport EMTs sent to a location at SR 231 and Fleming Road. She was transported to Lincoln Hospital.

A caller reported hearing dogs chasing cattle in the vicinity of Hawk Creek Road East.

Wilbur Police handled a call about a dog chasing children on bicycles in the vicinity of Bell and College streets.

Sept. 4: Sprague firefighters fought a fire in the vicinity of the Fishtrap Resort.

A Sprague woman reported her wallet stolen from a vehicle that had been driven to Spokane without her permission.

Spray-painted graffiti and a broken door were discovered at an old grain flat house at the intersection of Coyote Heights and Nemo roads.

A man found in Superior Court with a knife in his pocket was allowed to take it to his vehicle outside.

A runaway juvenile from Spokane was located at a Davenport residence, from which he was transported to his home.

A woman reported being assaulted by a man who grabbed her arm and swung a cane at her at a residence on Coal Creek Road.

Deputies were alerted to a possible underage alcohol party hosted by a boy while his parents were away from their Reardan area residence.

A woman complained of ankle pain after a collision on SR 174 between Wilbur and Grand Coulee.

Sept. 5: A Davenport woman reported a check had been stolen from her purse.

Deputies were called out to a domestic situation at a residence on Riffe Road.

A caller reported possible animal abuse in Sprague.

A man expressed concern about drug houses in Reardan and that nothing seemed to be done about them.

A garage fire at the intersection of Summit and Maple streets in Reardan reportedly started in the middle of a deck near a hot tub.

Two juveniles, believed to be runaways from western Washington, were the focus of a "problem" while staying at a Wilbur motel.

Sept. 6: An injured deer, believed to have been hit by a car, was found bleeding on the eighth hole of the Big Bend Golf and Country Club in Wilbur.

Law officers responded to reports of shots fired in the vicinity of West Second in Odessa.

A Harrington man reported a broken window in a vehicle parked on South Second Street.

A woman told dispatchers that a man had pushed her off a flight of stairs.

A Sprague man reported being harassed in text messages.

Odessa Police encountered an intoxicated man walking on SR 28 with an open bottle of liquor in his hand.

Reardan Police responded to a light pole at Laurel and Railroad streets that was leaning after being hit.

Sept. 7: A Davenport woman reported the theft of medications from a residence on Cottonwood Creek Road East.

A caller reported that a tractor had been driven over a field and a main line on property near Chamokane Lane and Bull Run Road, resulting in about $1,000 damage.

Deputies investigated possible animal abuse at a Creston residence.

A caller reported that copper had been taken from an old grain elevator system near the intersection of Titchenal and Waukon roads.

Alcohol is believed to be a factor in an assault reported at the Reardan elevators.

A collision involving a vehicle and deer took place on SR 2 about a mile west of Telford.

Odessa Police responded to a theft report involving an elderly patient at the local hospital.

Reardan Police looked for a missing woman who had attended a concert in Spokane and, possibly intoxicated, had gotten out of a car at Reardan.

Sept. 8: Dispatchers received two automated phone calls from a Davenport pharmacy thanking them for "shopping today" - but there was no explanation for why those calls occurred.

Groups of six to eight motorcycles reportedly traveled at high speeds on Devils Gap Road.

A juvenile girl on probation was caught smoking by members of her Davenport area household, initiating a dispute that left a hole in a wall and the girl with a possible injury to her hand.

A deputy advised a man to stop yelling at people traveling by his residence on Sprague Highway Road East.

A Spring Canyon Road resident described a man who drove up to a shop building and, when approached by the caller, pulled a gun on him.

Sept. 9: Wilbur firefighters battled a field fire in the vicinity of Govan Road North. Later, they and their Odessa and Harrington counterparts joined forces at the Apache Pass fire between Creston and Odessa.

Two men were involved in a fight at a residence on East Fourth Street in Sprague. Alcohol was believed to be a factor.

As the Apache Pass fire heated up, emergency personnel planned for evacuations and established a command post at the Creston school. State mobilization was authorized later in the afternoon, prompting assistance from several departments from throughout Washington, joining local units from Davenport, Almira, Lincoln, Wilbur, Odessa and Harrington.

A resident of Little Falls Road East contacted dispatchers about an individual who was smoking in a pasture, despite the high fire danger.

National Park Service officers were successful in getting a group of young people to extinguish a very large bonfire on the beach at Porcupine Bay.

JAIL BOOKINGS

Sept. 3: Eugene A. Martinez, 41, Omak, arrested by Washington State Patrol (WSP) for failing to appear for driving while under the influence.

Sept. 5: Amber C. Branch, 21, Spokane, held under contract with the Washington State Department of Corrections.

Sept. 7: David P. King, 32, Spokane, arrested by Lincoln County Sheriff's Office (LCSO) for fourth-degree assault (two counts) and possession of marijuana.

Sept. 8: Jeremiah Johnson, 22, Wellpinit, arrested by LCSO for failing to appear for driving while under the influence.

Carlos M. Rodriguez, 36, Pasco, arrested by WSP for driving while license suspended and obstructing law enforcement.

Raymond F. Erwin, 21, Airway Heights, arrested by LCSO for failing to appear for minor in possession.

Sept. 9: Bret H. Bradley, 37, Harrington, arrested by LCSO for criminal trespass and fourth-degree assault.

Criminal Disposition

Jeremy Wayne Brotherton, 24, Spokane, pleaded guilty to felony harassment and fourth-degree assault in connection with a threat to kill a Sprague woman and the assault of a Sprague man on May 20. He must complete 30 days in jail, an additional 60 days of electronic home monitoring and pay $800 court costs.

New Criminal Cases

Joseph Ryan Spainhower, 31, Sprague, is charged with two counts of felony harassment in connection with allegedly threatening to shoot and kill two individuals during a domestic dispute in Sprague on Aug. 20.

Amber Lynn Jones, 21, Odessa, is charged with second-degree identity theft, second-degree possession of stolen property, 12 counts of forgery and two counts of third-degree possession of stolen property. The charges involve the taking and use of an ATM card removed on Aug. 3 from a Odessa resident's wallet that had been secured in a locked bedroom, writing illegal checks for about $3,000, and the taking of a ring and wheat pennies belonging to an Odessa woman.

Timothy Robert Bland, 27, Suquamish, Wash., is charged with possessing a motor vehicle stolen from Bainbridge Island, Wash., and stopped July 9 by the Washington State Patrol on I-90 near Sprague after being clocked at high speeds.

Raymond Charles Schmitt, Sprague, filed an appeal of an Aug. 9 Lincoln County District Court disposition (and $500 fine) for driving while under the influence on March 26.

Milo Santee Iaulualo, 25, Harrington, is charged with second-degree assault (domestic violence) in connection with the strangulation of a woman on Aug. 31 during a violent dispute at a Harrington residence that also involved the mothers of the defendant and his alleged victim.

Juvenile Disposition

A 17-year-old Davenport girl received a deferred disposition on Aug. 28 after pleading guilty to third-degree theft. She must complete 12 months community supervision, 50 hours community service, 10 days detention and pay restitution to be determined. The case involved the Aug. 16 taking of cash, gift cards and jewelry belonging to family members and valued at about $450.

Civil Judgments

In separate default judgments issued Aug. 28, Christian L. Vargas and Monica Alvarado, both of Highland, Calif., must pay $4,965.80 and $3,664.80, respectively, to petitioner Roosevelt Views Community Association, which had file liens against the two properties involved.

Charles D. and Cheri D. Potts, of Wilbur, doing business as Banks Lake Pub, must pay workers compensation taxes totaling $511.59 to the Washington State Department of Labor and Industries.

An Aug. 8, 2005, judgment from Lincoln County District Court against Robert W. and Geraldine Rambo, awarding $729.69 to petitioner Automated Accounts, Inc., was filed with the Superior Court.
