INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Nov. 19: Someone marked up the front window of a Davenport law office in the 500 block of Morgan Street. "Boy 7 Spirits of God Obey" were some of the words that were written with a black marker.

A Reardan caller reported that packages containing medications had been tampered with and a container of Viagra was missing. Subsequent contact with the local post office revealed that someone had gone through the mail of two other patrons.

Deputies investigated a narcotics incident in Davenport.

Damage occurred to two vehicles that collided in the Davenport Safeway parking lot.

Wilbur Police responded to a woman's report she had been threatened in the 500 block of NW Armstrong Avenue.

Reardan Police were advised by a resident in the 100 block of West Railroad that someone tore down a political sign in her yard.

Nov. 20: A woman was taken into custody after dispatchers received notification that children may have been abandoned at a Davenport residence.

A woman told dispatchers about suspicious text messages she had received.

Deputies checked out a house in the 300 block of Marshall Street in Davenport after learning that three bug bombs had been set off and the fireplace was active.

Deputies advised the owner of a pit bull continually out in the vicinity of Park and Tenth streets that the dog would be impounded the next time it was loose.

Two vehicles collided on SR 174 near Wilbur. A car that died and was mostly off to the side of the roadway was struck by another from behind.

Several deer crossing I-90 near Sprague were linked to at least two collisions, including one where the vehicle involved ended up on its top in a traffic lane.

Two men were involved in a fight in the 1000 block of Spring Canyon Loop Road, resulting in a head injury to one and a knee injury to the other. The first man claimed he had been choked and hit his head on an animal's cage as he fell.

Nov. 21: Two vehicles collided on SR 2 near Davenport, but no injuries were reported. After one vehicle spun out on ice, it was struck by the other which was unable to stop.

Sewer drains overflowed, causing some urban flooding at Morgan and Ninth streets in Davenport.

A semi-truck struck railroad crossing arms on Sherlock Avenue in Harrington. The truck had started through the crossing when the arms lifted and came back down on it. The driver continued on without realizing the truck had been struck.

A giant bowling pin bank partially filled with coinage was reported stolen from Davenport Lanes and Café.

A "tired" driver was the reason given for a Montana-licensed vehicle that reportedly was involved in several near-collisions in the Odessa area. A deputy stopped the vehicle in the 300 block of Marjorie Avenue.

Wilbur Police investigated the theft of firewood from a residence on SE Pope Avenue.

Nov. 22: A Grand Coulee man requested assistance with an unwanted person at his residence.

A car was "keyed" while parked in the 1000 block of Adams Street in Davenport.

Deputies responded to a report of an assault involving an Airway Heights police officer in Reardan. A man was arrested and taken to jail in Spokane.

Nov. 23: A phone number used to inform a Wilbur woman she had won a Publishers Clearing House prize was related to multiple scams, a deputy determined.

Nov. 24: Emergency personnel assisted a woman in the Almira area who had expressed suicidal thoughts.

A woman looking for yard lights that went missing discovered a stop sign in Cottonwood Creek inside the Davenport city park.

A sign advising motorists they were "leaving range" on SR 23 near Sprague was found snapped off.

Lincoln County Museum personnel found flower pots and a light fixture broken there. An apple press on the porch of the museum was tipped over.

A Sprague woman reported someone tried entering her house in the 500 block of West Fourth Street and that a tire on her vehicle parked outside was flat.

Several mailboxes at Jefferson Street and SR 28 were damaged, apparently by vandals. Others were removed, including one that had been torn from the ground and stuffed with a local real estate sign. Another mailbox near the Catholic Church also was taken from the ground.

A man in his 40s appeared disoriented as he asked a resident on Old Kucks Road in Davenport for directions before heading towards grain elevators in Rocklyn.

A woman reported her key got stuck in the night drop box at a bank in Creston.

A Canby, Ore., resident lost a wallet inside the Wilbur Community Center.

Nov. 25: A caller said a vehicle that is left to run all night in the 1000 block of Twelfth Street in Davenport was keeping him awake. A responding deputy heard no noise in that area.

A Davenport man said someone had threatened him by pounding on the door to his residence in the 1000 block of Adams Street.

The owner of a winter wheat field near Flood and Schwartz roads reported a pickup truck had driven in the field and tore it up.

Deputies responded to a rear-end collision involving two vehicles on SR 28 south of Davenport.

A MedStar air ambulance was utilized to transport a 70-year-old Lincoln man who had breathing difficulties from the Telford rest area on SR 2 west of Davenport to a Spokane hospital.

An Idaho man who said he just learned his 17-year-old daughter was pregnant asked dispatchers about the age of consent in Washington.

After finding a picnic table outside the sheriff's office flipped over, deputies looked into a possible connection with an argument between a man and a deputy earlier in the afternoon.

Odessa ambulance personnel assisted a 81-year-old woman who fell at a residence on East Fourth Avenue.

Odessa Police responded to a report of people shooting at a local gravel pit.

Nov. 20: Erin Kay Chapman, 34, Davenport, arrested by Lincoln County Sheriff's Office (LCSO) for possession of a legend drug without a prescription.

Nov. 21: Scott K. Gunderson, 46, Spokane, confined one day under contract with City of Cheney for driving while under the influence.

Guy Nelson, 45, Creston, arrested by LCSO for bail jumping.

Michael A. Claassen, 28, Creston, arrested by LCSO for failing to comply with a court order.

Nov. 24: Christine T. Deyonker, 52, Orondo, Wash., held for Snohomish County for possession of dangerous drugs.

Nov. 25: Charles R. McNeil, 27, Wilbur, held on a Kittitas County warrant for failing to pay child support.

Criminal Dispositions

Mysti Jean Bush, 55, of Spokane, possession of methamphetamine, amended through plea negotiations to solicitation to possess a controlled substance, pleaded guilty Nov. 6, 3 days confinement (credited as served), $1,000 fine (waived as indigent), $900 court costs, 12 months community supervision, drug/alcohol evaluation and testing. She was charged after a traffic stop on SR 2 in September 2010.

Derrick Leon Wilson, 27, of Cheney, was sentenced to 12 months in prison and $800 court costs for first-degree escape. After leaving his parents' custody for an eye appointment in Spokane last month, Wilson was apprehended in Spokane and returned to Lincoln County to face the escape charge and a probation violation, for which he had been arrested Sept. 25. He was convicted in 2007 of molesting a 5-year-old girl in Lincoln County.

Micah Rae Davison, 21, of Odessa, was sentenced to 30 days jail (with credit for time served) and 12 months supervised probation for taking a motor vehicle without the owner's permission, third-degree theft and two counts of forgery. Along with $850 in court costs, she also must share $660 in restitution with two other co-defendants, should they also be convicted, including payment to the NAPA Auto Parts store in Odessa, from which car batteries were taken last May.

Civil Judgments

Hayden R. Winn, of Reardan, must return $5,889.80 of overpaid unemployment benefits to the Washington State Employment Security Department.

Luke Edward Ensor, of Davenport, must return $352.64 in overpaid disability benefits to the Washington State Department of Labor and Industries.

Blayne T. and Amy Jo Foley, doing business as Foley Masonry Construction, of Davenport, were ordered to pay $901.45 of taxes due in March and April of this year to the Washington State Department of Revenue.

Daryl M. Costlow, of Odessa, must return $318.64 in overpaid unemployment benefits to the Washington State Employment Security Department.

Lisa M. Marsh, of Davenport, must return $2,496.16 in overpaid unemployment benefits to the Washington State Employment Security Department.

Petitioner Donel Wilcox, president of Clara Kloster Farm Co., on Nov. 6 was awarded restitution of premises at 48255 Schirr Road East, Sprague, and $16,066.90 for 24 months rent plus fees and costs from Debbie Woodland and two unnamed co-respondents.

A default judgment for $281,182.73 and foreclosure of liens was awarded Nov. 8 to Robin's Nest Investments LLC against James Lacoste, Jr., Lynda A. Walston and Tram Development LLC of Albany, Ore. A signed agreement between original petitioner Melvin Taggert and Robin's Nest, an original respondent, concluded that phase of the case on Oct. 18. When the matter was filed in January 2011, Taggert, doing business as Taggert Engineering and Surveying, sought payment for survey work he did in 2009 and 2010 on property near Reardan.
