INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, March 21: Dispatchers received calls from at least two Sprague residents reporting a suspicious vehicle occupied by a man in his early 30s with a beard and moustache, wearing a ball cap and described as “gangster looking” and another individual with “bleach blond hair.”

Several deputies were involved in the apprehension of a 35-year-old man who took them on a chase on U.S. 2 between Davenport and Reardan, where a stop was finally achieved through the use of spike strips. A deputy who made an earlier stop of the vehicle west of Davenport described the suspect as “hostile” towards him at that time, prompting a request for additional personnel as it became necessary to attempt a second stop of the vehicle. Deputies making the stop in Reardan said the suspect initially did not follow their directions and refused to step out of the vehicle. At one point just east of Davenport, spike strips caused tire damage to another vehicle whose driver, a Davenport resident, unwittingly became part of the experience. The sheriff’s office took responsibility for paying the man’s repair bill at the local Les Schwab Tires outlet.

Tuesday, March 22: A deputy advised personnel at a Davenport auto sales outlet that they could not legally “loan out” vehicles without putting license plates on them.

A caller advised that a dump truck pulling a pickup truck was driving in both lanes of SR 25 near Hansen Road north of Davenport, forcing other vehicles from the roadway.

A caller expressed concern about a group of juveniles who daily throw bricks on an empty lot in the 700 block of Tenth Street in Davenport.

Odessa Police investigated the theft of a leaf blower valued at about $20 from a yard in the 300 block of South Birch.

An Odessa man arrested for failing to appear in court on an assault charge was described as “combative and intoxicated” while being taken by local police from the 200 block of North Birch to jail in Davenport.

Wednesday, March 23: Davenport ambulance personnel transported a woman who was vomiting severely to Lincoln Hospital.

Odessa firefighters were sent to check a local residence where a carbon monoxide alarm had gone off, forcing a man from the home.

Responding to the 500 block of East Amende, Odessa ambulance personnel transported an 84-year-old woman who may have suffered a stroke to the local hospital.

Wilbur ambulance personnel and Almira EMTs assisted an 83-year-old woman with a pacemaker and a history of heart problems.

Trader’s Express personnel requested a deputy’s assistance with a man who refused to leave the Davenport store.

A wheel came off a boat trailer being hauled by a truck traveling on U.S. 2 just east of the Telford rest area.

Thursday, March 24: A caller expressed concern about a man he observed sleeping outside the vacant Davenport bowling alley building.

A Davenport woman told dispatchers that a man left her a “ticket” and requested she provide information from it in response to a phone call in order to receive a prize. The man, about age 19, introduced himself as “Ricky” and was on foot in the 1100 block of Merriam Street, wearing a green hoodie. A responding deputy was unable to locate him.

Reardan firefighters doused a small log smoldering along U.S. 2 shortly after two men were observed walking along the highway nearby. One of them was the man seen sleeping outside the former Davenport bowling alley earlier in the day. Though they weren’t traveling together, a deputy provided a courtesy ride to Spokane to both men.

A deputy checked out a report that kids were playing with sticks and pine cones at the Davenport swimming pool.

Friday, March 25: Water seen pouring from the back of the Wilbur Post Office was from a sump pump drain, not a broken pipe.

Harrington ambulance personnel transported a 74-year-old man with breathing problems to Lincoln Hospital in Davenport.

After learning from a Spokane woman about unwelcome love letters she’s been receiving from an Almira area man, deputies advised the man to stop what she described as harassment.

National Park Service personnel advised a window was broken out of a vehicle parked at the Spring Canyon campground and a purse and child’s backpack were taken.

Saturday, March 26: Responding to the 1000 block of Thirteenth Street, a deputy transported an “unresponsive” 55-year-old Davenport woman with breathing difficulties to Lincoln Hospital.

A man told dispatchers he had been verbally assaulted by another man while looking at property in Seven Bays Estates.

Deputies investigated a possible narcotics-related incident in Davenport.

Responding to a Hawk Creek Ranch Road residence, deputies intervened in a domestic dispute involving a man and a woman.

A deputy responded to a hit-and-run collision in the Davenport Safeway parking lot. The suspect vehicle was observed traveling south on SR 28.

Responding to the 300 block of Washington Street in Davenport, a deputy checked out a caller’s report of a fire. A request for assistance from local firefighters was withdrawn.

A Reardan caller told dispatchers of a man and woman “screaming at each other for 15 minutes” at a mobile home park on Railroad Avenue.

Odessa Police investigated a report that a window had been broken out of a camp trailer parked in the 300 block of South Alder.

Sunday, March 27: A deputy worked city code violations in the 800 block of Maxwell Avenue in Davenport.

Responding to the 500 block of NW Armstrong, Wilbur ambulance personnel offered assistance to a man who may have overdosed on pills.

A young woman suffered cuts to her hands as a result of a one-vehicle rollover collision on Redwine Canyon Road just north of the Lincoln turnoff. She was admitted to Lincoln Hospital in Davenport for examination and treatment.

March 26: Michael L. Halverson, 42, Vancouver, Wash., arrested by LCSO for driving while license suspended.

Brandon L. Kindred, 30, Twisp, Wash., arrested by LCSO on an Okanogan County warrant for failing to appear for driving while license suspended.

From March 22 to 28, 17 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections, four were held under contract with the U.S. Marshal’s Service and one under contract with Stevens County.

Criminal Sentencing

Earl James Ray, 51, Gold Bar, Wash., and Grand Coulee, pleaded guilty March 22 to second-degree theft in connection with the Jan. 24 “snatching” of a woman’s purse inside the Davenport Safeway store. The purse later was found shoved into a grocery shelf, but without several bank access cards, $100 cash, a checkbook and 31 checks, identification and two wallets. Four counts of second-degree theft were withdrawn by prosecutors as a result of a plea agreement. His sentence includes 10 days jail with credit for time served, $110 restitution to the Porcupine Bay area residents whose credit card was used without authorization, $860 court costs and $450 attorney fees. He also is prohibited from possessing and using firearms.

Civil Judgments

Russell Van Sickle, of Davenport, must return $2,851.90 in overpaid benefits to the Washington State Employment Security Department.

Keith A. Lilley, of Davenport, must return $6,881.43 in overpaid benefits to the Washington State Employment Security Department.

Rusty Taylor, of Edwall, must return $321.57 in overpaid benefits to the Washington State Employment Security Department.

The court on March 24 restored the right of Jason William Goldsberry, 27, of Spokane, to possess firearms subsequent to completing his obligations to the court from a 2007 criminal case.

New Criminal Cases

Jay Patrick Morgan, 59, of Sprague, is charged with second-degree assault in connection with a March 16 incident from which a 41-year-old woman suffered a broken collarbone and fractures to facial bones after being struck by a shovel and punched. LifeFlight aerial ambulance personnel transported the woman to a Spokane hospital for treatment. The court set Morgan’s bail at $100,000.

John William McKinney, Sr., 51, of Lincoln, is charged with second-degree assault (with a weapon) and second-degree assault (domestic violence) in connection with two incidents. A sheathed hunting knife was allegedly held to a 33-year-old man’s throat on Feb. 11 of this year at a residence on SW County Road in Wilbur. A 29-year-old woman reported being strangled, hit, kicked and dragged by the hair on Oct. 26 of last year in the Creston area.

Angelique Michelle Harlan, 41, and Ira L. Floyd, 48, both of Sprague, are charged with possession of methamphetamine in connection with a Dec. 6, 2015, incident during which deputies discovered a glass pipe with powder residue later determined to be methamphetamine in a drawer of a coffee table inside a residence in the 300 block of 1st Street in Sprague.
