Monday, July 16: Sprague ambulance personnel assisted a 74-year-old woman with two artificial knees who fell in the shower and was unable to get up.

Creston ambulance personnel joined a deputy in responding to a residence in the 200 block of NW Watson Street in Creston, where an elderly man with diabetes may have experienced low blood sugar.

A Wilbur caller requested assistance with an unwanted individual at a residence in the 200 block of NE Cole.

Davenport Retirement Village personnel reported two large dogs continuously enter the property and pose a threat to residents there.

A deputy checked out a report of fireworks being launched in the vicinity of the 800 block of Tenth Street in Davenport.

BNSF Railroad personnel expressed concern about a big board they believe someone deliberately placed on the tracks at South F and North E streets in Sprague.

Deputies intercepted two vehicles involved in drag racing on U.S. 2 and in the vicinity of Second and Marshall streets in Davenport.

Responding to the 100 block of East 1st Avenue, emergency personnel in Odessa assisted a woman described as unresponsive.

Tuesday, July 17: Responding to the 200 block of West 5th, Sprague ambulance personnel assisted a 74-year-old woman with a “general illness.”

After losing a wallet, a Davenport man received a mysterious text message that seemed to be related, prompting him to contact financial institutions and cancel credit cards.

Reardan EMTs joined local police in assisting a 1-month-old premature baby whose breathing was shallow.

A caller told Reardan Police he had thrown a stick at an aggressive dog in the 100 block of East Railroad Avenue and was concerned about retaliation from its owner.

Wednesday, July 18: Responding to the vicinity of 1st and B streets, Sprague ambulance assisted an individual with possible heat stroke.

Deputies assisted Reardan Police in handling a two-vehicle collision on Broadway Avenue (U.S. 2).

Emergency personnel responded to the 900 block of South Bell in Wilbur where a 71-year-old man was having difficulty breathing.

A semi-truck’s brakes locked up, stranding the vehicle on railroad tracks at the Sherlock Avenue crossing in Harrington. A responding deputy determined the truck and trailer were carrying too heavy a load.

An Almira caller expressed concern about a man dressed in black shorts and carrying a gray backpack who was knocking on doors in the 100 block of South 4th Street and asking for rides. A responding deputy offered a ride to Grand Coulee, where the man’s grandmother resides.

A deputy handled a report of a 15-year-old boy observed in Sprague with a vaping device.

Thursday, July 19: A report of a van that had broken down along Interstate 90 with “a bunch of kids” standing outside was referred to the Washington State Patrol.

What appeared to be smoke in the vicinity of Peterson Lane and Sterling Valley Road turned out to be dust from a group of juveniles riding 4-wheelers in the area.

A caller told dispatchers her vehicle struck a mini-horse while traveling on Rice Road southwest of Reardan.

Corrections deputies discovered graffiti on the door to the jail’s outdoor recreation area, possibly done by male inmates trying to get attention from female inmates. One inmate’s name was attached to graffiti lamenting his forced separation from friends in the jail and a large drawing of a nude woman also was found on a wall. Inmates were instructed to clean off the affected areas and charges may result from an investigation into who specifically was involved.

A deputy’s presence was requested in the 900 block of Maxwell Street in Davenport after a woman caller said she was being stalked. The deputy found a work crew attempting to remove asbestos from the residence as a result of an appointment made by the caller’s husband.

Emergency personnel responded to a report of a 58-year-old man with diabetic issues at the Gravelle elevators.

Deputies assisted NEW Alliance counseling center personnel with a situation involving a young child.

Deputies responded to a residence on Rocklyn Road North where an apparently intoxicated man had locked himself inside with a young boy during a domestic incident. He was subsequently taken to jail on an assault charge.

Dispatchers were advised that an individual believed to be a sexual offender had been observed at children’s activities administered by the City of Sprague.

Responding to the 0 block of Maxwell Street, emergency personnel assisted a Davenport woman having leg pain.

An Odessa woman reported the theft of marijuana oil pills from a residence in the 100 block of West 4th Avenue.

Friday, July 20: Corrections deputies had their hands full with inmates involved in horseplay, despite repeated warnings, another using the jail intercom inappropriately, and another who was caught throwing a glass of water at another inmate’s cell door.

A deputy was on hand as Davenport city personnel worked to tow away several junk vehicles from the 800 block of Maxwell Street, where a street paving project was getting ready to start.

Returning after about a year away to a residence on Whispering Pines Loop in Reardan, a caller reported that someone has been staying there without permission. Trailer tires and a tractor implement also were reported missing.

After being passed by a motorcycle clocked at 108 miles per hour on U.S. 2 about nine miles east of Davenport, a deputy arrested its operator for reckless driving.

A 35-year-old Spokane man suffered fatal injuries as a result of a motorcycle collision on U.S. 2 about a mile west of Reardan. Local emergency personnel attempted to save the man’s life before he was flown on a LifeFlight aerial ambulance to a Spokane hospital, where he died.

Odessa Police investigated a report that a 23-year-old man was “spanking and slapping” a younger family member.

National Park Service personnel received help from a deputy in dealing with a “potentially combative” individual at the Spring Canyon campground.

Saturday, July 21: A 42-year-old Reardan area man who told dispatchers he was having a panic attack received attention from Reardan-Edwall EMTs and Davenport ambulance personnel.

BNSF Railroad personnel dealt with a malfunctioning crossing signal at Mohler Road.

Responding to the 500 block of NW Armstrong in Wilbur, a deputy encountered two men who were reported to have been threatening each other and others in the neighborhood who expressed their sentiments that the sheriff’s office was “picking on” one of the men.

A small brown dog continually escapes from its yard by digging under a fence in the 1000 block of Washington Street in Davenport, prompting a neighbor’s request that it be captured by a deputy.

A deputy handled a dispute between two women, one of whom was concerned that the other allowed children she promised to look after to leave while the first woman was involved in the Pioneer Days parade in Davenport.

A resident of the 100 block of Maxwell Street in Davenport told dispatchers he found a clear bag containing what appeared to be marijuana. A deputy retrieved it and disposed of it at the sheriff’s office.

A caller reported the theft of jewelry valued from $3,000 to $5,000 from a residence on Rocklyn Road North.

Two callers expressed concern about a man walking along Mayberry Road near Davenport and talking loudly on a cell phone. The man told a responding deputy he was trying to get a ride because of legal issues.

Deputies busted up an alcohol-related gathering of at least 22 underage individuals from throughout Lincoln County after they assembled near the cell tower on Gunning Road outside Davenport. After observing several vehicles and teenagers heading that way, an alert caller phoned in a report to the sheriff’s office.

National Park Service personnel checked out a report of a large bonfire on a beach two coves north of Seven Bays.

Sunday, July 22: A caller reported observing flames in trees near the Fort Spokane boat launch, prompting dispatchers to notify firefighters from Davenport, Egypt, Seven Bays and Deer Meadows. A responding deputy found four smoldering spots in the area and began an investigation into whether the fire had been deliberately set.

A woman sought treatment at Lincoln Hospital after being stung by a bee.

A Sprague resident asked for assistance from deputies with someone who keeps feeding and “messing with” horses in the vicinity of the 200 block of South 8th Street, despite repeated requests not to do so.

An unoccupied Jeep rolled down a hill from where it was parked in the vicinity of Sixth and Merriam streets in Davenport, and would have gone into the Water Park pool had a surrounding fence not kept it from doing so. The Jeep sustained minimal damage.

Seven Bays Marina personnel reported that several individuals were unlocking gates to the dock area late at night, fishing from there, and dumping fish guts on boats docked nearby.

A motorcyclist crashed on a trail in the Pacific Lake area, suffering an injured foot and needing assistance to get his bike unstuck. He was later examined at the Odessa hospital.

A concerned father requested deputies’ assistance in locating his 8-year-old son who was last seen on a bicycle in the Davenport city park. The boy was subsequently found at a residence in the 1000 block of Main Street and returned to his Davenport home.

A woman expressed concern about the welfare of her four children in her ex-husband’s custody in Harrington after she discovered her phone number had been blocked, preventing her from speaking with them.

An Airway Heights patrolman tracked a vehicle believed to be involved in a hit-and-run collision in a shopping center parking lot there to Davenport and requested assistance from local deputies as he pursued his investigation.

After taking a caller’s report, a responding deputy successfully persuaded residents in the vicinity of B Street and 4th in Sprague to put out an illegal bonfire.

A Harrington resident reported being the victim of several harassing phone calls.

A caller’s vehicle needed a tow truck’s services after a collision with a deer caused it to go partially down an embankment along U.S. 2 about two miles east of Davenport.

National Park Service personnel responded to a report from the Hanson Harbor area of a jet boat with five occupants and “an extremely loud exhaust.”

New Criminal Cases

A first-degree theft charge filed July 17 against Julia R. Kraus, 38, were withdrawn two days later by prosecutors due to newly discovered evidence. The court dismissed the case.

Buddy James Buoy, 43, of Portland and/or Fairview, Ore., is charged with first-degree theft in connection with the Oct. 30, 2017, taking of tools, fuel and wire from a construction job site near the Interstate 90 Fishtrap exit.

Shawn R. Melton, 45, of Sprague, is charged with second-degree theft in connection with the allegedly unauthorized use of a City of Sprague fuel card to purchase gasoline at the Sprague Chevron for a personal vehicle while working as a city employee from March 23, 2017, to May 30 of this year. The charging documents in the court record note 70 transactions involving 1,022 gallons and a loss to the city of $2,994.60.

Julia R. Carney, 38, of Portland Ore., is charged with first-degree theft in connection with the Oct. 30, 2017, taking of tools, fuel and wire from a construction job site near the Interstate 90 Fishtrap exit.
