INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, March 18: Downs Road to Yarwood Road was reported closed until further notice.

Tennis ball-sized rocks were reported on SR 231 north of Reardan.

A Wilbur woman reported a scam call from someone claiming a family member was in jail and needed bail money.

Responding to the 100 block of North Division, Odessa ambulance personnel assisted someone who may have suffered a stroke.

Emergency assistance was requested for a 79-year-old Davenport man who was shaking uncontrollably and had lost control of his bladder.

A male inmate was warned when corrections deputies saw him attempting to “crack (another inmate’s) back by holding him from behind.”

Residents north of Davenport reported that without their authorization, someone created four checks totaling almost $600 on their bank account.

The roof of a neighbor’s garage extends onto a Davenport resident’s property in the 1000 block of Park Street, with water runoff from melting snow suspected of flooding a basement.

A Deer Meadows resident requested assistance with an unwanted individual on the property.

A Sprague resident phoned in concerns about individuals he saw walking on ice, despite warming temperatures, with fishing poles on Sprague Lake.

A Davenport man suspects someone took his wallet and is using his identification to purchase marijuana in Airway Heights.

Tuesday, March 19: A caller reported a scam call advising her that she won $1 million and a car.

An empty rail car rolled off the tracks in the vicinity of Brown Road East and Old Sprague Highway near Sprague.

After two dogs attacked a woman and a child at the Lincoln RV Park in Lincoln, a responding deputy contacted the owners and explained their responsibility to keep the dogs under control.

Wednesday, March 20: A stop sign was down at Armstrong Road and SR 23.

A large amount of water was reported over the roadway at SR 25 and Jantz Road, about two miles north of Davenport.

Transporting her to a Spokane hospital, Davenport ambulance personnel assisted a Seven Bays woman who fell and hit her head on the toilet in her residential bathroom, resulting in shortness of breath and a nosebleed.

Water runoff was reported to be the cause of asphalt breaking up near Crescent and Oehlschlager roads north of Reardan.

Davenport School District personnel reported children had been caught using marijuana. In an unrelated incident, children discovered a jar of “cookie marijuana” at the Wilbur park.

At the intersection of U.S. 2 and Waukon Road, a deputy encountered a shirtless man wearing a green shamrock hat, blue jeans and a blue jacket around his waist trying to hitchhike a ride to Spokane.

A man was taken into custody after HighLine Grain Growers, Inc., personnel reported someone driving a Jeep very fast through large puddles in that area.

Dispatchers took a report of juveniles hanging from a 4-wheeler driving in Creston. They fell in the roadway at least once and the caller expressed concern about them almost being run over.

A chip hauler was spotted traveling south on Waukon Road from Alexander Road near Reardan in violation of spring road restrictions.

Odessa Police investigated reports of stalking and prowling.

Thursday, March 21: BNSF Railroad personnel responded to reports of a malfunctioning track system at Ash and Railroad streets in Sprague and crossing gates that were stuck in the down position in the vicinity of Fancher and Waukon roads east of Reardan.

Mental health personnel responded to a report of a man expressing suicidal thoughts at the Sprague Motel.

A female inmate refused to be seen at Lincoln Hospital in Davenport while wearing “stripes and chains.”

Manntiques in Wilbur reported that someone attempted to purchase a $1,200 tractor with a check of $3,920 and instructions to return the balance in cash. A local bank advised the check had been stolen in Canada.

Deputies investigated a report that a Sprague woman had been opening bank accounts in other people’s names.

Friday, March 22: Davenport ambulance personnel transported a bleeding man who was losing consciousness and vomiting from the 700 block of Merriam Street to Lincoln Hospital.

A Davenport woman asked a deputy to speak to her 7-year-old son about hitting her.

Deputies examined notes written by a Harrington student that seemed suspicious to school personnel.

Alcohol was believed to have influenced a domestic dispute involving a man and woman in the 3600 block of Summers Lane in Grand Coulee.

Deputies investigated a reported vehicle theft from a residence on Rocklyn Road.

Malicious mischief occurred at the Fort Spokane campground.

Saturday, March 23: A collision involving a vehicle and deer was reported on SR 174 at Sheffels Road near Wilbur.

Returning home to their Fishtrap Road residence, a caller reported finding glass on the floor and a bullet hole through a window in the kitchen, perhaps as a result of shooting on nearby U.S. Bureau of Land Management property.

Reardan Police responded to a report of a hit-and-run collision in the 500 block of East Broadway Avenue.

Sunday, March 24: A rail crossing arm at Division Street in Wilbur was reportedly malfunctioning.

Deputies investigated a man’s report that someone was falsely accusing him on Facebook of child abuse.

A Sprague woman reported the theft of personal items and about $65 in coins from a residence in the 700 block of 2nd Street.

Erosion encroached on one-half of the paved roadway at Crescent and Oehschlager roads, motivating Reardan Mayor Sherman Johnson to place cones and barricades to restrict traffic to only one lane. The report was referred to the county Public Works Department.

March 18: Nicole Lynnette Badger (Gilmer), 40, Davenport, arrested by Reardan Police for failing to comply with the court regarding a vehicle trip permit violation.

March 19: Erney Wayne Gilbert, 58, Creston, arrested by Lincoln County Sheriff’s Office (LCSO) for possession of a controlled substance with intent to manufacture and/or deliver.

Lisa Lynn Munro, 53, Harrington, arrested by LCSO for second-degree theft.

Vera Vladimirovin Trots, 30, Springdale, arrested by LCSO for felony possession of a controlled substance.

March 20: Timothy Albert Evenson, 31, Ford, arrested by Reardan Police for second-degree theft, bail-jumping and first-degree trafficking in stolen property.

Philip Wayne Irwin, 27, Davenport, arrested by LCSO for driving under the influence.

David Alexander Sugai, 62, Davenport, arrested by LCSO for driving while license suspended and failing or neglecting to apply for a transfer of ownership.

March 21: Hunter Hayden Haley, 26, Reardan, arrested by LCSO for first-degree unlawful possession of a firearm, second-degree vehicle prowling, second-degree theft, theft of a firearm, and on a U.S. Marshal’s Service detainer.

March 24: Colleen Vanira Miller, 36, Creston, arrested by LCSO for violating a domestic violence court order.

An additional five individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and two under contract with the U.S. Marshal’s Service.
