Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

March 7

Traffic stops: 18

A Republic man reported that he hit a deer and couldn’t tell if it was still alive.

A gray Volvo was found to have likely been involved in a collision. It was found out in a field.

A man reported a horse with wire wrapped around its leg in the middle of a field on the left hand side south of the railroad track outside Wilbur.

A Davenport woman reported an old Springer Spaniel in the middle of the roadway on 8th and Maxwell Streets. She thought it was blind and didn’t know the dog’s owner.

A Davenport man on the 800 block of 2nd Street said his neighbor’s dogs were barking again.

March 8

Traffic stops: 9

A Spokane Valley woman requested a welfare check on a Lincoln County woman she said didn’t sound right over the phone.

A woman requested to speak to an officer regarding her ex-husband who she said was harassing her after she got sole custody of their children.

A loose dog with no collar was reported in Davenport.

A Reardan man said a silver Dodge Crew Cab with a male and a female inside was on his property for about five minutes and said the people were walking around.

A Davenport man reported a black Ford Expedition with bad passing habits across a double yellow line.

March 9

Traffic stops: 7

A Reardan man reported a suspicious blue Ford Taurus parked at the end of his long driveway on his property off Tramm Road.

A downed power line was reported in an undisclosed location.

A late 50s male was reported to have gotten pinched between a bull and a chute as he was loading the bulls. He reportedly cracked his ribs and sustained a concussion.

A possible DUI situation was reported eastbound on Highway 2 between Wilbur and Davenport.

A suspicious, possibly transient male was reported in the area of Broadway Avenue and Maple Street in Reardan.

A Wilbur woman reported a suspicious Subaru Crosstrex driving slowly through town and slowing down at every mailbox.

An Edwall man reported a suspicious vehicle pull into the parking area at the Rocklyn substation off Highway 2.

A Jacksonville, North Carolina woman called requesting information about her Sprague brother who she last had contact with 12 years ago.

March 10

Traffic stops: 5

A caller reported they were scared a man outside their house was going to break down their door.

A welfare check was requested on an elderly woman in Harrington.

An Almira man reported that someone had broken into his house.

A caller reported that an Odessa woman ran over her mailbox.

March 11

Traffic stops: 10

A sudden death related to a car crash was reported.

A Lincoln man requested a welfare check on his children, whom he said he wasn’t allowed to talk to after the mother moved and didn’t tell the courts.

A semitruck traveling eastbound on Highway 2 was reported to be blowing tires and throwing debris everywhere.

Fraud was reported.

A woman reported her neighbor’s dog got out.

A Harrington man reported a suspicious vehicle.

March 12

Traffic stops: 7

An animal control officer for the city of Sprague called about a dangerous dog on the 700 block of West 2nd Street that bit a child and tore the child’s shoe off. The officer said there was an ongoing problem with the dog’s owner.

A possible DUI situation was reported on westbound on Highway 2 pulling into Wilbur city limits with poor lane travel.

A caller reported a large truck dumped something onto their neighbor’s property, where no one is supposed to be, across from the 9500 block of Knapp Road and was heading south on Coal Coulee Road in Mohler.

A caller reported a vehicle with poor lane travel on Highway 2 they had been behind since Airway Heights.

A caller reported a possibly transient male on the side of the road apparently in distress at milepost 257 off Highway 2.

March 13

Traffic stops: 7

A Davenport man reported a white Chevy pickup off the roadway on Highway 25 around Lorene Road with a female trying to wave people down.

A fire was reported on the west side of Highway 2.

A Harrington man reported two dogs on the loose.

A barking dog was reported.

Christopher Roberge, 43, Davenport. Arrested by the Lincoln County Sheriff’s Office (LCSO) on a charge of driving under the influence.

March 11

Dakota Alex Davis, 26, Spokane. Arrested by Kalispel Tribal Police on a charge of second-degree criminal trespassing.

Philip Wayne Irwin, 29, hometown not listed. Arrested by LCSO on a charge of driving under the influence.

Merle Cy Picard, 23, hometown not listed. Arrested by LCSO. Charge not listed.

Glenda Pudwill Thomas, 61, Odessa. Arrested by Odessa Police on a charge of fourth-degree assault.

Criminal court: March 11

Tammie Lynn Kiehn, Ford. 3rd-degree driving with a suspended license (dismissed) and operating a vehicle without a valid license. Sentenced to one day in jail, eight hours of community service and 12 months supervised probation. Jail time and community service must be completed by June 1.

Bobby Scott Decaney, Mica. 3rd-degree driving with a suspended license and operating a vehicle without a valid license. Sentenced to four days in jail, a $750 fine and 12 months supervised probation. Jail report date: April 1.

Terry Lee Verhaag, Valley. 3rd-degree driving with a suspended license. Sentenced to one day in jail converted to eight hours of community service, which must be completed by June 1, and 12 months supervised probation.

Jason Beris Joran, Everett. 3rd-degree driving with a suspended license (dismissed) and operating a vehicle without a valid license. Sentenced to eight hours of community service, which must be completed by June 15, and 12 months supervised probation.

Dylan Michael Borden, Creston. Disorderly conduct. Sentenced to 12 months supervised probation. Ordered to pay a $250 fine and obtain an alcohol/drug evaluation from a state-approved agency and a mental health evaluation from a state licensed mental health provider.

Randy Earl Baker, Wellpinit. Reckless driving. Sentenced to one day in jail, 24 months supervised probation and a $1,000 fine.

Alfred Hernandez, Spokane. 2nd-degree criminal trespassing. Sentenced to 12 months supervised probation and ordered to pay a $500 fine.

Thomas Lee Walker, Snohomish. 2nd-degree criminal trespassing. Sentenced to 12 months supervised probation and ordered to pay a $250 fine.

Raymond Wade Hamilton, Reardan. Hunting/collecting parts on another property. Sentenced to 12 months unsupervised probation and ordered to pay a $500 fine.

Richard John Dew, Lind. 2nd-degree driving with a suspended license. Sentenced to 40 hours of community service and ordered to pay a $700 fine.

Juan Carlos Vazquez Cruz, Airway Heights. 3rd-degree driving with a suspended license. Sentenced to 40 hours of community service and ordered to pay a $600 fine.

Nickolas Gene Watson, Ellensburg. Driving under the influence and reckless driving. Sentenced to two days in jail, 24 months probation and a $1,000 fine. Jail report date: March 19.

Gabriel Luke Williams, Edwall. 3rd-degree driving with a suspended license. Sentenced to 12 months supervised probation and ordered to pay a $250 fine.

Brian Eugene Simmons, Spokane. Custodial interference. Sentenced to 16 hours of community service, 12 months supervised probation, 12 months unsupervised probation and a $500 fine.

Quintin James Wright, Reardan. Cyberstalking and resisting arrest. Sentenced to four days in jail, 12 months supervised probation and 12 months unsupervised probation. Jail report date: March 18.

William Robert Seiler, Coulee City. 3rd-degree driving with a suspended license and operating a vehicle without a valid license. Sentenced to 10 days in jail, 40 hours of community service and 12 months supervised probation. Jail report date: March 17.

Rizwan Baig v. Rehana Jahan Baig. Dissolution of marriage. Motion hearing for dismissal. Transferred back to King County Superior Court. April 16, 2019 findings about marriage, final divorce order, final parenting plan and final child support order void and vacated.

Joanna Marie Rutherford v. Kenneth James Swiger. Child custody. Contempt hearing. Swiger failed to appear. Court issued a bench warrant for Swiger’s arrest and set bail at $500.

Lance Nolan Lucas-Mechem v. Morgan Dean Mechem. Dissolution of marriage. Show cause/contempt. Petitioner’s attorney requested a continuance, which the court granted.
