Owners paying more with value increases
DAVENPORT — Locally assessed property in Lincoln County rose about $195.2 million in value from 2025 to 2026.
About $158.6 million came from market value adjustments, Assessor J. Scott Liebing said in an email. The other $36.6 million was new construction.
One Lincoln County property owner told The Record-Times the assessed value of a property rose $103,140 in 2026.
State law limits each taxing district to collect 1% more total levy revenue than the year before.
That cap applies to the levy, not to market value adjustments, Liebing said.
