    DAVENPORT – Lincoln County entered Phase 3 of Gov. Jay Inslee’s state re-opening plan on June 5. Some downtown Davenport businesses and services have re-opened or adjusted guidelines as a result. Others are maintaining previous restrictions or waiting to re-evaluate their guidelines. El Ranchito and Tribune Smokehouse are both now allowing seating at 75 percent capacity.
