Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

July 16: A county Public Works crew estimated they'd need a couple of hours to clear a tree that fell across the roadway at Downs and McKinley roads.

Four horses in a pasture along SR 28 in the Lamona area appeared neglected, a caller indicated.

Deputies investigated a possible sexual offense in the Sprague area.

A caller advised that a gravel truck came around a bend on Mill Canyon Road and almost hit the vehicle she was driving.

Crews dealt with an ammonia leak at Crop Production Services at Twelfth and Jefferson streets in Davenport.

An illegal fire in the backyard of a residence on Maxwell Street in Davenport was extinguished after a deputy's visit.

A small dog was observed in a car with all windows up while parked in the Reardan US Bank lot.

July 17: A boat attached to a camper at the Two Rivers campground was reported on fire.

A brown bulldog was reported loose in the vicinity of Tenth and Sixth streets in Davenport.

A caller reported that someone had slashed two tires on a vehicle parked on West Second Street in Sprague.

A tow truck was needed to free a truck that became stuck in soft pavement on SR 2 west of Davenport.

A Little Falls Road resident reported a bronze urn had been stolen.

While driving to her home, a Sky Vista Lane resident said she had been harassed by individuals cursing, screaming and throwing objects at her vehicle.

Juvenile girls who appeared intoxicated were "playing chicken" with a Burlington Northern Santa Fe train near the Adams Street crossing in Harrington.

Wilbur Police responded when a man was "inquisitive and pushy" as he attempted to learn from municipal staff whether there was a vault in the Town Hall.

July 18: A caller told dispatchers that several individuals had yelled and screamed profanities at her and family members while they drove on Wild Turkey Lane in Creston.

A back door may have been forced open at a residence in the 900 block of Park Street in Davenport.

July 19: Responding to a Davenport man's report that people inside his house were bothering him, deputies concluded he had a narcotics-induced hallucination after having been awake for more than 24 hours.

A caller said his shed near Irby and Marlin roads had been broken into and fuel stolen.

Reporting a possible road rage incident, a caller told dispatchers that a vehicle he attempted to pass on Hawk Creek Road twice sped up to run him off the road. The offending driver was later cited for reckless driving.

An iPod believed to be lost or stolen at the Davenport pool was found and turned into the sheriff's office.

A Davenport woman working as a mystery shopper reported receiving a fraudulent money order that left her owing her bank which had frozen her account.

Two individuals told a man who discovered a lost cell phone on Sprague Highway East that the device belonged to them.

A 5-year-old child reportedly was bitten by a German shepherd dog on West Fifth in Sprague, breaking the skin in three places.

A lingering ammonia odor near Crop Production Services in Harrington was believed to be from an earlier unloading of a rail car.

Emergency crews responded to a fire on Knotty Pine Lane. Nearly a half acre was burned.

Odessa Police had to put down an injured blue heron bird.

July 20: Colville Tribal police advised local dispatchers of a slow and long funeral procession on SR 2 between Wilbur to Spokane.

County Public Works employees had to deal with a tree that had fallen over Davis Road about 2½ miles west of Batum near Odessa. Davenport city and Avista Utilities crewmen, joined by local firefighters, took care of a tree that had fallen on a power line at the northeast corner of Mountain View Cemetery.

Wilbur Police coordinated response to reports of downed power lines at SE Pope and Cole streets.

A Wilbur officer stopped a vehicle at the intersection of SRs 174 and 21 that had been reportedly making bad passes and almost caused a collision.

July 21: Avista Utilities informed dispatchers that electrical power had been restored in Harrington.

A caller indicated concern about two vehicles, possibly driven by intoxicated individuals, were racing and "making a loud racket" throughout the Reardan town limits.

County Public Works crewmen were advised of a tree down on Mule Ranch Road about 1½ miles from SR 25.

Deputies looked for a car westbound on SR 2 near Davenport that had been observed swerving over both lines and traveling at 75 miles per hour.

Deputies responded to a possible case of "house-casing" in the Little Falls-Devils Gap area.

A one-vehicle rollover collision was reported on SR 23 about two miles north of Sprague. An ambulance was dispatched to assist a woman.

A deputy's presence helped cool down a family dispute over a Sprague area caller's possessions he thought might be thrown away.

Two vehicles collided at Big Bob's Mercantile in Creston.

A caller told dispatchers that a pickup truck ran a stop sign at King Ranch Road and SR 28, almost "T-boning" another vehicle. The truck then reportedly tailgated the vehicle into Odessa.

July 22: A caller reported loud weapon-like sounds from individuals who may be intoxicated, resulting in unsettledness among residents in an adult family home on Teel Hill Road. A responding deputy reported he heard nothing more than a barking dog.

Sprague firefighters extinguished a small grass fire on the railroad right-of-way near Jack Brown Road and Sprague Highway East.

An Almira man told dispatchers that money had been stolen from his wallet during the night at his North Fourth Street residence.

Burlington Northern Santa Fe personnel reported finding a deceased individual along the tracks near Batum Road and SR 28.

Two bags of popcorn were missing from a cabinet after a burglary at the manager's residence at Keller Ferry Marina.

Davenport firefighters responded to a possible fire near Level and Olson Hills roads. Smoke observed was determined to have originated from a fire on the tribal side of the river across from Cayuse Cove.

The driver of a vehicle that crossed the centerline about 15 times while traveling west on SR 2 told a deputy who stopped him in the Davenport Safeway parking lot that he had been tailgated and was busy watching his rearview mirror.

A deputy responded to a report of illegal fireworks at Second and F streets in Sprague.

A quantity of hay in the roadway on SR 231 north of Reardan was reported as a traffic hazard.

Deputies were alerted to the presence of a "suspicious man" with shoulder-length blond hair and wearing a long coat who was seen at the Davenport Senior Center and a former tavern further east on Morgan Street.

July 17: Michael D. Gossett, 49, Fruitland, confined by the court for 10 days for driving while under the influence.

Criminal Dispositions

Scott Vernon Cannon, 40, of Davenport, pleaded guilty July 10 to second-degree taking a motor vehicle without permission (amended through plea negotiations from second-degree burglary and second-degree theft). He was sentenced to 14 months in prison (concurrent with a burglary conviction issued by a jury in June) and must pay $412.79 restitution to the Lincoln County Sheriff's Office and $800 court costs. The case involved the taking of an impounded pickup truck from the sheriff's fenced yard and damages to security fencing there.

Charles Reuben McNeil, 27, of Creston and Wilbur, entered an Alford plea to third-degree theft and a guilty plea to driving while license suspended (amended through plea negotiations from theft of a motor vehicle). On his Alford plea statement with the court, he wrote, "I am only pleading to take advantage of the state's offer." He was sentenced to 30 days jail with credit for time served, restitution to be determined and $700 court costs. The charges involved the theft of a car on March 6 of this year.

Civil Judgment

Karen E. Hoebelheinrich, of Davenport, must pay $6,530.11 in credit card debt and court costs to petitioner Midland Funding LLC of Eugene, Ore.

New Criminal Case

William Zachary Zell Kelly, 24, Moses Lake, is charged with second-degree unlawful possession of a firearm in the wake of a July 2 incident in which a vehicle he occupied got stuck in a ditch along SR 21 south of Odessa near the Adams County line.

New Civil Cases

At petitioner Tiffany Ann Pickel's request, the court on July 10 rescinded a domestic violence protection order against Jacob K. Bowles. The parties are residents of Davenport and Electric City, respectively.

Mary Schrimshire, of Spokane, seeks general damages, medical expenses (past and future), attorney fees and other relief from Amelia Housden and her parents, John and Kerry Housden, all Okanogan County residents. The matter involves a July 22, 2009, collision in Wilbur, concluding a pursuit by sheriff's deputies of the vehicle Amelia Housden was driving. The petitioner claims the respondent was traveling at high speeds, passed her vehicle in a no-passing zone, resulting in the collision which left her with injuries.

Ben Fischen LLC, of Battle Ground, Wash., seeks return of property at 603 Lincoln Street in Davenport from Timothy and Barbara Kannas, along with $1,137.50 in unpaid rent, $2,000 in attorney fees, $675 in lost rent from a successor tenant, and $241.82 in utilities.
