INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Aug. 13: Sprague firefighters handled a brush fire at SR 23 and Ringwood Road.

Two llamas were reported at-large on Fitness Lane near SR 28 near Davenport.

A local logger's skidder was reported missing from property adjacent to SR 25 about 19½ miles north of Davenport. It was later recovered.

A vehicle that had been abandoned on SR 231 near Edwall was found with a gas can that had been stolen from a local property owner.

An Edwall woman reported a man had been in her barn without permission.

Deputies investigated a domestic violence assault at a residence north of Davenport.

A caller reported a break-in at farm buildings about four miles south from SR 2 on Waukon Road. Locks were found broken and a welder was reported missing.

A van was taken from outside Davenport Vision Source while its owners were having their eyes examined.

Two vehicles were seen racing on SR 2 west of Reardan; other vehicles were reportedly forced from the roadway as the suspect vehicles traveled at high speeds. A deputy caught up with both at Oehlwein Road.

A one-vehicle rollover collision was reported at Carlson and Zeiler roads near Harrington.

Wires across the roadway at Mohler and Kupers roads that were of concern to a caller turned out to be traffic counter wires.

Multiple vehicles, including trucks and farming equipment, were damaged and from 50 to 100 gallons of fuel taken from property adjacent to Swanson Lake Road about a mile south of Creston.

Odessa Police responded to a report that a vehicle hit a boat, moving it into a garage in the 100 block of West Sixth Avenue.

Aug. 14: Concrete blocks were illegally dumped along Waukon Road about a half-mile north of Sawyer Road.

A collision involving a vehicle and deer was reported on SR 2 just west of Wilbur. Elsewhere, a deer ran into the side of a travel trailer traveling on SR 28 near Lowe Road. Minimal damage was reported.

Deputies were asked to look for a woman's purse that had been left in the restroom at the Telford rest area on SR 2.

Law officers from Lincoln and Stevens counties, along with the Washington State Patrol, weren't able to locate a "distressed" woman who told local dispatchers she had no idea where she was, that she was a victim of a domestic assault and that she had been dropped off by friends "somewhere along a highway."

Filing a suspicious person report, an Odessa woman reported seeing someone in her car while parked in the 200 block of South Alder.

Aug. 15: Dispatchers received several calls from county residents reporting fires in the area; most had noticed the major blaze near Elmer City.

MedStar aerial ambulance assisted an unconscious elderly man who had fallen near a shed about a mile north of Waukon on Waukon Road.

An occupied boat capsized in Lake Roosevelt near Spring Canyon, sending people into the water.

Odessa Police responded to separate reports of several juveniles riding through town on 4-wheelers and of the sound of a gunshot with a bullet casing left where someone had earlier seen a dead skunk in the 500 block of Alder.

Reardan Police responded to a residence in the 300 block of Central after a baggie containing a white substance had been discovered inside the lining of a child's diaper bag.

Aug. 16: A woman told dispatchers that while traveling the 35 mph limit on SR 2 through a construction zone west of Wilbur, about 12 vehicles passed her with horns honking and gravel thrown on her vehicle.

A motorist reported that a gray Ford truck seemed to be involved in "a little road rage with her" while traveling on SR 2 west of Creston.

A Sprague woman reported that goats had gotten into her garden on Walnut Loop Road.

Five youths in three or four vehicles were reportedly being very noisy while visiting the Reardan town park.

A pickup truck collided with a cow on Coffeepot Road north of its intersection with SR 21. The vehicle was demolished.

Two deputies assisted after a woman told dispatchers her grandson was "out-of-control, hurting animals, hearing voices and talking to people who are not there." He was transported for a mental health evaluation.

A caller expressed concern that a juvenile in the household had run away and possibly "raided" her bank account, taking a large sum of money into Spokane.

An Odessa woman told police someone had spread screws on her driveway on West Fourth Avenue in order to flatten tires on vehicles parked there.

Aug. 17: Harrington ambulance personnel assisted an 88-year-old man who may have been bitten by a spider, causing him to become weak and dizzy.

Deputies investigated reported threats made against personnel in the prosecuting attorney's office.

A RV was observed pulling a boat on rims only on SR 2 near Almira. A responding deputy found a temporary home for the vehicle at the local gun club.

A Harrington man reported his 1998 Ford Escort had been stolen while parked at a Spokane business.

An Eastern Washington Gateway train was believed responsible for starting several fires along track adjacent to SR 2 and Rocklyn Road. The train was stopped and firefighters from Davenport, Reardan and Harrington responded as flames spread both to the east and west, entering a field of standing wheat at one point and ultimately charring about 22 acres. When the train resumed, more fires were sparked between Mountain View Cemetery Road and Davenport. Damage was reported to an Avista Utilities power pole and a fence belonging to Verizon Cellular.

A resident of the 1000 block of Sinclair Street reported a break-in at his residence. Missing were a sterling silver set and two rifles.

A worker with Sunshine Disposal, who had lived in Los Angeles, Calif., told Davenport city officials he believed The Bakery and Café on Sixth Street had been tagged by a gang described as "really brutal and big in Seattle right now." He also noted that similar markings had been seen in Reardan as well.

Sheep were reported out on SR 25, blocking traffic about seven miles north of Davenport.

Deputies responded to what turned out to be a verbal dispute in the 1100 block of Adams Street in Davenport.

Aug. 18: A motorist told dispatchers that another vehicle had made a bad pass on SR 2 east of Reardan and something thrown from the vehicle had caused her windshield to chip.

A deputy advised a woman she would be responsible for damage to neighboring properties caused by rocks being thrown by a mower she was using in the 400 block of Adams Street in Davenport.

MedStar air ambulance assisted a 76-year-old man with a medical emergency at a residence on Eagle Nest Road in Deer Meadows.

A collision involving a car and deer was reported on Kiner Road about two miles south of SR 2.

A woman told dispatchers she was "lost somewhere on a dirt road." She recalled being in Creston, traveling on Redwine Canyon Road and believed she was on Sherman Draw Road, but unsure about how to get back to SR 2. A responding deputy was able to turn her around and help her continue on her way.

No one was reported injured in a two-car collision in the 200 block of Main Street in Wilbur.

Aug. 19: Dispatchers referred a report about a fight at Two Rivers campground to Stevens County authorities.

Davenport ambulance personnel assisted a Miles Road woman who may have suffered a stroke and, with Reardan EMTs involved, a 55-year-old man who was reported to have been intoxicated and fell.

Three 19-year-old women, all from Post Falls, Idaho, were transported to Lincoln Hospital after being injured in a one-vehicle rollover collision on SR 2 about two miles east of Davenport. According to a Washington State Patrol report, the eastbound Subaru Legacy drifted from the road and went down an embankment before it rolled. Troopers anticipated a negligent driving charge would be filed against the driver.

Firefighters battled a blaze at Little Falls and Circle roads that is believed to have been arson. A haystack was consumed, destroying about 140 2,000-pound bales.

A caller indicated concern that a lawnmower was being operated before 6:30 a.m. in the 300 block of Maxwell Street in Davenport.

A resident of the 1100 block of Eighth Street in Davenport reported finding a hole in her glass back door, believed caused by a BB gun possibly used by a 10-year-old neighbor boy whose father promised to get rid of the device.

A sign was reported in the roadway on Olson Hills Road at its intersection with Gunning Road near Davenport.

Backed by a deputy, an Odessa officer transported a man described as "very incoherent" from his Odessa residence to Lincoln Hospital in Davenport for a mental health evaluation.

Civil Judgments

Adolfo N. Plascencia, of Davenport, must return $1,680.16 in overpaid benefits to the Washington State Department of Employment Security.

Juvenile Offender Disposition

Because a key witness remains hospitalized and unable to appear in court, prosecutors were allowed to dismiss a charge of delivering a narcotic/controlled substance in a school zone filed last March against an 18-year-old Reardan boy who was 17 at the time of the incident.

New Criminal Cases

Alex Wayne Pfeifer, 22, Spokane Valley, is charged with second-degree burglary and second-degree theft in connection with the Dec. 26, 2011, break-in at the Odessa Drug Store in Odessa during which about $2,200 damage was done to the front door glass and prescription medications valued at more than $1,024 were taken. Failing to appear for a court hearing, he was arrested on a bench warrant, but allowed pre-trial release. Three others also are charged in connection with this crime.

Amber Lynn Jones, 21, of Odessa, and John Stephen Granchie, 24, of Davenport, are charged with second-degree theft in connection with the Aug. 9 taking of a Odessa woman's debit card and its use at a local bank to withdraw about $700.

Caleb Marcellus Wiesner, 18, Richland, Wash., is charged with second-degree burglary and third-degree theft in connection with an unlawful entry into an abandoned building at First and B streets in Sprague on Aug. 10. Miscellaneous items, including a clock, beer sign and antiques, were also taken.

Matthew August Hindberg, 40, Coeur d'Alene, Idaho, is charged with second-degree burglary and third-degree theft in connection with an Aug. 13 entry of a hay shed near Edwall and the removal of a gas can from it.

Because the victims of the alleged crime didn't want to prosecute, a charge of taking a motor vehicle without permission against James Bryan Wilke, 51, Davenport, was dismissed on Aug. 20. The case involved the reported taking of a van parked outside Davenport Vision Source while its owner was having her eyes examined on Aug. 13.

Andrew Paul Baier, 22, Spokane, is charged with two counts of residential burglary, two counts of third-degree theft and one count of attempted residential burglary. The matter involves incidents captured by a video camera between Aug. 4 and 7 at a residence in the 100 block of South Fourth Street in Almira, where cash had been repeatedly removed from a man's wallet.
