INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Sept. 10: A caller reported someone had cut the head off a deer after it was hit by a car on Menke Road.

Swanson School and Schmierer roads were closed at their intersections with Hatten Road were closed to traffic to facilitate firefighters' efforts in battling the Apache Pass fire. Meanwhile, the Lincoln County Fairgrounds in Davenport were made available to fire evacuees for temporary placement of livestock and horses. Evacuations were considered as flames jumped Seven Springs Dairy Road.

A caller reported that a full grown horse was in her front yard on Fitness Lane in Davenport eating the grass.

Deputies assisted a Davenport woman with her concerns about her juvenile son who she said yelled and screamed at her, left school without advising her and is "becoming out of control."

A caller expressed concern about a juvenile boy with a baseball bat who "looked mad" after a conversation with the driver of a pickup truck parked in the vicinity of Ninth and Marshall streets in Davenport.

Deputies were advised of possible illegal drug activity from the vicinity of Ross Street in Davenport.

A Davenport woman told deputies of concerns that her daughter had smoked cigarettes and marijuana, and had stolen pills from her.

A suspicious pool of blood with a human footprint found inside a gate at the entrance to the old missile site south of Davenport was believed to be from a deer.

A driver suffered minor cuts and bruises on his face and arms as a result of a one-car rollover on SR 25 about 11 miles north of Davenport. The driver explained he flipped while trying to dodge a deer.

Odessa Police investigated threats made against a girl on the phone.

Sept. 11: A vehicle went into the ditch on SR 231 north of Reardan.

Two cars collided on Crescent Road near Burnett Road, bringing emergency personnel from Davenport and Reardan.

Sept. 12: A small trailer became detached from a vehicle while traveling in the vicinity of Davenport Building Supply's Home Décor Center.

Two vehicles collided in an unidentified Morgan Street business's parking lot, resulting in minor damage to one.

A caller reported that he believed someone had taken photographs of him at his residence on Mielke Road.

Sept. 13: Sprague firefighters were sent to a brush fire near I-90.

Sprague ambulance personnel were requested for assistance with a man described as "highly suicidal."

An Almira woman reported encountering a puppy that had duct tape around its mouth.

A Creston student was transported from school to Lincoln Hospital in Davenport for treatment for a possibly broken hand.

A Reardan mother requested assistance with her 15-year-old son and 16-year-old daughter who left their residence against her directives.

Deputies tracked a suspicious individual on a bicycle thought to have entered an empty house and/or garage at Ninth and Main streets in Davenport.

A Railroad Avenue resident told Reardan police he thought he had heard gunshots nearby.

Sept. 14: Railroad personnel were asked to deal with crossing arms down across Doerschlag Road near Sprague - with no train in sight.

Sprague ambulance personnel assisted a man suffering from extreme leg pain.

A Grand Coulee caller requested assistance with a domestic situation on Rainbow Drive North.

Dispatchers were informed about a loud dispute at a residence on Adams Street in Davenport.

Two vehicles reportedly tore up Coal Coulee Road near Harrington.

A car got stuck in a pit on SR 21 near Wilbur.

Deputies investigated a theft by deception incident originating from a Davenport apartment complex.

A property owner north of Reardan told dispatchers she found water damage and indications of marijuana in a rental unit on Little Falls Road that had been recently vacated.

Lincoln Hospital personnel treated a 9-year-old boy who had rope burns around his neck after playing at a school playground in Davenport. A deputy removed a jump rope from there to protect other children.

Odessa ambulance personnel assisted an individual who had fallen near the Deutschesfest beer garden and suffered several lacerations.

Sept. 15: Deputies assisted in locating a dementia patient who spent all night driving a pickup truck on SR 28 near Davenport.

A man found taking a nap along SR 28 was given a ride by deputy into Harrington.

A Davenport man reported receiving "some real nasty text messages" on his cell phone.

Odessa Police responded to a report that bottle rockets were being shot off at the Division Street walking bridge. In a separate report, a man told officers that something he believed was tossed from a group of juveniles on First Avenue had nicked the paint of his car.

Sept. 16: A main electrical feeder line into Almira was reported broken, causing a power outage there.

A woman was punched in the face during an assault incident involving three people in the Odessa park during the Deutschesfest celebration.

An Odessa ambulance crew assisted a "highly intoxicated" individual at the Deutschesfest beer garden.

A caller described three to four individuals appeared to be attempting to enter a residence on Adams Street in Davenport.

Reardan Police investigated an assault incident that occurred near an Oak Street residence. An individual reportedly was punched in the face, fell to the ground and after a brief interlude, punched again.

After the National Park Service was told about a missing boat in the Two Rivers area, a caller indicated it had been found.

Sept. 12: Jerry L. Hayes, 41, Wellpinit, arrested by Lincoln County Sheriff's Office (LCSO) and held for Washington State Department of Corrections for violating a no-contact order and escaping community custody.

Mysti J. Bush, 55, Spokane, arrested by LCSO for failing to appear for driving while license suspended.

Sept. 13: Petr A. Karapetr, 22, Spokane, held under contract with the City of Cheney.

Sept. 14: Travis C. Thompson, 28, Davenport, confined three days by the court for failing to comply with his sentence for driving while license suspended.

Steven D. Roger, 31, Reardan, confined 10 days by the court for failing to comply with his sentence for disorderly conduct.

Sept. 17: Eugene C. Petty, 49, Davenport, confined 15 days by the court for failing to appear for driving while license suspended.

Sept. 18: Danail J. New, 23, Ephrata, arrested by Reardan Police for failing to appear for driving while license suspended.

Micah Rae Davison, 21, Odessa, arrested by Odessa Police for failing to appear for minor in possession, trespassing and harassment.

Jessica A. Allgaier, 27, Fairfield, held under contract with the Washington State Department of Corrections.

Nathaniel D. Pierce, 30, Medical Lake, arrested by Reardan Police for attempting to elude a pursuing police vehicle.

Civil Judgment

The court awarded Capital One Bank USA a default judgment against Harry E. Estep, of Reardan, who was ordered to pay $3,496.37 for credit card debt and attorney fees.

Criminal Disposition

Geannie Rebecca Austin, 34, of Wilbur, pleaded guilty Sept. 4 to solicitation to possess a controlled substance (amended through plea negotiations from possession of methamphetamine). She must complete 24 months probation, along with substance abuse evaluation and treatment, and pay $700 court costs.

New Criminal Cases

Nathaniel Dale Pierce, 30, of Medical Lake, is charged with attempting to elude a pursuing police vehicle in connection with an Aug. 31 incident involving Reardan Police. The pursuit originated in Reardan when the defendant allegedly failed to stop for students in a school crosswalk. Chief Gary Redmond attempted a traffic stop, but the vehicle traveled at high speeds. With assistance from the Spokane County Sheriff's Office, the pursuit finally ended in Medical Lake.

Ryan William Adolph Louie, 28, of Omak, is charged with possession of cocaine in connection with an Aug. 24 traffic stop in Reardan.

New Civil Cases

Christina Crowell, of Spokane, seeks half of a military pension from her former husband, David Crowell, of Vacaville, Calif., that she claims had not been mentioned in connection with July 2002 marriage dissolution proceedings in Lincoln County.

Jim and Stacy Hirst, of Harrington, seek reimbursement and damages from Erik Edan Foreman (doing business as Foreman Construction), of Davenport, in connection with two contracts in 2011 and 2012 for remodeling of the petitioners' residence. The petitioners claim the work was not completed despite their payment of $90,700 to the respondent and that they had to hire another contractor to finish the project.
