INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Oct. 8: A large amount of grain and a dead deer were found on SR 28 north of Odessa. Three deer were found "piled up" at the intersection of Bull Run and Circle roads, prompting dispatchers to contact the local state wildlife officer.

A caller from the 900 block of Morgan Street in Davenport advised dispatchers that a neighbor's dog had been barking continuously for 2½ hours.

One person was injured and transported to Lincoln Hospital in Davenport after two vehicles were involved in a rear-end collision on SR 2 west of Wilbur.

Deputies investigated a trespassing incident in the 8000 block of Kintschi Road near Sprague.

Dispatchers learned that a man claiming to have done contracting work for the City of Harrington offered "leftover blacktop" to a resident on Sunset Highway Road east of Davenport.

Odessa students exchanged one bus for another after a medical situation developed on the first, prompting its driver to pull into a driveway on Duck Lake Road North and wait for help to arrive.

A caller reported receiving harassing text messages from someone in Sprague.

Wilbur Police investigated a theft of a woman's purse while she helped at the local community center.

Wilbur Police responded to a report that a woman was "going crazy" at her residence in the 500 block of SE Trinity and hitting other members of the household.

Oct. 9: A Burlington Northern Santa Fe crew responded to a malfunctioning railroad crossing at Coal Coulee and Stone roads.

Washington State Patrol was advised of a wheat truck traveling eastbound near Davenport on SR 2 with "a load that looks like it may fall out."

Washington State Patrol responded to a possible domestic situation at the I-90 Sprague rest area, where a woman appeared to be trying to jump out of a vehicle parked there.

A Reardan man reported a theft involving PayPal.

A caller reported someone took 10 to 15 800-pound bales of hay from property to the north of Reardan.

A man told dispatchers he had to drive into a ditch after a semi-truck traveling at high speed went into the caller's lane to avoid a pothole, forcing him from the roadway on Schuster Road near Bergau Road.

Wilbur Police responded to a report of a pit bull continually out in the 100 block of Northwest Broadway.

A Wilbur woman told police her sons were fistfighting at a residence in the 200 block of NW Main Avenue.

Odessa Police responded to a collision involving two vehicles, one backing into the other, at the intersection of SR 21 and 28.

Reardan Police contacted a Reardan High School student on a reckless driving incident. Officers said the boy was "breaking tires loose on the dirt roads inside town."

Oct. 10: A tractor-trailer hauling hay went onto its side on Poplar Road in Sprague.

Law enforcement officers began a search for an inmate who escaped from custody after being released into his parents' custody for an eye appointment in Spokane. Warrants were issued by the Lincoln County Sheriff's Office and the state Department of Corrections.

A caller reported that a set of tire rims valued at about $250 had been taken from a garage in the 300 block of West 4th Street in Sprague.

Wilbur Police investigated a bad check incident at the Wonder Mart involving $289.76.

Wilbur ambulance personnel assisted a 71-year-old man with a possible heart attack.

Oct. 11: A Davenport man reported receiving unsolicited calls from a man claiming to be a lawyer.

A collision involving a vehicle and deer took place on the Harrington Tokio Road about eight miles south of Harrington, with substantial damage reported.

A bunch of balloons inside the Odessa branch of the Bank of America were believed responsible for the activation of an alarm.

Oct. 12: A Creston man reported that two chocolate Lab dogs were missing from his yard.

A car went through a ditch on SR 231 near Little Falls Road and into a field. Alcohol is believed to have been involved.

A deputy contacted individuals who reportedly were sighting in rifles and possibly shooting with houses nearby the gravel pit on SR 25 near the Porcupine Bay turnoff.

A Harrington woman described for a deputy harassment she had received.

A man was arrested for possession of marijuana after deputies investigated a report of an illegally parked vehicle at Seventh and Morgan streets in Davenport.

A Davenport man reported the theft of an aluminum ladder and two glass cutters from the 800 block of Logan Street.

A deputy contacted a woman in the 400 block of West 2nd after a 7-year-old child was found walking along SR 23 just north of Sprague.

Odessa Police made an arrest during their response to a narcotics incident in the 400 block of East 2nd Avenue.

Oct. 13: A large dead raccoon was found blocking the eastbound lane of SR 2 between Davenport and Wilbur. Elsewhere, a collision involving a vehicle and deer was reported on SR 28.

A caller reported a bullet had gone over his head while outside his house on Eagle View Lane East in the Ford area. A responding deputy made contact with the alleged shooter.

Everything turned out okay despite the activation of an alarm at Harrington School when a substitute janitor arrived but was "unverified" by the security company.

A resident of Northridge Road near Davenport reported a license plate was missing from a fifth-wheel vehicle on the property.

A caller reported hunters trespassing on property on Halverson Canyon Road about a half-mile east of Mountain View Road.

A deputy responded to the Safeway parking lot in Davenport after dispatchers took a woman's call about an ex-boyfriend on his way from Spokane to harm her. Further investigation determined her claim was unfounded.

A resident of the 400 block of Ross Street in Davenport told dispatchers she believes someone had been in her home while she was recently hospitalized.

A caller described a pickup truck chasing deer in a field off SR 25 about 15 miles north of Davenport.

A trespassing incident was phoned in from property on Robertson Road about a half-mile east of Mountain View Road.

Scrap metal and window screens were taken from a shop building on property adjacent to SR 25 north of Davenport.

A diabetic man who didn't return when expected from hunting in an area northwest of Edwall was eventually found behind a residence with a broken leg.

Dispatchers took a report of a man who was stumbling and falling several times in the 1000 block of Adams Street in Davenport.

Oct. 14: Creston ambulance personnel assisted a woman who suffered a head injury after falling at the Creston Christian Church.

Sprague ambulance personnel assisted local law enforcement after a 32-year-old man apparently took his own life in the 100 block of West 3rd.

A resident of Hawk Creek Ranch Road expressed concern about a hunter who shot a deer from the roadway and used private property to gut it out.

Silly string was used in a malicious mischief incident overnight at the Wilbur golf course. Two empty cans of the stuff were found in a garbage can there.

A Davenport man reported his daughter was being harassed on Facebook.

A property owner on Rimrock and Weishaar roads near Odessa reported about 16 hunters were trespassing there. A separate trespassing report was received from a property owner on Erickson Road.

Two to three men were seen beating up on another man at the Telford rest area on SR 2; at least three were taken into custody by deputies.

A deputy caught up with a man whose newly purchased truck was seen speeding in the vicinity of Davenport's football field.

Kathy's Market in Sprague reported the theft of liquor valued at $8.60, possibly by a juvenile.

Wilbur Police placed a man suspected of driving while under the influence into custody.

Criminal Dispositions

Matthew August Hindberg, 40, Coeur d'Alene, Idaho, pleaded guilty Oct. 9 to first-degree criminal trespass and third-degree theft (amended through plea negotiations from second-degree burglary and third-degree theft). He must serve 6 days confinement and pay $700 court costs. The charges involve Aug. 13 incidents at a hay shed on property near Edwall, from which a gas can was taken.

Joseph Ryan Spainhower, 31, Sprague, pleaded guilty Oct. 9 to obstructing law enforcement (amended through plea negotiations from two counts of harassment). He was sentenced to 2 days confinement (credited as served), must complete an anger management evaluation and pay $700 court costs.

New Criminal Cases

Oleg Viktorovich, 29, Spokane, is charged with three counts of second-degree burglary, three counts of third-degree theft and four counts of first-degree criminal trespass in connection with several break-ins last August near Reardan, during which scrap metal was taken.

Linda Gail Goodman, 44, Odessa, is charged with three counts of possession of a controlled substance (morphine, liquid morphine and oxycodone) and three counts of third-degree theft in connection with the taking of a woman's medication on Sept. 18.

Troy Daniel Grove, 47, no address provided, is charged with possession of methamphetamine in connection with a Washington State Patrol traffic stop on SR 2 near the Telford rest area on April 17.

New Civil Case

In an unlawful detainer matter, Clara Kloster Farm Co., of Sprague, seeks $45,000 of unpaid rent since 2006 from Debbie Woodland and two unnamed co-respondents for property at 48255 Schirr Road East in Sprague.

New Juvenile Offender Case

A 13-year-old Davenport boy is charged with fourth-degree assault (domestic violence), accused of hitting his mother in the chest during a July 29 incident in which he was described as being "out-of-control and destroying the house."
