INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Aug. 11: A county patrol car sustained no visible damage after a fawn ran into the car door.

MedStar air ambulance used the U.S. 2 Telford rest area west of Davenport to transport a patient who had been taken there by Creston ambulance personnel.

A collision involving a semi-truck and a car that had slowed down on I-90 was originally reported as a "multiple vehicle" collision.

Deputies responded to a report that a 52-year-old man took his own life in the Creston area.

A lock was cut on a grader parked at the Wheatridge elevators and 60 gallons of fuel was reported taken.

A Harrington man reported that his 16-year-old daughter had received text requests for naked photos of her from someone who left a message that he "wants to take her virginity from her."

Deputies investigated reports of suspicious activity, possibly involving illegal drugs, in the 500 block of Ross Street in Davenport.

A deputy responded to a noise complaint originating from a Harrington apartment unit. What was thought to be loud music turned out to be movies being played, but the deputy reported he didn't hear anything.

A deputy assisted Wilbur Police with two people engaged in an escalating argument in the roadway in the 400 block of SE Milmont.

Tuesday, Aug. 12: Power poles and/or electrical lines were reported down on Mean Canyon Trail Road and at the intersection of Locust and Sixth streets in Davenport. A tree was reported down at Orchard and Teel Hill roads. Downed lines were reported over the roadway on Weber Road in the Odessa area and on Doerschlag Road near Sprague.

Firefighters from Lincoln and Creston responded to a field fire on Sterling Valley Road North.

A farm tractor was tampered with while parked near Coffee Pot and Schmierer roads.

An injured driver was transported to Lincoln Hospital after a three-vehicle collision on U.S. 2 three miles east of Davenport. Zero visibility was reported in the area as a result of the windy thunderstorm, which was also responsible for electrical outages that interrupted power in the county jail and elsewhere. Lines were reported down in the Harrington area. Winds were also involved in the activation of a Creston bank's motion alarm.

Field fires were reported near Devils Gap Road and at SR 231 and Long Lake Road.

A transformer fire was reported at Sixth and Morgan streets in Davenport.

A boat on the water in the Seven Bays/Hawk Creek area was reported in distress. Occupants of a neighboring boat provided assistance.

Reardan Police responded to a collision involving a vehicle and deer at Oak and Broadway.

Wednesday, Aug. 13: County Public Works personnel were advised that "fairly good-sized" rocks covered Porcupine Bay Road.

About 35 goats and sheep, frightened by the Tuesday storm, ran from property in the vicinity of Hawk Creek Ranch Road, North Telford, Miles Creston and U.S. 2. The owners called in later to report the livestock had been located.

A caller reported two TVs missing from a residence in the 1200 block of Park Street in Davenport.

Avista Utilities was advised of a heavy rope with a weight over power lines, touching the ground in the vicinity of Old Sunset Highway and Janett Road.

A man was reported walking around Almira looking for food for businesses and people.

Acting on a tip from an inmate, county jail personnel may have interrupted another inmate's attempt to take his own life. He was found with a sheet tied around his neck and a bedpost inside his cell.

A caller expressed concern about a campfire in the Plum Point area as winds intensified and dry conditions prevailed. Contacted by a deputy, the group extinguished the fire.

Thursday, Aug. 14: Almira EMTs and Wilbur ambulance personnel responded to a possible heart attack call at a 6th Street residence in Almira.

A collision involving a vehicle and deer took place on SR 174 north of Wilbur. Noticeable damage was reported to the passenger side. Another vehicle-deer collision was reported on Miles Creston Road about four miles from its intersection with U.S. 2.

Three llamas were reported loose on the north side of the Town of Creston.

After hitting another vehicle at a gas station in Wilbur, a driver allegedly left the scene, but law officers found and stopped him at the intersection of Rocklyn Road and U.S. 2 west of Davenport.

A Creston woman asked for help with former tenants she claimed left the rental unit full of garbage.

Although investigating deputies could not substantiate the claim, a Davenport man believes someone is vandalizing his pickup truck parked in the 1300 block of Logan Street.

Eight juveniles laying on their backs in the middle of First Street near Sinclair Street in Davenport were advised by a deputy that what they were doing was unsafe, as the street is dark and without lighting.

Davenport firefighters were on alert for a possible fire caused by a lightning strike. Other emergency personnel noted a flash flood warning for Lincoln County locations had been issued. Mud was reported on Rocklyn Road near Harrington.

Friday, Aug. 15: A farmer reported that wind had blown down a barn on Wilbur Hardy Road in the Davenport area.

A resident of Buckhorn Road North told dispatchers he believes someone is tapping into his electrical power without his permission while gone from the property.

Deputies investigated a possible sexual assault that occurred in the Davenport area.

After receiving a call that people were involved in a "large" and "loud" fight, deputies responded to a domestic violence incident in the 300 block of Sherlock Street in Harrington.

Wilbur Police took a report of four girls driving recklessly, learning after the vehicle was stopped at Division and Pope streets that their mother was the driver and that one child put her head outside the window while another took a photo.

Odessa Police investigated the theft of two business computers from the 200 block of West Railroad.

Saturday, Aug. 16: A gate malfunction was reported at the Mondovi railroad crossing.

Firefighters from Davenport, Reardan and Edwall were sent out to try to locate the sources of smoke reported near those locations.

Sent to the 300 block of East Broadway in Reardan, EMTs from there and Edwall, along with Davenport ambulance personnel, assisted a 68-year-old woman with breathing difficulties.

Creston ambulance personnel responded to a possible heart attack situation in the 100 block of SE Creston Avenue. MedStar air ambulance initially was requested, but later cancelled.

A Wilbur man reported the theft of about 150 gallons of gas from a fuel tank on Wheat Road North.

Sunday, Aug. 17: A caller reported chasing away a man with dark, shoulder-length hair and a flashlight who appeared to be trying to break into a vehicle parked in the 800 block of First Street in Davenport.

Cows repeatedly got into a Davenport woman's yard in the 24450 block of Leffel Road and tore things up, eating plants in her garden.

A resident of the 800 block of Adams Street in Davenport told dispatchers he was "sick of cleaning up poop" in his yard from a neighbor's dog. A responding deputy gave the dog's owners a verbal warning.

Responding to the 500 block of Ross Street, Davenport ambulance personnel assisted a 72-year-old woman who fell and cannot walk.

Criminal Sentencing

Daniel Robert Abell, 54, Davenport, having pleaded guilty to two counts of first-degree child molestation, was sentenced on Aug. 12 to 67 months in prison, where he will enter a sexual deviancy treatment program. His disposition includes community custody up to life, $800 court costs, restitution and attorney fees to be determined. He also is prohibited from possessing firearms and must comply with restrictions on his associations. The charges involve sexual abuse of his two daughters, now 21 and 17, over a period of about 16 years.

Civil Judgment

Pinkys Market and More LLC, of Almira, must pay $3,476.44 owed in unpaid taxes from January through March of this year to the Washington State Department of Revenue.

New Juvenile Offender Case

A 13-year-old Harrington boy is charged with first-degree rape of a child in connection with alleged incidents between June 1 and July 15 involving a 7-year-old boy.

New Civil Case

Jesse Allen, of Davenport, filed an appeal of a July 30 order from the Washington State Department of Labor and Industries Board of Industrial Insurance Appeals, requesting an administrative law review. The matter involves his former employment as a Lincoln County Sheriff's deputy.
