Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Sept. 1: Sprague firefighters participated in the ALS Ice Bucket Challenge and enjoyed a barbecue as well.

Emergency personnel from Creston, Lincoln and MedStar air ambulance assisted a 78-year-old man who may have suffered a stroke. A landing zone was set up at the U.S. 2 Telford rest area.

Deputies investigated a possible break-in at a residence in the 600 block of Ross Street in Davenport.

A caller reported his 17-foot boat got stuck on a sandbar south of the Seven Bays Marina.

Two RVs collided on U.S. 2 in the Wilbur area, blocking the westbound lane for a time.

Deputies checked out reports of gunfire in the vicinity of Beverly Hills Drive and Armstrong Road in Wilbur.

A Harrington woman requested assistance with a young man she described as "out of control" while at a residence on Tischner Lane East.

A woman reported having an encounter with a "suspicious" man in a blue van parked at the top of the canyon on Bald Ridge Road east of Davenport.

A collision involving a vehicle and deer was reported on U.S. 2 east of Reardan.

A resident of the 700 block of Amende in Odessa reported that someone mowed down his hedge.

Tuesday, Sept. 2: A Wilbur woman told dispatchers that she saw a bird hunter point a gun at her residence on Crick Road North and shoot. A responding deputy advised the hunter and his companions about shooting in a safe direction.

A garage door appeared to have been tampered with in the 100 block of NE Dungan Street in Creston.

A vehicle hit a tree in the vicinity of Hanson Harbor Road just past the Jones Bay turnoff.

Several reports of collisions and other incidents involving deer on the roadway on U.S. 2 through the northern tier of the county were filed.

Wednesday, Sept. 3: A driver stranded in downtown Creston requested a jumpstart from a deputy.

A Deer Meadows man reported a mail scam involving requests he send money from two postal money orders in the amount of $1,000 and keep the remainder. The money orders were taken to the Davenport Post Office.

A caller told dispatchers he believes he spotted his son, who had been on a missing persons list, in Sprague.

A woman initially was trapped in a semi-truck involved in a one-vehicle rollover collision on SR 231 about four miles from Sprague, from which emergency personnel were dispatched. Although MedStar air ambulance was available, the woman refused that assistance and was transported by Sprague ambulance to a Spokane hospital.

A deputy's assistance to bring a calming influence was requested after a woman requested an ambulance to transport her daughter from Lincoln Hospital to another facility in Spokane.

A strong ammonia odor was reported at the Davenport AgLink, Inc., facility on Sunset Highway.

Two deputies responded to a domestic dispute involving two men, married to each other, and a pair of scissors at a residence on Spring Canyon Road East. The following day, one filed another report that the other had used his debit card for more than $900 of purchases.

Thursday, Sept. 4: County Public Works personnel found an injured hawk on SR 25 about two miles north of Davenport and asked that a state Department of Fish and Wildlife officer be advised.

A pipe containing a small amount of marijuana was turned in to the sheriff's office after being found near the ATM machine outside the Davenport US Bank.

A Creston woman told dispatchers she believes her dog and others in Creston were killed by poisoning. A local veterinarian discovered strychnine in the dog during an autopsy.

Deputies investigated a possible trespassing incident involving residents on Johns Rocky Way north of Davenport.

A Seven Bays resident phoned in her concern that bow-hunters dressed in camouflage were trying to find deer in an area she believes hunting is prohibited because the deer are too tame.

Friday, Sept. 5: Ambulance personnel from Wilbur and Creston assisted a Sherman Road resident who had dislocated her hip replacement.

A Creston woman, currently staying with a man in Creston, reported being assaulted when attempting to retrieve personal items from her husband's residence in the 400 block of NW Jump Street.

A disabled log truck blocked traffic on Little Falls Road just west of Circle Road north of Reardan.

Deputies were brought into a dispute between a Sprague woman and the city's mayor, John Eagleson. Municipal staff filed a trespassing report against the woman because of alleged conduct inside City Hall and the public library.

Straw swathers were observed traveling slowly after dark on U.S. 2 near Ziemer Road in violation of state law.

Saturday, Sept. 6: A caller reported someone was operating a metal saw "at all hours" in the 600 block of Seventh Street in Davenport. A responding deputy determined that the saw was being used during daytime hours only and within requirements of the city noise ordinance.

Davenport deputies worked city code violations in the 1200 block of Adams Street, the 1000 block of Park Street and the 800 block of Merriam Street.

A collision involving a vehicle and three motorcycles was reported in the Davenport Family Foods parking lot.

Bait laced with poison was discovered in a yard in the 100 block of SE Railroad in Creston, adding to concerns about dog poisonings that were reported earlier in the week.

A deputy advised residents of the 1300 block of Seventh Street in Davenport to extinguish a fire in their yard.

Almira firefighters and Inland Power and Light Co. personnel were among those responding to a report that a power pole was struck by a trailer that had detached from a truck traveling on Old Coulee Highway. Four lines were on the ground and an outage was reported. A county Public Works crew handled traffic control and set up a detour while repairs were made.

A Davenport woman told dispatchers that her boyfriend had thrown beer all over her while they were arguing in a car.

A caller reported that someone ran over and killed a dog in the vicinity of Fifth and Jefferson streets in Davenport.

Odessa ambulance personnel transported a 27-year-old woman experiencing dizziness and vomiting to the local hospital for treatment.

Sunday, Sept. 7: Deputies investigated a possible child abuse incident in the Davenport area.

Davenport firefighters extinguished a car and field fire in the vicinity of Zeimantz and Mondovi roads.

A collision involving a vehicle and deer took place on SR 25 about 10 miles north of Davenport.

A residence in the 1000 block of Douglas Road in Almira was the target of a break-in, with entry through the garage door.

Juveniles are believed to be involved in a reckless driving incident on Teel Hill Road north of Davenport. A caller advised his vehicle barely escaped a collision with the offending car.

Criminal Sentencings

Thomas William Holt, 42, Spokane, pleaded guilty Aug. 26 to second-degree theft, second-degree possession of stolen property and second-degree criminal trespass in connection with a Jan. 22 incident at a Reardan residence. His plea concluded the process of a jury trial and also resulted in the withdrawal by prosecutors of two additional counts of criminal trespass and a controlled substances violation. His sentence included 30 days confinement (credit offered for time served), $5,392.72 restitution to the property owner, $800 court costs plus attorney fees, 12 months community custody and a prohibition against possessing firearms.

Paul Francis McNutt, 30, Spokane, pleaded guilty Sept. 2 to second-degree burglary and first-degree theft in connection with a June 23-24 incident on property adjacent to Bald Ridge Road north of Davenport. His sentence includes 60 days jail (6 credited as served), 12 months community custody, a no-contact order, restitution and attorney fees to be determined and $800 court costs.

Mathew Childs Taylor, 25, of Davenport, pleaded guilty Sept. 2 to solicitation to manufacture marijuana (amended through plea negotiations from manufacture of marijuana), in connection with a sheriff's investigation between Aug. 28 and Sept. 29 of last year in the Teel Hill Road area north of Davenport. His disposition includes a deferred sentence of 12 months confinement and $1,700 court assessments.

Civil Judgements

The court issued an order that Michael (Billy) Ogan, a state Department of Corrections inmate who was housed in the Lincoln County Jail on Aug. 13, be tested for HIV and other diseases after blood from his foot splashed into the face and eye of county corrections deputy David Husky during booking. Ogan allegedly refused to comply with the order that originally came from Dr. Ralph Monteagudo, the county's public health officer.

Abstracts of two Spokane County Superior Court judgments awarding $12,656.50 from Spokane Raceway Park to Washington Motorsports Limited Partnership (on Feb. 21) and $16,594 to the Receivership of Washington Motorsports (on Aug. 22) were filed with the Lincoln County Superior Court.

A transcript of an Aug. 22, 2011, Lincoln County District Court judgment awarding $6,882.53 to Equable Ascent Financial LLC from Jerry R. Warner (also known as Gerald Roy Warner), of Davenport, was filed with the Superior Court.
