INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 29: Davenport ambulance personnel assisted a 64-year-old man who had fallen at a residence on Mill Canyon Road northwest of Davenport.

Deputies assisted Odessa Police with a possible domestic dispute involving a man and a woman in the 0 block of South 5th Street.

Tuesday, Dec. 30: A resident in the 13100 block of East Rux Road reported mail that included about $300 in gift cards had been stolen from his mailbox.

Dispatchers received a report of possible illegal burning of plastic items in the vicinity of the 32000 block of Mill Canyon Road northwest of Davenport.

A caller expressed concern about the driver of a pickup truck pulling a utility trailer in the vicinity of Coleman and Limestone roads after watching him stop at the side of the road and look through binoculars.

Reardan Police were advised of possible vehicle prowling in the vicinity of Broadway and Birch streets.

Wednesday, Dec. 31: An anonymous caller alerted dispatchers about intoxicated individuals who may be returning from a party at a residence north of Odessa.

Horses were reported loose in the 33100 block of Crescent Road north of Reardan.

Deputies impounded a vehicle and placed a man into custody after responding to an incident involving intoxicated driving on SR 2 near Fictenberg Road east of Creston.

Deputies responded to a possible harassment incident involving two Sprague women.

A caller reported hearing three gunshots, possibly from poachers or illegal night hunters, near her Bald Ridge Road residence.

Deputies checked out a report of a large fire in the 1100 block of Main Street in Davenport and found it to be “very small” and contained in a pit.

After receiving a noise complaint concerning what sounded like “bombs going off” in the vicinity of 2nd and Alice streets in Harrington, a responding deputy advised the residents involved about how to comply with the law.

Thursday, Jan. 1: Broken water pipes were reported at a residence in the 500 block of Thirteenth Street in Davenport.

Deputies responded to a report of continuous and loud music in the vicinity of Ross and Sinclair streets in Davenport.

Friday, Jan. 2: Davenport ambulance personnel and Reardan EMTs assisted a woman suffering possible liver-related problems in the 400 block of North Aspen in Reardan.

Deputies and corrections officers had their hands full with two men first encountered after a caller reported a vehicle was blocking U.S. 2 about 1½ miles east of Davenport. Approaching the vehicle, a responding deputy noticed strange behavior by its two occupants and decided to place them into protective custody. One, described as a “fighter,” was strapped into a patrol car, which was damaged, along with a pair of handcuffs. One of the men also was examined at Lincoln Hospital and sent on to a Spokane hospital. Meanwhile, deputies were attempting to confirm the identities of the two men, both Hispanic, and made several calls to relatives to secure information. Eventually, one of the men was released into the custody of his sister, a Wenatchee resident, while the other remained hospitalized in Spokane.

A caller reported someone stopped at a mailbox in the 44000 block of East Doerschlag Road in Sprague, removed a newspaper and other items and sped off.

A Harrington woman advised that medications were stolen from her residence in the 10 block of West Adams.

Stray dogs were reported as a problem by residents in the Lincoln area.

Assisted by local police, deputies investigated two possible violations of protection orders in Wilbur and Creston.

Saturday, Jan. 3: Sprague ambulance personnel responded to a one-vehicle rollover collision on I-90.

A man wanted on two felony warrants was taken into custody after dispatchers received a caller’s report that a suspicious man was walking in the vicinity of the Viking and the Chevron in Sprague.

A caller advised that a man stopped along U.S. 2 near the Telford rest area and shot a rifle across the highway at an animal before continuing west.

A Harrington woman reported receiving threatening text messages.

Additional assistance was requested by a Washington State Patrol trooper who was reported to have been involved in an assault incident on I-90 near Sprague.

Reardan Police investigated a possible child abuse incident.

Sunday, Jan. 4: A caller reported his vehicle slid off Tamarack Canyon Road near Moore Road and that he escaped injury.

Two cars were reportedly involved in a collision on U.S. 2 about 10 miles east of Davenport.

Lincoln Hospital personnel treated a 68-year-old woman who had been bitten by a dog.

Juvenile Dispositions

Two second-degree assault charges against a 14-year-old Davenport boy were dismissed Dec. 3 to permit a referral to the county diversion unit. The case involved the alleged choking of two 11-year-old boys on May 20 at Pioneer Plaza in downtown Davenport.

Dalton J. Wilkie, 14, Harrington, pleaded guilty Dec. 9 to indecent liberties by forcible compulsion (amended through plea negotiations from first-degree rape of a child). His sentence under the Special Sex Offender Disposition Alternative includes 14 days detention in Martin Hall, 16 days electronic home monitoring, sexual offender treatment and registration, restrictions on associations (including not being allowed to attend the same school as the 7-year-old male victim) and activities (including a prohibition on unsupervised Internet use), 50 hours community service, $100 court costs and restitution to be determined later. The case involved incidents last June and July.

Civil Judgments

In a Dec. 31 default judgment, the Town of Almira was awarded repayment of $18,218.34 owed on a $20,000 promissory note issued in 2013 to 509 Fabrications LLC and Dennis L. Baker II and April Baker, of Almira. The petitioner also received $2,500 attorney fees and $343 court costs.

Woody’s Asphalt Seal Coating, Inc., of Edwall, must pay $2,484.25 in unpaid taxes to the Washington State Department of Revenue.

Chadrick Strode, of Davenport, must return $141.76 in overpaid benefits to the Washington State Employment Security Department.

New Criminal Case

Susan D. Hanks, 38, of Harrington, is charged with endangering her 14-year-old daughter with amphetamine and second-degree rendering criminal assistance to a man being sought by law enforcement on Dec. 13 of last year. The charges involve a deputy’s response to a possible domestic violence incident on that day.

New Civil Case

James Swiger, of Davenport, seeks the return of about $7,000 of personal property and farm equipment from his son, Kenneth Swiger, also of Davenport, alleging that the respondent “took advantage of my poor health” and also spent more than $99,468 of the elder Swiger’s money at auctions in Washington and Idaho. The petitioner also asks that the respondent’s cattle be removed from property he owns adjacent to Boyk Road.
