INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Feb. 2: Kids were observed playing in a vehicle at Elliott Motors in Davenport.

Tuesday, Feb. 3: A Davenport man told dispatchers he believed himself to be an identity theft victim and that he had lost about $6,000.

Despite having a slow moving vehicle sign on display, a bicyclist traveling on SR 25 about five miles north of Davenport narrowly missed being struck by a vehicle whose driver said darkness combined with fog made him hard to see.

Thick fog was reported throughout the county, making it difficult for several drivers traveling U.S. 2 and SR 174 who encountered disabled vehicles that weren’t visible at first.

Wednesday, Feb. 4: A 71-year-old Creston woman was transported to Lincoln Hospital in Davenport after experiencing heart problems.

Responding to the 500 block of Third Street, Davenport ambulance personnel assisted a man who had cut his hand.

A pig was reportedly chasing a horse on property along Coal Coulee Road East.

Thursday, Feb. 5: Responding to the Four Corners area, Davenport ambulance personnel assisted a 4-year-old boy who had fallen.

A caller reported a pickup truck load of wood was taken without the owner’s permission from property adjacent to Whitney Road East in the Davenport area.

About 30 pigs were observed crossing U.S. 2 into fields about a quarter mile west of Telford. The owner was advised.

A Harrington woman reported her vehicle’s front license plate was missing while parked in the 300 block of West Glover.

Davenport Elementary personnel advised a “noticeably intoxicated” man had come to pick up a child from school.

A Wilbur woman told police that she found a condom on a door knob when she returned home from her job.

Friday, Feb. 6: After a couple days of interrupted service, the county’s 911 system was reported to be “back up and running.” Some calls were handled by Stevens County during the phone outage.

An Avista Utilities crew responded to deal with a blown transformer across from Reardan Town Hall.

Odessa firefighters responded to a report of a transformer or power line on fire.

Receiving a call from “Happy Hills Cleaning,” a Davenport woman became suspicious that she had won free cleaning services as a result of friends entering her into a contest – especially when those friends denied doing so when she contacted them later. A similar call was received the next day by another Davenport resident.

A Davenport man reported receiving threats and that his phone had been hacked.

A Harrington woman reported fraudulent calls received from someone claiming to be with the IRS.

A caller reported about 300 feet of fencing along Johns Rocky Way East had been ripped out.

Davenport’s Seventh Street rock wall collapsed into the street on the hill leading south from Morgan Street to the high school.

A caller asked that deputies check on a possibly suicidal man in the Davenport area.

A large boulder, “roughly the size of a large tire,” was reported in the center of the roadway on Porcupine Bay Road north of Davenport.

Saturday, Feb. 7: Railroad crossing arms on Alder Street in Odessa were reported to be malfunctioning.

A power outage occurred at the county jail and sheriff’s communications center.

Lincoln Hospital personnel asked for assistance from law enforcement with a dog bite report and treated a possible assault victim who experienced chest pain.

Dispatchers took a report of a verbal domestic incident in the 1300 block of Logan Street in Davenport.

A guest of the Willows Motel in Wilbur advised that she found a gold ring at the Keller Ferry campground and would only return it to the person who can correctly identify and describe it. Local police took custody of the ring.

Sunday, Feb. 8: Davenport ambulance personnel assisted a 63-year-old woman who had fallen.

Dispatchers arranged for towing an abandoned vehicle that had spent a week in the Davenport Safeway parking lot.

After he was arrested at a Mill Canyon Road residence for violating a restraining order, a 65-year-old Davenport man complained of chest pains and was examined at Lincoln Hospital before being booked into the county jail.

Civil Judgments

Velocity Investment LLC (for GE Money Bank of New Jersey) was granted a $1,819.54 default judgment against Sharon Bowers (Alumbaugh), of Harrington, for monies owed on a credit account.

Jonathon Luke Gullard (LG Painting and Sons), of Davenport, must pay $1,379.92 in workers compensation taxes to the Washington State Department of Labor and Industries.

New Criminal Cases

Melissa Ann McKinney, 34, and Ronald Alan Rutledge, Jr., 33, currently inmates in the Stevens County Jail in Colville, are both charged with second-degree burglary and theft of a motor vehicle in connection with a Dec. 7, 2014, incident involving a residence and private shop building on Crescent Road North, Reardan, during which a 2003 Dodge Ram pickup truck was taken without the owner’s permission and eventually recovered in Stevens County.

Dori Kay Hawks, 49, and Guy Harold Hawks, Jr., 43, both of Spokane Valley/Veradale, are both charged with residential burglary, three counts of second-degree burglary and one count of third-degree theft. Additionally, Mr. Hawks is charged with first-degree criminal trespassing. The charges are connected with incidents on April 8 and 9 of last year at properties in the Harrington vicinity.

Dennis Patrick Reed, 39, of Cheney and Scottsdale, Ariz., is charged with theft of a firearm in connection with an Oct. 12, 2014, incident about 10 miles north of Davenport during which he allegedly pointed a firearm at a neighboring property owner’s guest that he believed was trespassing and took a rifle and hunting license from him. Mr. Reed was charged last November with first-degree robbery while armed with a firearm in connection with the same incident.

Joseph Franklin Ryan, 42, and Stacy Jo Payne, 40, both of Ford, are charged with possession of methamphetamine. While investigating a Feb. 15, 2014, burglary at property on Bisson Road East, Reardan, deputies found the substance in the residence the two shared in the Ford area.
