Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Feb. 23: Someone knocked over the “click it or ticket” sign on the east end of Reardan.

Responding to the 300 block of C Street, Sprague ambulance personnel assisted a local woman who thought she might be having a stroke.

Deputies responded to a report of an underage teen girl driving around the Creston area.

Deputies retrieved a runaway juvenile boy from a residence in Davenport and returned him to his parents’ home north of the city.

A Davenport Elementary School student’s skateboard was reported stolen. Three days later, school personnel found it.

Deputies were advised of aggressive dogs in the vicinity of the 900 block of Adams Street in Davenport.

Adams County authorities asked their Lincoln County counterparts to check out whether multiple reports of something on fire and breaking up in the sky over I-90 and Batum Road was affecting southern Lincoln County locations.

Tuesday, Feb. 24: A male inmate in the county jail was advised by corrections deputies to stop communicating through cell windows with a female inmate.

Deputies responded to a report of a robbery in progress at a residence in the vicinity of Sobek and Waukon roads east of Edwall.

A Creston School District employee reported being bitten while on her way to work by a dog described as “dangerous” in the 400 block of SE E Street.

A deputy retrieved a container with “white stuff” inside that was found by Creston School personnel.

A caller reported someone took a bag with a laptop computer and other equipment from a parked vehicle at the Telford rest area on U.S. 2.

Deputies investigated a report that an anti-harassment protection order had been violated by a jail inmate.

A Hawk Creek Road resident reported his mailbox had been destroyed overnight and that he found a car license plate nearby. A deputy later located a suspect in Wilbur and issued a citation for hit and run.

Davenport School District personnel requested assistance after discovering a middle school student had given medication to a classmate, who was taken to Lincoln Hospital for an evaluation.

A Sunrise Lane resident reported a $300 saddle and pad were missing from her property.

One of the Harrington High School FFA project pigs got loose.

Wednesday, Feb. 25: Corrections officers advised a male inmate that a collection of water jugs he was using as weights was not permitted in the jail.

An incident of check fraud was reported by personnel at the Subway restaurant in Davenport.

Responding to the 500 block of Ross Street, Davenport ambulance personnel assisted an 85-year-old woman who was described as disoriented.

A deputy confronted a woman who seemed to be prowling inside mailboxes in the vicinity of Twelfth and Jefferson streets in Davenport.

Deputies and Washington State Patrol troopers sought a pickup truck that reportedly traveled on U.S. 2 at speeds of 70 mph, passing illegally and running other vehicles off the roadway east of Davenport.

Local emergency personnel joined those from the county to help stage a mock training drill at Odessa High School.

Thursday, Feb. 26: Sprague firefighters extinguished sparks and smoke on a power pole at Kintschi Road and SR 23.

A Creston woman reported her suspicion that a man came on her property and may have taken items without her permission.

Deputies investigated the attempted break-in of a utility building near the intersection of Telford and Miles Creston roads. A door knob was reported damaged.

Deputies checked out a report of unfed cattle on property adjacent to Bluestem Road.

Responding to an East 4th Street residence, Odessa ambulance personnel assisted an 83-year-old woman experiencing severe back pain.

Friday, Feb. 27: Prescription drugs were found inside a female inmate’s cell in the county jail.

Deputies assisted Reardan Police in the arrest of a man in connection with an assault at a residence in the 100 block of South Maple Street.

A crack pipe was found inside a restroom at the Keller Ferry.

A 101-year-old Davenport woman became concerned about being caught in a scam after agreeing to have a carpet cleaning crew provide free service. She later reported she had no trouble with the crew that came, but declined future service.

A vehicle and house keys belonging to a Harrington High School student were reported stolen.

Occupants in a vehicle parked in the vicinity of Meadowlark Lane in Grand Coulee were observed looking around with binoculars, causing concern for residents of the area.

Two individuals were arrested after deputies responded to a Harrington residence, where a man was reported to have pulled a gun on another man.

A Davenport area caller reported hearing gunshots or fireworks in the vicinity of Miles Road North and added that the noise was keeping him and his grandchildren from getting to sleep.

A gray pickup truck was observed swerving and flinging dirt from the side of the roadway on U.S. 2 just outside Creston.

Reacting to a loud noise in the 400 block of Ross Street in Davenport, a caller said she noticed a female intruder jump out of bushes.

A Reardan woman received a call from someone claiming to be with Windows Computers who attempted to have her turn on her computer and follow his instructions to fix a problem. She said she refused to do so.

Responding to the 500 block of SE Trinity, Wilbur Police checked out an alleged assault involving a woman and her daughter.

Odessa Police checked out a report that brake lines had been cut on a vehicle parked in the 500 block of East Marjorie.

Reardan Police arrested a woman after responding to a report that someone was attempting to break into a residence in the 300 block of North Lake Street.

Saturday, Feb. 28: After an Edwall caller told dispatchers about an intoxicated man who attempted to come inside a house on SR 231N and his vehicle was found in a ditch along the roadway, deputies arrested him for driving under the influence.

Lincoln Hospital personnel reported the arrival of a man and woman who appeared to be under the influence of drugs while with two young children. The woman had called dispatchers earlier to advise that the man had a slow heart rate and was vomiting inside their vehicle while traveling on U.S. 2 near the Telford rest area.

An elderly Davenport woman received a phone call from someone asking for her Social Security number.

A driver told dispatchers he overcorrected while traveling on SR 174 north of Wilbur and went off the roadway into a tilled field.

A Wilbur man became concerned after his adult daughter didn’t arrive for a visit at the appropriate time and attempts to contact her via cell phone were unsuccessful. After a search that involved authorities in Lincoln and Grant counties, her family advised she just called them and explained she had taken a nap at the Coulee City campground and did not hear her phone.

A caller advised that a pickup truck repeatedly drove up and down Crick Road North and a private driveway near Wilbur, causing animals in the vicinity to be “spooked.”

A caller told dispatchers about a vehicle that went through Davenport at speeds of more than 50 mph and increased to more than 100 while heading on U.S. 2 towards Reardan. A responding deputy remarked that it was likely the vehicle he had just stopped in Davenport for going more than 50 mph in the city limits.

Sunday, March 1: Davenport ambulance personnel assisted a woman who was thought to have mixed pills with alcohol that she drank.

Stopped by a deputy at the U.S. 2 weigh station west of Reardan, a driver was cited for speeding after dispatchers took a report of a reckless vehicle passing into oncoming traffic and tailgating other vehicles.

A small brush fire was reported on Hawk Creek Ranch Road northwest of Davenport.

Responding to a Mondovi Road residence, two deputies dealt with two women reportedly involved in an assault. One of the women said the other hit her with her fist.

A caller advised dispatchers of “real loud” music at a residence in the 1200 block of Eighth Street in Davenport.

An Odessa man told local police that a firearm was missing from a residence in the 500 block of South Division.

Civil Judgments

The state Supreme Court has remanded to Lincoln County a quiet title claim against Spencer and Livingston Partnership, George T. and Sheila Livingston, Deer Meadows, Inc., Deer Meadows Development, Inc., S.O.S. LLC and Deer Meadows Golf, Inc. It was originally filed in 2011 by the Riverview Community Group; its members expressed a desire to continue as “a golf course community” and asked that the respondents restore and continue to maintain the Deer Meadows Golf Course, after its operations were scaled back and eventually discontinued between 2007 and 2010. The suit also sought to bar the respondents from selling residential lots platted on the former golf course. The petitioner noted that the golf course was “promised as a permanent fixture and (that its members) purchased property accordingly.” Shortly after the case was filed, Judge Strohmaier recused himself. In early 2012, visiting Judge David Frazier of Whitman County dismissed the case, explaining that the petitioner was “not the appropriate party to litigate” because the group did not exist at the time of the facts of the case and had been formed to allow its members to avoid filing individual lawsuits. The state Court of Appeals largely reversed the trial judge’s legal rulings but affirmed Frazier’s summary judgment because “it would be irrational to require the defendants to rebuild and operate a failing business.” Explaining that the appellate court’s decision was “based on facts not found in the record,” the Supreme Court ruled that Riverview does have legal standing to bring the case and returned it to the Superior Court for “further proceedings.” Noting that the petitioner had prevailed through the appellate process, the high court also awarded Riverview $1,290.56 in court costs to be collected from the respondents.

Pinkys Market and More LLC, of Almira, must pay $2,919.22 in taxes owed for August through November of last year to the Washington State Department of Revenue.

Charles Finney, of Odessa, must return $221.56 in overpaid benefits to the Washington State Employment Security Department.

Juvenile Offender Disposition

As a result of plea negotiations, a fourth-degree assault (domestic violence) charge against a 16-year-old Reardan boy was referred to the county Juvenile Services diversion unit. The charge stemmed from a Jan. 14 incident that involved the boy’s brother.

New Criminal Case

Jonathan Wayne Smith, 37, a former Reardan resident now housed in a California state prison, is charged with second-degree illegal possession of a firearm in connection with an investigation of a Dec. 6, 2012, burglary of a shop building on Farwell Road East near Reardan.

New Civil Case

Filing a complaint for personal injuries and seeking unspecified compensation for medical expenses and other relief, Kelly K. Brodigan, a Thurston County resident, claims negligence by Walter H. and “Jane Doe” Olsen, of Lincoln, caused a June 30, 2012, collision on U.S. 2 near Davenport involving a motorcycle operated by the petitioner and a vehicle occupied by the respondent.
