INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, March 2: Sprague’s city dog catcher reported being bitten twice in the foot by a dog while in the 300 block of West 2nd Street.

A caller told dispatchers that a truck ran her off the roadway on Hawk Creek Ranch Road just before the bridge.

Dispatchers were advised of two “very intoxicated” individuals on the water near Lincoln in a boat. A responding deputy determined no alcohol was involved.

An off-duty deputy phoned in a report of a lit cigarette tossed from a pickup truck into grass along U.S. 2 near Janett Road east of Davenport.

A Reardan resident shared concerns with Reardan Police about a man who wanted to know about her schedule.

Tuesday, March 3: A Sprague woman reported receiving harassing and threatening calls and messages.

A Harrington woman reported a possible violation of a protection order.

A Davenport woman told deputies her mail had been stolen.

A Davenport woman reported a tire and wheel came off her vehicle, breaking off a stop sign on the east end of the U.S. 2 Telford rest area.

Assistance from Wilbur Police was requested by a man who said his young son was high on drugs and needed to get into rehab in Wenatchee.

Wednesday, March 4: A man reported $491.25 worth of fraudulent purchases in Sacramento, Calif., had been charged to his debit card.

A sign was reported in the middle of the roadway at the intersection of Four Corners and Bald Ridge roads east of Davenport. Other signs found in the vicinity appeared to have been pulled out of the ground.

Thursday, March 5: Sprague ambulance personnel were sent to the scene of a one-vehicle rollover collision with unknown injuries on I-90.

A Harrington man was transported to a Spokane hospital after his wife became concerned that he suddenly became incoherent during a phone conversation with her. Emergency personnel weren’t sure at first about his location, first checking the two hospitals in the county before eventually determining he had found his way to Spokane.

Sprague ambulance personnel transported a man with breathing difficulties and possible heart trouble to a Spokane hospital.

While at a gas station in Davenport, a woman told deputies that another woman made threatening gestures against her.

Friday, March 6: Needing treatment for abdominal pain, a Creston woman was transported by ambulance to Lincoln Hospital in Davenport.

A male inmate smeared peanut butter throughout his cell in the county jail after being confronted by corrections officers for taking a second lunch without permission.

Tools were reported stolen from Mick’s Auto in the 200 block of Morgan Street in Davenport.

A Davenport resident agreed to extinguish a controlled fire at Tenth and Merriam streets after learning it was illegal to burn at this time.

Racially charged graffiti was reported on a guard rail just past the parking lot at Little Falls Dam north of Reardan.

A deputy helped work out a disagreement concerning a stray dog between neighbors in the 300 block of East Walnut in Sprague.

Sprague ambulance personnel responded to the 500 block of West 4th Street where a 17-year-old boy was bleeding from the head as a result of an alleged fight with his brother. No arrests were made at the time, but deputies were considering filing charges.

A man was taken into custody after deputies responded to a domestic violence incident reported in the 1200 block of Eighth Street in Davenport.

A county jail inmate’s strange behavior while in custody was referred to mental health personnel for evaluation.

Odessa Police were advised that an Odessa man had been killed in a traffic collision in GrantCounty.

Saturday, March 7: Davenport ambulance personnel assisted a man reported as “unresponsive” at a Hawk Creek Road residence.

Wilbur firefighters were sent to property along SR 21 where a burn got out of control.

Emergency personnel from Reardan, Edwall, Wellpinit and Davenport were called to the scene of a two-vehicle collision with as many as five injuries reported at the intersection of SR 231 and Little Falls Road.

A driver left the Wilbur Mini-Mart without paying for fuel.

An underage alcohol violation was dealt with after deputies responded to a report of a large bonfire in a stubble field near Langley Brothers and Weber roads in the Odessa area.

A man told dispatchers he had been threatened by a man while in Sprague.

Sunday, March 8: Wilbur ambulance personnel transported an 83-year-old woman from the 300 block of SW May to Lincoln Hospital in Davenport after she experienced weakness and dizziness.

Deputies investigated a report that a man had dumped trash on the turnouts and county rights-of-way along SR 174.

A deputy encouraged residents in the 1100 block of Marshall Street in Davenport to extinguish an illegal burn in their backyard.

A male suspect is being sought for attempted kidnapping after a one-year-old boy was grabbed from a stroller in the Sprague city park and carried off. The man released the child after his older siblings began screaming and pursuing him along with nearby teenagers.

A Davenport man reported a “for sale” sign in the 900 block of Eighth Street had been deliberately torn down.

A Davenport woman reported receiving threats against her from another woman.

March 3: Nancy L. St. Pierre Walsh, 60, Davenport, arrested by Lincoln County Sheriff’s Office (LCSO) for possession of methamphetamine.

Michael K. Hurlburt, 50, Spokane, arrested by LCSO for possession of methamphetamine.

Fausto Anaya, 51, Brewster, arrested by Reardan Police for making a false statement to law enforcement, presenting a fake ID and no valid operator’s license.

March 4: Anuar A. Uriussolis, 21, Airway Heights, arrested by LCSO (on behalf of Pend Oreille County) for failing to appear in court for failure to pay child support.

March 5: Lee A. Baynes, 58, Odessa, confined one day by the court.

March 6: John S. Granchie, 26, Davenport, arrested by LCSO for driving while license suspended.

Timothy B. Shanks, 48, Davenport, arrested by LCSO for fourth-degree assault (domestic violence).

Criminal Sentencing

Tyrone Adam Mulvaney, 29, of Yakima, pleaded guilty March 3 to violating a protection order and was sentenced to 60 months in prison (with time served credited). He must pay $800 court costs plus attorney fees and not be in possession of firearms. A no-contact order protecting the victim also was issued. A second count connected with his Dec. 13, 2014, arrest in Harrington was dismissed as a result of plea negotiations.

Civil Judgment

The court on March 3 issued a protection order requested by Jennie Lynn Hester, of Harrington, that prohibits Jeffrey Lynn Shaver, currently in the county jail in Davenport, from cyberstalking and having phone and email communication with her through September of this year.

New Criminal Cases

Kevin Curtis Hilliard, 45, of Davenport, is charged with attempted first-degree robbery in connection with a Feb. 27 incident at a Harrington residence. He is accused of demanding money while pointing a gun at a man and woman. As a condition of his release from jail on bond, he was ordered by the court not to have contact with the alleged victims and not to be in Harrington.

Lindsey India (Brower) Shovell, 33, of Deer Park, is charged with bail-jumping after failing to appear for a Feb. 24 court hearing concerning theft and burglary charges filed against her earlier this year.

New Juvenile Offender Matter

A 13-year-old Davenport boy is charged with indecent liberties in connection with separate incidents in July of last year and January of this year involving two teenage girls.

A restitution hearing was scheduled for April 16.
