INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Nov. 9: A deputy was notified of a request from Corner Café personnel in Creston for help with a person who refused to leave and had been “verbally abusive” toward customers there.

Deputies investigated the theft of hearts and crosses made of scrap metal on a fence at a cemetery adjacent to Indian Creek Road North in the Davenport area.

Lincoln Hospital personnel treated a dog bite victim in the emergency room.

After a grease fire on the stove was reported, responding deputies found it challenging to persuade a resident of the 200 block of Washington Street in Davenport to leave the house because he wanted to wait for his cat to come out.

Wilbur Police gave a courtesy ride to Hartline after he was observed in a sleeping bag near the local museum.

Odessa Police investigated a report that wedding rings had been stolen.

Tuesday, Nov. 10: A caller reported his property adjacent to Mean Canyon Trail was covered in garbage.

Meeting at the Lincoln-Stevens county line, two Sheriff’s Office personnel retrieved jail escapee Ronald A. Rutledge, Jr., from Stevens County deputies after he was located at Loon Lake and held in the Colville jail overnight.

A speeding semi-truck traveling east on U.S. 2 from Creston was reported to have made a bad pass, forcing another vehicle from the roadway.

A caller reported seeing a suspicious man walking near Coulee Dam Credit Union and the post office in Creston.

A pickup truck pulling a flatbed trailer was making bad passes and causing oncoming vehicles to pull over to the shoulder to avoid collisions on U.S. 2 near Janett Road east of Davenport.

A caller reported seeing a man on the ground between Banner Bank and Lincoln County Pharmacy with three others, including one holding a baseball bat, standing above him.

Two callers from Almira reported hearing seven to 10 gunshots in the vicinity of the 200 block of West Main Street.

Wednesday, Nov. 11: Davenport ambulance personnel assisted an elderly woman who fell at Davenport Retirement Village.

Responding to the 800 block of SE College Avenue, Wilbur ambulance personnel assisted a 77-year-old man who had fallen.

A collision involving a vehicle and a cow took place on Redwine Canyon Road.

Thursday, Nov. 12: A student’s leased trombone valued at about $350 was reported missing from Davenport Elementary School.

Deputies investigated a report that a Creston School student’s coat had been taken by another student without permission.

Davenport ambulance personnel and EMTs from Reardan and Edwall assisted a 30-year-old woman who may have suffered a possible stroke.

Friday, Nov. 13: Davenport firefighters and Avista Utilities responded to the 400 block of Maxwell Street where a gas alarm had gone off inside a residence.

A tree fell across the west end of Miles Creston Road about two miles from U.S. 2, causing a traffic hazard until the Wilbur public works crew removed it.

An elderly Davenport woman reported being contacted by someone wanting to give her a government grant in exchange for $1,500 for “postage and processing.” The woman told a deputy she had attempted to wire the money from a Wal-Mart store to a North Carolina address, but was unsuccessful – allowing her to avert the scam.

Dispatchers became concerned when they observed a surveillance camera image of two boys fighting at Pioneer Plaza in Davenport. A responding deputy determined they actually were wrestling for fun and that no assault had occurred.

Money was reported taken from a vehicle parked in the 1200 block of Eighth Street in Davenport.

Odessa Police transported a woman from the 500 block of East Marjorie to the local clinic after personnel there were concerned that she seemed extremely confused during a 30-minute phone conversation with them.

Saturday, Nov. 14: A man looking for a missing horse in the vicinity of Johns Rocky Way northwest of Davenport reported that two rounds from a high-powered rifle were fired at him. The alleged shooter was located and booked into jail.

A Davenport woman shared her concern that her 17-year-old daughter got into a vehicle operated by a male acquaintance in his 20s she believed was “extremely high and should not be driving.” A deputy stopped the vehicle in Harrington after following it on SR 28 and advised the driver not to move it until its brake lights were repaired.

A Davenport caller reported hearing someone knock on the front window of a residence in the 800 block of Maxwell Street.

Sunday, Nov. 15: A collision involving a vehicle and deer took place on U.S. 2 west of Davenport near the county Transfer Station.

Nov. 10: Natasha J. Starr, 49, Reardan, confined one day by the court for driving under the influence.

Ronald A. Rutledge, Jr., 34, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for first-degree escape, two counts of theft of a motor vehicle, first-degree burglary, theft of a firearm, and eluding law enforcement.

Nov. 11: Jack F. Kelly, 48, Davenport, confined by the court for driving under the influence.

Nov. 13: Pavel P. Anishchenko, 18, Spokane, held under contract with Grant County.

Nov. 15: Christine M. Shroll, 21, Davenport, arrested by LCSO for driving while license suspended.

Nov. 16: Scott A. Smith, 48, Davenport, arrested by LCSO for reckless endangerment and possession of an unlawful firearm.

Guy Nelson, 48, Lincoln, arrested by LCSO for possession of a loaded firearm.

From Nov. 10 to 16, 14 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.
