INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 7: A vehicle got stuck in mud on Mayberry Road about 500 feet from SR 28 near Davenport.

A collision involving a vehicle and deer took place on SR 174 near Wilbur.

Wilbur Police responded to a domestic situation in the 500 block of NW Blake.

Tuesday, Dec. 8: A caller reported seeing hunters spotlighting deer and hearing rifle shots in the vicinity of Bald Ridge Road east of Davenport.

A city worker found a man sleeping near the public restrooms at Davenport’s Pioneer Plaza prior to boarding a People to People bus with change he was given by a responding deputy.

Someone distributed handbills throughout Davenport neighborhoods in violation of a city ordinance.

A frantic caller asked for help from Odessa Police after locking himself out of a running vehicle at a local gas station.

Wednesday, Dec. 9: Deputies investigated a report of cyber harassment from the Davenport area.

A U-Haul van was found parked on U.S. Bureau of Land Management land near the Old Sprague Highway and Fish Trap turnoff. Responding deputies came across an unconscious man nearby and requested assistance from Sprague ambulance personnel. The man apparently had been living in the van which was determined to have been rented six days previously in Oklahoma.

A Davenport man requested assistance in removing two unwanted persons from property in the 100 block of Washington Street.

Deputies were advised of a dispute involving a man who was reported to have threatened to shoot a teenage boy who was looking for a missing dog in the vicinity of NE Smith Street in Creston.

A 29-year-old man suffered a bloody nose after an airbag went off in a vehicle involved in a collision near Hansen Station and Starkel roads in the Almira area. The patient was transported to Coulee Medical Center.

Responding to the 500 block of NW Spokane, Wilbur Police investigated the theft of an access device.

Thursday, Dec. 10: A caller reported receiving what he believes are scam emails from Publishers Clearing House in India with news he had won $500,000.

A rollover collision took place at Robertson and Martin Canyon roads near Wilbur.

Friday, Dec. 11: Responding to the 200 block of South 5th in Almira, Almira EMTs and Wilbur ambulance personnel assisted a 104-year-old woman who had fallen.

A vehicle was reported to have left the roadway on SR 231 and Crescent Road north of Reardan.

Lincoln County authorities were on alert after receiving reports of shots fired near a school in Coulee City, which was placed on lockdown. Schools in Almira and Wilbur also were advised of the incident while deputies in Grant County successfully searched for the suspect, who was taken into custody.

Deputies investigated a theft incident in the 500 block of West Elm in Almira.

Responding to a report from the 400 block of Sinclair Street that someone broke out a window on a Davenport woman’s vehicle, deputies placed a man in custody for violating a no-contact order.

A Davenport woman told dispatchers her purse had been stolen from a residence in the 1200 block of Eighth Street.

Saturday, Dec. 12: A Deer Meadows resident told dispatchers his dogs had treed a cougar and wished contact from a state Fish and Wildlife officer.

A homemade utility trailer apparently lost a wheel and was abandoned in a ditch adjacent to U.S. 2 near Davenport.

A vehicle slid off SR 174 in the Wilbur area.

Responding to the 800 block of Twelfth Street, Davenport ambulance personnel assisted a 6-year-old girl who was struck on the head by something that fell from a shelf inside the residence.

A caller told dispatchers that a pickup truck hauling a boat passed his vehicle in unsafe conditions on U.S. 2 east of Davenport and almost caused a crash. He went on to say that he followed the truck and boat to Pioneer Plaza and confronted the driver.

Wilbur ambulance personnel assisted a woman who suffered neck and back pain and another person with unknown injuries after a two-vehicle collision on SR 174. Both were transported to Coulee Medical Center.

Fire consumed an old farmhouse in the vicinity of Mule Ranch Road north of Davenport.

A deputy warned a 40-year-old man about negligent driving after making a traffic stop in the 1100 block of Eighth Street in Davenport.

A vehicle went into the ditch on Tramm Road north of U.S. 2 in Reardan.

A SUV was reported on its side near Old Coulee and Kramer roads north of Almira.

Wilbur Police removed a table and hand dolly from the roadway at Main and Division.

Sunday, Dec. 13: Responding to the 300 block of South 4th, Harrington ambulance personnel transported a 66-year-old woman who had fallen on steps to Lincoln Hospital in Davenport.

Reardan firefighters responded to a chimney fire near Spokane and Aspen streets.

A Davenport man was transported by ambulance to a hospital after being involved in a vehicle spinout at the top of the grade on SR 174 north of Wilbur.

National Park Service personnel requested an ambulance for a 39-year-old woman experiencing stomach pain.

JAIL BOOKINGS

Dec. 8: Jorn E. Harvey, 46, Spokane, confined five days by the court for driving while license suspended.

Kristopher Q. O’Neill, 24, Marlin, arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for driving while license suspended.

Dec. 11: Dustin T. Baughman, 19, Davenport, arrested by LCSO for violating a no-contact order.

Roger Lee Page, 55, Davenport, booked on a warrant for residential burglary and released.

Dec. 13: Kurt C. Hand, 22, Reardan, arrested by LCSO for driving while license suspended.

From Dec. 8 to 14, 26 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencings

Marlie Lyman Rose, 25, Davenport, pleaded guilty Dec. 1 to fourth-degree assault (amended through plea negotiations from second-degree assault). He must serve 18 days jail (5 credited as served), pay $1,200 court assessments and complete 24 months community custody. The charges involve a June 28 incident at a residence in the 900 block of Logan Street in Davenport during which a man was “severely” beaten and kicked about the back, ear, mouth and feet with a five-foot stick, a baseball bat and a sling shot.

Faith Elizabeth Welch, 25, Reardan, pleaded guilty Dec. 8 to second-degree theft (with charges of second-degree burglary and two counts of second-degree trafficking in stolen property withdrawn as a result of plea negotiations). Her sentence includes 45 days jail with credit for time served, one year community custody, drug/alcohol evaluation and recommended treatment, payment of $1,300 court assessments and restitution to be determined later, and a prohibition against possessing firearms. The charge involved the taking of tools valued at more than $2,280 from an outbuilding in the 300 block of North Lake Street in Reardan between Sept. 15 and 22. Deputies tracked down several items at a Spokane pawn shop.

Margaret Ann Bouchard, 60, Davenport, pleaded guilty Dec. 8 to third-degree theft (amended through plea negotiations from first-degree theft). Her sentence includes 24 months probation, payment of $1,050 court assessments and completion of gambling counseling for an addiction she acknowledged misappropriating about $5,700 from Lincoln County Public Works funds to support from January through September.

Civil Judgment

Rick Fainsburg was order to return rental premises at 406 West Main in Harrington to owner Swen Bergman of Newport, Wash., who also was granted a Dec. 7 default judgment that included $1,500 in unpaid rent and $247.60 court costs.

New Criminal Cases

Donnie W. Snow, 49, of East Wenatchee, Wash., is charged with attempting to elude a pursuing police vehicle in connection with an attempted traffic stop for speeding on U.S. 2 and through the downtown Davenport core, where a deputy clocked him at traveling 80 mph in a 30 zone.

Appealing a Dec. 3 District Court jury’s verdict that found him guilty of second-degree unlawful hunting of big game, Roger Dale Neal, Jr., 39, of Dallesport, Ore., wants the Superior Court to hear the matter. The District Court sentence included 7 days jail and $4,068.48 court assessments, along with 12 months supervised and 12 months unsupervised probation.

Continuing Criminal Cases

In the matter of Thomas Allen Sisler, 38, Hamilton, Mont., prosecutors withdrew a charge of second-degree assault with a deadly weapon and re-filed three counts of second-degree unlawful possession of a firearm and a new charge of unlawfully displaying a weapon in connection with his April 2 arrest after a semi-truck driver’s report to the Washington State Patrol that the driver of a passing pickup truck had fired a weapon at his vehicle while both were on I-90 near Sprague. Noting that he has appeared for hearings as required, the court reduced his bond from $10,000 to $5,000. At the conclusion of a Nov. 20 hearing, the court also denied his petition to suppress evidence gathered by law enforcement in the case.

The 12 jurors hearing the theft of a firearm case against Dennis Patrick Reed, 39, of Cheney and Scottsdale, Ariz., deliberated for less than an hour on the second day of the Dec. 2-3 trial and told the court it could not reach a verdict. Among those offering testimony were sheriff’s Sgt. Mike Stauffer, the defendant himself, his brother and Dennis. The charge was connected with an Oct. 12, 2014, incident about 10 miles north of Davenport during which he was accused of pointing a firearm at a neighboring property owner’s guest Reed believed was trespassing and took a rifle and hunting license from him.

New Civil Case

Alleging Lisa West, of Davenport, defaulted on a retail installment contract for a vehicle purchase, Prestige Financial Services, of Utah, seeks $9, 649.69 it claims is owed, along with $480 in late fees and $1,037.08 interest.

Probate

David D. Beseler, of Spokane, has filed for guardianship of an 80-year-old Davenport woman who is an allegedly incapacitated person due to moderate to severe dementia. A hearing is scheduled on Jan. 5.

Estate of Ellis L. Schneider, of Waterville, Wash., who died Nov. 7.
