INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 28: Responding to the 100 block of Main Street, Davenport ambulance personnel assisted an 86-year-old woman who was experiencing chest pains.

Washington State Patrol and Sprague ambulance personnel responded to the scene along Interstate 90 where two vehicles had slid into a ditch. Another slide-off occurred on SR 231 about nine miles north of Reardan.

The theft of a snow blower from the 1200 block of Marshall Street in Davenport was reported.

A 4x4 pickup truck slid off SR 231 near Devils Gap Road and appeared stuck in an adjacent field.

A caller told dispatchers that a “suspicious” man was at a residence she recently purchased in the 100 block of SE Regent Avenue in Wilbur.

Deputies persuaded organizers to shut down an illegal fireworks show that was part of an employee appreciation event at property adjacent to SR 231 near Euclid Road north of Reardan.

Odessa Memorial Hospital personnel requested law enforcement assistance for an apparently intoxicated individual who became combative while being treated. At one point, the man chased and threw a pillow at a doctor.

Odessa ambulance personnel transported a man with “a medical problem in his right leg” from the 100 block of 4th Street to the local hospital.

Reardan Police investigated a woman’s report of harassment.

Tuesday, Dec. 29: A deputy assisted residents of the 300 block of D Street in Sprague in getting a vehicle out of the snow. In a separate incident, another deputy helped occupants of a vehicle that slid off Waukon Road near its intersection with Titchenal Road.

Deputies investigated a possible assault incident involving residents of the 200 block of West Broadway in Reardan.

A caller described a man in his early 20s who knocked on the door of a residence near the Almira fire station, then left and wandered the streets with no shoes on his feet.

Wilbur Police responded to a woman’s report that she received a text message urging her to break into a trailer, beat up somebody and rob the place.

Wednesday, Dec. 30: Avista Utilities personnel were advised of sparking power lines in the vicinity of Old Sunset Highway and Mann Road.

Harrington firefighters doused a fire involving a trailer behind the Odessa Union Warehouse outlet in the 200 block of Third Street.

A family argument ensued after a young boy suffered cuts after stepping on a piece from a broken coffee cup at a residence in the 1100 block of Twelfth Street in Davenport. He was treated at Lincoln Hospital, receiving 10 stitches, while a deputy dealt with participants in the dispute over a debit card.

A caller requested assistance with trespassing hunters on property adjacent to Poleske Road North in the Edwall area.

A Creston area caller expressed concern after learning that a young boy had been on skis, hanging onto a bumper while being pulled by a car.

Deputies investigated the reported theft of checks from a residence on Davis Road in the Odessa area.

Receiving a few noise complaints from Sprague callers, a responding deputy verbally warned a man found lighting illegal fireworks.

A vehicle slid off Waukon Road just south of U.S. 2 and got stuck in the snow in the ditch.

A county Public Works crew removed a large tree that was blocking both lanes on Redwine Canyon Road near DeBord Road.

The owner of a vehicle that had broken down near Bluestem and Stutheit roads returned to the scene to find it had been broken into. Several prescription medications and some CDs were reported stolen.

A Reardan man was taken to jail after deputies responded to a residence on Whispering Pines Road, from which a report of possible domestic violence and intoxication had been received.

Wilbur Police checked out a woman’s report that she received several threatening emails.

Thursday, Dec. 31: Avista Utilities personnel and Wilbur firefighters responded to the scene of a sparking transformer at Sherman Draw and Haden roads.

Creston ambulance personnel assisted a woman having breathing difficulties. She was transported to Lincoln Hospital in Davenport.

Weather problems closed down the Keller ferry for a time.

Wilbur firefighters doused a structure fire at Scheibner and Sand roads.

Dispatchers were advised that a man attempted to start fights with random travelers who were taking a break at the westbound I-90 Sprague rest area.

Burlington Northern Santa Fe railroad personnel dealt with a malfunctioning crossing guard at U.S. 2 and Waukon Road.

The driver of a car that went into the ditch on U.S. 2 about two miles west of Reardan managed to shovel out the vehicle before a responding deputy arrived.

A vehicle slide-off was reported at SR 28 and Old Kucks Road south of Harrington.

A caller told dispatchers that after stopping at an exit off I-90 to fix a flat tire on a trailer and subsequently having to leave the location, he returned to find a motorcycle missing from the trailer.

Responding to the 500 block of NW Armstrong, Wilbur Police checked out a caller’s report of a man outside yelling throughout the day.

Friday, Jan. 1: Burlington Northern Santa Fe railroad personnel dealt with a malfunctioning crossing guard on Doerschlag Road East near Sprague. BNSF also responded to a crossing arm at Waukon Road that was stuck at a 45-degree angle.

Deputies investigated the theft of tools and an air compressor from the back of a pickup truck parked on property adjacent to Irby Road in the Odessa area.

A vehicle with two elderly occupants slid off Hawk Creek Road near Indian Canyon Road and went down an embankment. No injuries were reported.

EMTs from Reardan and Edwall, along with Davenport ambulance personnel, responded to a rollover collision on Riffe Road about 200 feet beyond Bergeron Road.

All four tires went flat on a vehicle after it went off a slick Waukon Road near Sawyer Road, went down a 15-foot embankment and came to rest in a field. No one was reported to have been injured.

Describing himself as a former corrections officer, a Mondovi Road resident asked for help after he and his girlfriend locked themselves together in a set of handcuffs, for which he couldn’t find a key.

Saturday, Jan. 2: Deputies responded to a report of threats made against a Wilbur woman.

A horse got caught in barbed wire near the railroad tracks east of Odessa.

A caller advised dispatchers that he observed eight people who appeared to be attempting to blow something up on U.S. Bureau of Land Management property on Lake Valley Loop.

A 13-year-old Almira girl, described as “stranded” near closing time at Sandy’s Family Foods in Wilbur, was driven to her residence by a deputy.

Responding to an Alder Street residence in Wilbur, a deputy assisted local police with an argument involving a woman and her boyfriend. Alcohol may have been a factor in the incident.

Sunday, Jan. 3: Responding to the 300 block of Adams Street, Davenport ambulance personnel assisted a 70-year-old man who fell while showering.

A deputy verbally warned the teenage operators of two snowmobiles that were observed traveling at high speeds in the vicinity of the 1500 block of Main Street and near

Criminal Sentencing

Keith O’Bryan Juarez, 27, of Creston, pleaded guilty Dec. 29 to second-degree burglary, first-degree trafficking in stolen property and four counts of second-degree unlawful possession of a firearm. His disposition, issued under Drug Offenders Sentence Alternative (DOSA) rules, includes 25 months in prison and 25 months probation on the burglary and stolen property charges and 19 months prison and 19 months probation on the four firearms possession charges. He also must pay $2,400 restitution to cover five weapons that were taken, $860 court costs and $500 attorney reimbursement. He also must complete a drug/alcohol evaluation and treatment recommendations, monitored by testing, and not possess firearms. He originally was charged with first-degree burglary, five counts of theft of a firearm, five counts of unlawful possession of a firearm, five counts of possessing a stolen firearm, first-degree trafficking in stolen property, and third-degree theft in connection with a break-in and the taking of guns and a chainsaw at a residence in the 100 block of NW Anderson in Creston between June 9 and 23 of last year.

Civil Judgments

Colby L. Suttenfield and Ellen A. Suttenfield, doing business as Corner Stone Concrete, of Davenport, must pay $2,489.27 in tax obligations for the second quarter of 2015 to the Washington State Department of Revenue.

Wilburt Bankston, of Davenport, must return $440.14 of overpaid unemployment compensation to the Washington State Employment Security Department.
