INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 3: A Sprague man reported a fraudulent charge for $34.62 on a credit card.

A Creston woman reported being assaulted during an argument with a family member.

A Davenport man told dispatchers that several items of clothing had been taken without his permission from a residence in the 200 block of Morgan Street.

Finding 3-wheeler tracks on property adjacent to Blenz Road about three miles south of Watson Road south of Creston, a caller reported a possible trespassing incident.

A man was hurt after the motorcycle he was riding collided with a deer on Devils Gap Road about three miles east of SR 231 north of Reardan.

A Bluestem Road resident reported a flatbed trailer, Honda generator and aluminum loading ramp were missing.

A Davenport woman said a boy threw a rock at her mini-van in the 700 block of Marshall Street. She phoned in a report of a subsequent incident two days later.

A caller phoned in her concern about a woman in a clown costume apparently trying to scare people in the Davenport city park and along Morgan Street.

A Wilbur man reported someone was tapping on a window of a residence in the 500 block of NW Armstrong.

A Reardan woman said her car was hit by another vehicle while parked on Lake Street across from the post office.

Tuesday, Oct. 4: Cows were reported on the tracks at the Williams Lake Road railroad crossing.

Odessa Police determined that three young men in a black pickup truck following a Sunshine Disposal truck were filming the truck and its driver for a YouTube video about refuse dumpers and had the driver’s permission to do so.

Wednesday, Oct. 5: Deputies investigated reports that a golf cart and motor home battery were stolen from property in the 100 block of Alice Street in Harrington.

Deputies investigated reports from the Creston area of several insufficient funds checks written for amounts of $800, $850, $300 and $275.

Someone used a screwdriver to put scratches on the side panel and window of a pickup truck parked along Geostar Drive in the Grand Coulee area.

A responding deputy wasn’t able to find the source of what a caller described as a woman’s “blood-curdling scream” he heard in the 200 block of Morgan Street in Davenport.

A collision involving a vehicle and four-point buck on Porcupine Bay Road about two miles north of SR 25.

Odessa Police advised kids playing in and around a burned-out house at Railroad Avenue and Division should stay away unless they had permission to be there.

Thursday, Oct. 6: A Sprague man said someone tried to pry his way into a garage and shop building in the 400 block of West 3rd Street.

A SUV went into a ditch along U.S. 2 near Wilbur.

A caller reported an access road in the vicinity of Mean Canyon and Welch Creek roads had been blocked.

A Wilbur woman told dispatchers she saw a man take off his pants and be naked outside an abandoned van in the 700 block of SE Railroad.

Friday, Oct. 7: Cattle were scattered after the semi-truck they were aboard was involved in a rollover collision on SR 23 near Oestreich Road in the Harrington area.

A caller reported someone drove heavy equipment over private property adjacent to North Vantage Point in Seven Bays to access a hillside full of rocks. A local excavation firm’s involvement was discovered, resulting in an apology for the “misunderstanding.”

A caller told dispatchers someone had come to a Davenport area home and demanded payment for a debt he said the occupants owed.

A resident of Wild Turkey Lane near Creston reported the theft of a goat from its pen.

A caller blamed several loose pigs for destruction to a field adjacent to Sobek Road East in the Edwall area. He estimated damage totaled about $1,000 on five to 10 acres.

A caller reported a collision involving her vehicle and two deer on U.S. 2 just west of Reardan.

Odessa Police investigated a report that $1,120 worth of forged checks had been presented to Odessa Union Warehouse on North Division.

After a Reardan man reported his vehicle stolen from outside Memorial Hall, local police, with assistance from Bubba’s staff, helped the man find where he had parked it – on the other side of the building.

Saturday, Oct. 8: Two callers reported seeing 10 to 12 dead cows alongside SR 23 near Oestreich Road in the Harrington area.

A mid-morning outage knocked out electrical power for more than 900 Avista Utilities patrons in the Davenport area, prompting Lincoln Hospital to request any new stroke patients be transported directly to a Spokane hospital. Power was restored about 90 minutes after the outage was first reported.

A tree was removed by county Public Works personnel after it fell across Welch Creek Road.

About a dozen cows were reported loose from Stockland Livestock Auction in Davenport.

Someone left a bar of soap and a box after entering a residence in the 200 block of Morgan Street in Davenport. Holes were reported poked into a bag of clean clothes.

A pickup truck pulling an ATV trailer went off SR 28 at Bluestem Road, snapping off a power pole and prompting the sending of personnel from the sheriff’s office, Davenport firefighters and an ambulance crew.

Residents of Deking Road south of Davenport phoned in their concerns about vehicle traffic appearing to go to and from nearby property with an abandoned farmhouse. Subsequent investigation revealed that individuals with permission to hunt there may have been involved.

After a deputy responded to a report that a Sprague woman may want to hurt herself or others, local mental health personnel transported her to a crisis house in a neighboring county.

Deputies investigated malicious mischief done to locks on newspaper boxes in Sprague and the taking of about $4 in cash from them.

Sunday, Oct. 9: Dispatchers received an accidental 911 call from a 3-year-old whose mother was teaching how to make such a call and didn’t know the phone would work.

A resident of Orchard Road north of Davenport reported all-terrain vehicles on the property without permission and that one ran over a “no trespassing” sign. Part of the alleged trespassing occurred on National Park Service land.

A woman bled from her head as a result of a one-vehicle rollover collision on U.S. 2 east of Creston, but two children who were passengers reportedly escaped injury. A responding deputy required a trip to a hospital after suffering an apparent concussion due to being struck on the head with a crowbar. Two LifeFlight aerial ambulances were utilized by emergency responders.

A suitcase, gas cans, a tarp and a toolbox were discovered in a culvert that runs under Peterson Road southeast of Grand Coulee.

A caller said a pickup truck and a passenger vehicle were traveling at high speed and making poor passes on U.S. 2 near Bennett Road east of Davenport. The truck narrowly escaped a head-on collision.

A deputy’s assistance was requested by a Sprague woman who reported a dispute with her soon-to-be ex-husband while attempting to retrieve personal items from a residence in the 400 block of West 5th Avenue.

Oct. 4: Eric B. Nielsen, 41, Almira, arrested by Lincoln County Sheriff’s Office (LCSO) for driving while license suspended.

Thomas A. Harris, 31, Odessa, confined by the court for possession of a controlled substance.

Oct. 5: Terrance K. Jim, 18, Grand Coulee, arrested by LCSO for contempt of court.

Oct. 6: Andy Aaron Colt, 43, Davenport, arrested by LCSO for failing to appear on three counts of tampering with a witness.

Oct. 7: Derwood Fannin, Jr., 57, Harrington, arrested by LCSO for driving while license suspended and second-degree criminal trespass.

Jennie R. Rushing, 44, Davenport, confined by the court for possession of a controlled substance, waiting for transfer to state prison.

Caleb D. Reynolds, 19, Fruitland, confined three days by the court for reckless driving.

From Oct. 4 to 7, 13 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections, and one for the U.S. Marshal’s Service.

Criminal Sentencings

Thomas Andrew Harris, 31, Odessa, pleaded guilty Sept. 27 to delivering marijuana and forgery (amended through plea negotiations from three counts of delivering marijuana within 1,000 feet of school grounds, forgery and tampering with a witness). He must serve six months in jail (credit for time served) and 12 months community custody, and pay $800 court costs. The charges involve incidents on Sept. 19 and 25, and Oct. 15 of last year.

Kelly Ryan Pullen, 29, pleaded guilty Sept. 27 to attempting to elude a police vehicle (amended through plea negotiations from attempting to elude police, possessing a stolen vehicle, and reckless endangerment). His sentence includes 22 months in prison, payment of $860 court costs and restitution to be determined, and a prohibition on his possessing firearms. The charges involved an Aug. 22 incident that included a high-speed pursuit on U.S. 2 from Davenport through Reardan and Airway Heights that ended with a collision in the city of Spokane. The vehicle involved was reported stolen from Yakima.

Bradly William Wiggins, 49, Odessa, pleaded guilty Sept. 27 to second-degree unlawful possession of a firearm (amended through plea negotiations from first-degree illegal possession of a firearm, forgery and perjury). His sentence included 175 days in jail (credit for time served), $800 court costs and a prohibition on possessing firearms. The charges involved the discovery of a semi-automatic handgun with a loaded clip during an April 6 warranted search by deputies of an Odessa residence as a part of a forgery investigation.

Jennie Roberta Rushing, 44, Davenport, pleaded guilty Oct. 4 to delivering methamphetamine and conspiracy to deliver methamphetamine (a second count of delivering methamphetamine was withdrawn in plea negotiations). Her sentence includes 12 months in prison with credit for time served, eight months probation and $800 court costs. The charges involved incidents from May 3 to 9 in Davenport.

Civil Judgment

The court on Sept. 27 awarded petitioner US Bank (as trustee) a default judgment and foreclosure of property at 409 South Birch in Odessa that included a $30,140.98 basic judgment, $12,034.92 interest, $30,532.88 other recoverable costs, $1,616.48 costs and $2,900 attorney fees. The petitioner alleged that no payments have been received since the March 14, 2009, death of Rex E. Gibson. Co-respondents were Lisa Kim Gibson, the Estate of Rex E. Gibson, Randy Rex Gibson and Stuart Darin Gibson.

New Criminal Cases

Amanda Lil Young, 30, Spokane, is charged with attempting to elude a pursuing police vehicle and possession of a stolen vehicle in connection with a Sept. 18 incident near Fishtrap Lake Resort during which 4-wheelers were reportedly attempting to outrun a sheriff’s vehicle.

Jeramy Rea Miller, 30, Davenport, is charged with telephone harassment (domestic violence). Charging documents allege he made threats to injure or kill a woman, for which a no-contact order has been put into place. Bond was set at $10,000.

New Civil Case

Sharon and Roger Alumbaugh, of Harrington, seek unspecified damages and attorney fees from Richard and Priscilla Derr, also of Harrington, who they believe to be responsible for the disappearance of their male cat “Sphincter.” According to court papers filed by the Alumbaughs, the feline was “lured” to the Derr property with a baited live trap, then taken and abandoned near SR 28 and Bluestem Road.
