INCIDENT LOG

The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Nov. 14: Wilbur ambulance personnel assisted a 76-year-old man experiencing low oxygen levels.

Wilbur and Creston ambulance personnel assisted a 25-year-old woman who lost consciousness and hit her head.

An Edwall caller reported a suspicious vehicle along SR 231 North. Its occupant(s) were observed looking at stuff. When approached, the vehicle left at a high rate of speed and headed east on U.S. 2, turning onto Espanola Road in Spokane County.

A Sprague woman reported a fraudulent transaction for $2,700.

Deputies investigated a possible child abuse incident in the Davenport area.

A Sprague woman reported she was a victim of harassment originating from a dispute about a credit card.

Harrington ambulance personnel transported a woman who consumed “a bunch of pills,” perhaps in a suicide attempt, to Lincoln Hospital for treatment. A referral also was made to mental health personnel.

Reardan Police dealt with a dispute involving the parents and grandparents of three students at the elementary school.

Tuesday, Nov. 15: Davenport firefighters extinguished a fire on the outside wall of a house in the 1100 block of Ninth Street.

After receiving an alert from Safeway personnel in Davenport, a deputy checked out a suspicious red SUV in the store parking lot, discovering that its occupants were suspects in a series of burglaries and thefts in the early morning hours at the Davenport City Shop and Davenport Motor Co., where a vehicle and video surveillance equipment were reported stolen. The driver left the SUV and refused to comply with a deputy’s instructions, fleeing on foot as a passenger slid into the driver’s seat and took off at high speed on U.S. 2. A second deputy pursued the SUV into and through Reardan, concluding the chase at the Spokane County line out of concern for other motorists. The first man eventually was placed into custody after being located in the vicinity of the county courthouse; the second driver, who had dropped his wallet in the Safeway parking lot, was subsequently arrested in Shoshone County, Idaho.

A stolen jewelry box and a driver’s license were found in a dumpster at the Sprague Chevron. A responding deputy determined the theft had occurred at the Riverview Retirement Community in Spokane.

After a caller found 24 five-gallon paint buckets that appeared “dumped” at the railroad crossing at Tramm Road near Reardan, a responding deputy learned from Eastern Washington Gateway Railroad that the buckets contained railroad spikes for an upcoming tie replacement project.

A caller reported a broken fence and a cut wire in a backyard in the 800 block of Main Street in Davenport. A responding deputy learned from Davenport City Hall personnel that Northstar workers were removing cable.

A caller told dispatchers about a red passenger car that passed other vehicles, then slammed on the brakes, causing other drivers to do the same on U.S. 2 east of Davenport.

Wednesday, Nov. 16: A farm implement crossed over SR 23 near Harrington and damaged the roadway.

What was thought to be a house fire on the Spring Canyon cutoff road near Lakeview Terrace turned out to be someone burning plastic in a chimney.

Two viewing scopes at Audubon Lake near Reardan were reported missing, having been cut out of their mounts by what appeared to be a hacksaw.

A caller from the Hawk Creek area reported receiving phoned-in threats.

A loose pit bull dog was apprehended along U.S. 2 near Reardan.

A deputy investigated a dispute involving two individuals in the 200 block of C Street in Sprague.

Thursday, Nov. 17: The Keller ferry was down for repairs, but returned to operation within the day.

Inland Power and Light Co. personnel were advised that transformers at the Deer Meadows pump house had been “violently sparking for about two hours.”

A responding deputy was unable to find an older man wearing only socks and underwear with a milk jug around his neck who was reported to be lying in the roadway on SR 28 near Odessa.

Odessa Police investigated a local woman’s report that someone forged her name on a check and fraudulently used her credit card on two separate occasions.

Friday, Nov. 18: At least one vehicle reportedly skidded off an icy SR 28.

A caller expressed her concern about a vehicle that followed her from Lincoln Hospital in Davenport to the Evergreen exit on Interstate 90 in Spokane Valley, a distance of some 45 miles.

A Davenport man reported the theft of video games from a residence in the 900 block of Logan Street.

A Spokane woman told dispatchers that someone fraudulently used her credit card to purchase an iPad that was scheduled for delivery to a Davenport address.

A pickup fell off a trailer while being pulled by another truck that turned west from SR 28 on to U.S. 2 in Davenport.

Responding to the 400 block of South Alder Street, Odessa ambulance personnel transported an 89-year-old woman with breathing difficulties to the local hospital.

Saturday, Nov. 19: Sprague ambulance personnel responded to a one-vehicle rollover collision on I-90.

Responding to the 200 block of West Willis, Harrington ambulance personnel assisted a woman who may have suffered a stroke.

A caller reported the theft of television equipment from the 900 block of Logan Street in Davenport.

Deputies investigated a possible burglary on property adjacent to Riffe Road in the Reardan area.

Emergency personnel dealt with a truck on fire on U.S. 2 at Reardan.

A caller reported “a bunch of juveniles being loud” in the 900 block of Main Street in Davenport. A responding deputy issued a verbal warning.

Sunday, Nov. 20: Deputies responded to a burglary report at Buddy Boy Farms on Angels Landing in the Ford area north of Reardan. A door was kicked in.

Crossing arms at Railroad and Birch in Odessa were malfunctioning.

Corrections deputies retrieved pencils from inmates when “excessive” writing and drawings were discovered on the jail walls and tables. Inmates were instructed to clean their cells.

Items from a Chevy Silverado were scattered about after it was involved in a rollover collision in the vicinity of Hesseltine and Llewellyn roads at Wilbur. A sign at the intersection was destroyed and the truck ended up stuck in a small creek down an embankment.

A caller reported a trespassing incident on property on Rosman Road south of Watson in the Wilbur area.

Creston ambulance personnel transported a 19-year-old woman from the 200 block of NW Anderson to Lincoln Hospital in Davenport after she reportedly took a number of pills.

Nov. 15: Justin D. Grob, 22, Somers, Mont., arrested by Lincoln County Sheriff’s Office (LCSO) for second-degree burglary.

Natasha J.L. Starr, 46, Reardan, confined six days by the court.

Jacob G. Nanamkin, 26, Spokane, arrested by LCSO on an out-of-county warrant.

Joshua R. Taylor, 36, Elmer City, arrested by LCSO for third-degree driving while license suspended.

Nov. 16: John R. McCracken, 69, Springdale, confined five days by the court for reckless driving.

Nov. 17: Morgan S. Welch, 26, Reardan, arrested by Reardan Police for failing to appear for third-degree driving while license suspended.

Eric D. Paulsen, 26, Lincoln, confined by the court for driving under the influence.

Jeramy R. Miller, 31, Davenport, arrested by LCSO for violating a court order.

From Nov. 15 to 21, 12 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one under contract with Stevens County.

Criminal Sentencings

Kevin Michael Prater, 48, Sprague, pleaded guilty Nov. 8 to taking a motor vehicle without the owner’s permission and second-degree theft (amended through plea negotiations from theft of a motor vehicle and second-degree theft). He must serve 22 months in prison, pay an undetermined amount of restitution and $800 court costs. The charge involves the June 1 taking of a pickup truck, snow blower, pressure washer, tire balancer, siding, keys, a watch and pistol from the 300 block of East Walnut and the 800 block of West 1st Street in Sprague while the property owner was hospitalized. The total loss was estimated at more than $4,323.

Steven James Piper, 34, Spokane, pleaded guilty Nov. 15 to obtaining a signature by deception or duress (amended through plea negotiations from second-degree theft and forgery). His sentence of 45 days in jail could become electronic home monitoring if he pays $1,505.50 restitution to Specialty Mobile Mix of Hayden, Idaho. He also must pay $860 court costs and $450 public defender reimbursement. He is prohibited from possessing or using firearms as well. The case was filed after a March 19 incident involving payment for cement with a check drawn on a non-existing account.

New Criminal Case

Justin David Grob, 22, Somers, Mont., is charged with second-degree burglary in connection with a Nov. 15 break-in at the Davenport City Shop, one of several incidents in the early morning hours of that day during which a vehicle and video surveillance equipment also was reported stolen from Davenport Motor Co. He is being held in the county jail on $10,000 bail.

Vernon Lee Stearns, 40, seeks restoration of firearms rights that were lost as part of a 1991 Lincoln County Juvenile Court disposition.
