INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Jan. 16: Responding to the 200 block of West Willis, Harrington ambulance personnel assisted a woman who suffered a possible seizure.

A vehicle traveling on U.S. 2 went into a ditch near Roby Road west of Creston. A responding deputy noted that he had cited the driver earlier for speeding.

A deer was found stuck under a guardrail on Porcupine Bay Road about a mile from the campground.

Several mailboxes along Deer Meadows Road about 150 yards from Miles Creston Road were thought to have been hit by a vehicle.

A minivan went off U.S. 2 and into a ditch near Wilbur.

Employees at Sandy’s Family Foods in Wilbur became concerned about a man standing outside the store asking customers for money. A responding deputy offered the man a ride to Grand Coulee.

A caller alerted dispatchers to a vehicle “doing donuts” in a parking lot in the 900 block of Monroe Street in Davenport.

Tuesday, Jan. 17: Heating issues forced closure of the Odessa Schools for a day.

Burlington Northern Santa Fe workers repaired a railroad crossing on North Starr Road near Harrington.

Responding to a residence on Phillips Lane East in the Seven Bays area, Davenport ambulance personnel assisted a man who was described by his wife as “extremely weak.”

Creston ambulance personnel transported a woman whose Life Alert device was activated to Lincoln Hospital in Davenport.

Lincoln Hospital District personnel were advised that the Wilbur Clinic roof was leaking.

Responding to a residence in the 900 block of Morgan Street, Davenport city crewman assisted a woman who reported frozen pipes that resulted in water “shooting everywhere in the house.”

A caller’s concern about footprints in the snow leading up to the windows of her residence adjacent to Bald Eagle Way northwest of Reardan was alleviated by a deputy’s determination that they actually were animal tracks.

Deputies investigated a report that an unknown vehicle struck the Doxies sign in Wilbur, causing about $3,000 damage.

Deputies responded to a report that an intoxicated man was “tearing apart” a residence in the 500 block of Sixth Street in Davenport, from which the caller was locked out, but children remained inside.

Baby formula was reported missing as a result of vehicle prowling in the 300 block of Marshall Street in Davenport.

A Wilbur woman reported receiving a threatening voice mail message.

Deputies investigated a Davenport woman’s report that after receiving a box of 500 copper buffalo coins intact, a second box that should have contained 100 more coins arrived empty and appeared to have been opened and taped back shut.

A truck covered in snow went off U.S. 2 and into a ditch about a half-mile west of Davenport. No damage or injuries resulted.

Odessa Police handled a report of three vehicles stuck on a snow-covered hill at Fairway and 6th Avenue.

Wednesday, Jan. 18: Several vehicle slide-offs were reported on U.S. 2, Interstate 90, Bluestem Road and SR 25 in Lincoln County.

Harrington Tokio Road south of the Lincoln-Adams county line was reported completely blocked by snow.

Harrington ambulance personnel assisted a 14-year-old girl who had fallen down stairs.

A woman reported receiving a harassing phone call from someone posing as law enforcement officers.

About 12 inches of water was reported over SR 231 at Euclid Road, covering both lanes of traffic.

Wilbur firefighters responded to an alarm at the local school.

Responding to a residence on Roosevelt View Drive, Lincoln EMTs assisted a 38-year-old man experiencing stomach pain. A Creston ambulance crew was originally dispatched, but was instructed not to proceed after the patient said he felt “better.”

A caller asked Reardan Police to “speak to (his) drunk wife (who wasn’t) letting (him) sleep.” He asked for someone to tell the wife to go to bed. A patrolman obliged, but the man called back and advised that he needed to eat his soup and go stay in a hotel for the night in order to get some sleep.

National Park Service personnel unsuccessfully attempted to locate an animal that was reportedly struggling after falling through the ice near the fish pens at Seven Bays.

Thursday, Jan. 19: Reports of a person walking on U.S. 2 near Stroup Road and a small child walking on the highway east of Reardan were referred to the Washington State Patrol.

Icy roads prompted two-hour delays for schools in Davenport, Odessa and Almira. Wilbur attempted a two-hour late start, but decided conditions warranted a full closure for the day.

An ambulance was dispatched for an 82-year-old Coulee area woman who had fallen on ice and possibly fractured a hip.

A rollover collision on SR 174 near the Lincoln-Grant county line left the vehicle on its side. A call for medical responders was withdrawn after the driver advised he was “fine.”

A semi-truck came down a very icy hill sideways and blocked both lanes of Miles Creston Road at Hawk Creek. The ice on Hawk Creek Road was described as “bad” between Johns Rocky Way and Whitney Road.

Davenport Union Warehouse personnel reported the theft of grain from a railroad car.

Deputies assisted Richland, Wash., police in an investigation of a possible sex offense involving a teenage girl that may have occurred last summer at the Spring Canyon campground.

Deputies checked a Tacoma man’s claim that someone may have filed fraudulent parenting plan documents with the Superior Court that included a forged signature.

A one-vehicle rollover collision was reported on Harrington Tokio Road about five miles south of Talkington Road.

A Creston man filed a complaint with dispatchers, claiming Town of Creston snow plows repeatedly closed off emergency access and the driveway of his residence in the 100 block of SE E Street.

Odessa Police and local ambulance personnel responded to the south side of the Odessa School building where someone had fallen down stairs.

Friday, Jan. 20: No one was reported injured as a result of a vehicle slide-off at the intersection of Hawk Creek and Hawk Creek Ranch roads.

Reardan EMTs and Davenport ambulance personnel assisted an 18-year-old man who lost consciousness in the Reardan High School office.

Saturday, Jan. 21: Creston ambulance personnel were sent to the scene of a vehicle slide-off on U.S. 2 near Creston after the driver reportedly “acted weird,” perhaps as a result of low blood sugar. While his stuck vehicle was being towed, the driver was transported to Lincoln Hospital in Davenport.

Deputies, Davenport ambulance personnel and Strate Funeral Home assisted the county coroner’s office in an unattended death investigation after a 39-year-old woman was found non-responsive inside a residence in the 200 block of Marshall Street.

Responding to a residence on Fisher Road East near Reardan after a doctor became concerned about his patient’s strongly negative reaction to news about his health, deputies found the patient was fine and had someone with him.

A man requested law enforcement assistance when residents of the 300 block of North Third Street in Harrington blocked his attempt to repossess a vehicle by standing in front of it. After two deputies arrived on scene, the caller was able to complete his task.

Sunday, Jan. 22: A Wilbur caller asked for assistance with a neighbor’s dog that he said continues to defecate in his yard in the 0 block of SW May.

A responding deputy was unable to locate the source of noise that sounded “louder than a gunshot” and, according to a caller, “shook” a house in the 20 block of Merriam Street in Davenport.

No one was reported hurt as a result of a vehicle slide-off on U.S. 2 about two miles east of Davenport. A similar incident took place on U.S. 2 near Wilbur.

JAIL BOOKINGS

Jan. 17: Tyson K. Cole, 37, Cheney, arrested by Lincoln County Sheriff’s Office (LCSO) on an out-of-county warrant for violating a no-contact order.

Dale J. Burke, 22, Davenport, serving a 10-day confinement ordered by the court.

Jan. 18: Terrance K. Jim, 18, Grand Coulee, serving a 14-day confinement ordered by the court for indecent liberties.

Jan. 19: David B. Anderson, 41, Davenport, arrested by LCSO for failing to appear for driving under the influence.

Jan. 20: Roger D. Neal, 41, Dallesport, Wash., arrested by Washington State Patrol for failing to appear for a big game hunting violation.

From Jan. 18 to 23, one individual was held in the Lincoln County Jail under contract with the Washington State Department of Corrections, and one for Adams County, one for the City of Cheney and one for the City of Airway Heights.

Criminal Sentencing

Justin David Grob, 23, of Somers, Mont., pleaded guilty Jan. 17 to conspiracy to commit second-degree burglary (amended through plea negotiations from second-degree burglary). His sentence includes 90 days jail (with credit for time served), $860 court costs, $500 public defender reimbursement on a bill totaling $567.36, restitution to be determined and a prohibition against possessing firearms. The case involved a Nov. 15, 2016, break-in at the Davenport City Shop, one of several incidents in the early morning hours of that day.

New Criminal Case

Kayla Marie Meise, 29, of Odessa, is charged with second-degree theft “by color or aid of deception” in connection with the unauthorized withdrawals of $1,212.63 from an Odessa man’s bank account between March 14 and May 4 of last year, utilizing checks and bank cards. She was the man’s in-home care provider at the time of the incidents.
