INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 9: Finding two doors wide open, deputies launched an investigation of a possible burglary at the R and R Auto facility at 206 Morgan Street in Davenport.

Deputies took a report that a horse had been poisoned and nearly died in a pasture near the intersection of Mondovi Road and the Old Sunset Highway east of Davenport.

Dispatchers were informed that mailboxes along Porcupine Bay Road may have been tampered with.

Tuesday, Oct. 10: Odessa firefighters were sent out to battle a possible flare-up of a fire along SR 28.

Firefighters from Seven Bays and Egypt responded to a fire involving an abandoned houseboat on the north side of Hawk Creek across from Moonshine Bay.

Deputies responded to an assault involving a woman and her daughter in the 100 block of SW West Street in Wilbur.

Deputies responded to a report of hunters trespassing on property adjacent to Ridgerunner Lane inn Davenport.

Deputies investigated the reported theft of hard alcohol from Kathy’s Market in Sprague.

Deputies investigated a possible theft incident in the 400 block of West 2nd in Sprague.

Responding to a missing person report, deputies eventually located a local woman inside a parked vehicle in the vicinity of SR 231 and Denny Station Road.

Responding to the 100 block of West 4th, Odessa Police handled a report of a woman “acting strangely.” The woman was the focus of several calls throughout the week.

Wednesday, Oct. 11: With the assistance of emergency responders from Reardan and Edwall, Davenport ambulance personnel transported a 60-year-old woman who hit her head after falling from bed from her Oregon Street residence in Edwall to Lincoln Hospital in Davenport.

A collision involving a vehicle and deer was reported on U.S. 2 just east of Rocklyn Road.

A dead German shepherd dog was discovered in the vicinity of SR 231 and Little Falls Road.

Both railroad crossing signs on Doerschlag Road just west of Sprague were reported stolen.

Dispatchers took a report of a possible trespasser at property on SE Spokane Street in Wilbur.

Davenport Good Neighbor Pharmacy personnel reported about $1,400 in unauthorized charges had been made on the store’s credit card during the past week.

A Davenport woman reported her 17-year-old son received a $2,350 check, purportedly from Syracuse University, with instructions to deposit it and send a text message. Deputies advised her on what to do with the fraudulent check.

Deputies investigated a report that a boy pulled down his pants and “showed his privates” to a young girl outside Harrington Elementary School.

Thursday, Oct. 12: A Harrington woman reported the theft of prescription medication.

A Davenport woman told dispatchers she gave personal information to a caller who pretended to be from “Apple Support” before realizing she had been scammed.

After a panic alarm activated, deputies located the cell phone’s owner at a Davenport High School volleyball game and learned that the alarm went off after the device had been run over by a car.

Odessa Police investigated the theft of a bicycle from the 200 block of South Division.

Reardan Police investigated a possible sexual offense.

Friday, Oct. 13: A caller said a man on a bicycle came to a residence in the vicinity of SR 28 and Mayberry Road and made threats to kill the people inside before riding off in the direction of Davenport.

Concluding their search in the vicinity of South 2nd Street, Odessa Police located a pickup truck that had been reported stolen from the 300 block of East 3rd Avenue.

Saturday, Oct. 14: A woman with blood on her hands came to the sheriff’s office and advised dispatchers her dog was experiencing a medical emergency. She was referred to a 24-hour veterinary facility in Spokane.

A caller reported road hunters were spotlighting on property in the Deer Meadows area north of Davenport.

A Sprague caller reported a “suspicious” man ran after lighting went on at a residence in the 400 block of West 3rd.

A Davenport woman reported being verbally assaulted.

Dispatchers received a report of trespassers on property adjacent to SR 21 near Odessa.

Deputies placed a woman into custody on assault charges after responding to a report of a man and woman hitting each other outside Some Like It Hot! espresso in Davenport.

After receiving a report of a possibly suicidal 15-year-old boy in Sprague, deputies located him and assisted in getting him to a Spokane mental health facility.

Sunday, Oct. 15: Responding to the vicinity of the I-90 Fishtrap exit, Sprague ambulance personnel assisted a 2-year-old child having trouble breathing.

A BNSF railroad car derailed in Lamona near the intersection of Lowe and Yarwood roads.

Responding to a Waukon Road residence, Reardan emergency and Davenport ambulance personnel assisted an 82-year-old woman who hadn’t felt well for several days.

A Wilbur man reported that two dogs were chasing him in front of Sandy’s Family Foods and wouldn’t allow him to walk from there to his home. He added that he had a previous encounter with the dogs and had to pull out a knife to frighten them off.

Odessa Police were advised of a woman’s report that an aggressive and “unfriendly” dog she hadn’t seen before chased her from a garage to a house in the 300 block of South Birch Street.

JAIL BOOKINGS

Oct. 10: Melissa C. Church, 37, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for possession of a controlled substance with intent to manufacture or deliver.

Stephen G. Low, 48, Moses Lake, arrested by LCSO for driving while license suspended.

Oct. 12: Tracy M. Bear, 40, Spokane, arrested by LCSO for driving while license suspended.

Oct. 13: Mavlyud Mavlyudov, 43, Scranton, Pa., arrested by Washington State Patrol for driving under the influence.

Oct. 14: Zaela B. Hilburn, 22, Davenport, arrested by LCSO for second-degree assault (domestic violence) and fourth-degree assault.

Oct. 15: Nicholas G. Finch, 31, Reardan, arrested by LCSO on a state Department of Corrections detainer.

Gene F. Rosentreter, 75, Lincoln, arrested by LCSO for first-degree negligent driving.

From Oct. 9 to 16, 11 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one under contract with the City of Airway Heights.

Criminal Sentencings

Ira L. Floyd, 49, Spokane, pleaded guilty Oct. 10 to second-degree theft and was sentenced to 75 days jail with credit for time served, $860 court costs, $400 public defender reimbursement, and an undetermined amount of shared restitution. Through plea negotiations, prosecutors withdrew a charge of first-degree trafficking in stolen property. The charges involved incidents between Oct. 17, 2016, and April 2, 2017, in the 200 block of South E Street in Sprague, during which jewelry, tools and other items were stolen.

Wanda Lou Earle, 40, Davenport, pleaded guilty Oct. 10 to possession of methadone hydrochloride (2 counts), possession of clonazepam (2 counts) and possession of acetaminophen and hydrocodone involving incidents on Dec. 24, 27 and 31, 2016, and April 17, 2017, in Davenport. Her sentence included 90 days in jail with credit for time served, $800 court costs, 12 months community custody, a prohibition against possessing or consuming any non-prescribed drugs, and a substance abuse evaluation and recommended treatment. Reimbursement for a public defender was waived.

Civil Judgments

Jonathon Luke Gullard, doing business as LG Painting and Sons in Davenport, must pay $11,171.38 in taxes due from 2012 to mid-2016 to the Washington State Employment Security Department.

A Sept. 27 Grant County Superior Court judgment awarding $60,409.90 from Volery and Irina Tormozov, doing business as Masco Construction, to petitioner CHS, Inc., was filed with the Lincoln County court.

Juvenile Offender Disposition

Jurisdiction for a 17-year-old Davenport boy who pleaded guilty in Spokane County to theft and vehicle prowling in connection with a June 29 incident was transferred from Spokane to the Lincoln County Juvenile Department.

New Criminal Cases

Curtis Lee Odom, of Spokane Valley, filed an appeal of a May 23 District Court decision not to allow him to withdraw a guilty plea to a charge of driving under the influence.

Steven Perry Holderby, 64, Spokane, is charged with first-degree theft (of a vulnerable adult) in connection with the disappearance of property and services exceeding $5,000 in value from his mother, Lorraine Holderby, for whom he was power of attorney, from July 7, 2011, to July 7, 2017. A “financial exploitation investigation” by the state Adult Protective Services that was turned over to the sheriff’s office and included in the court record noted that “her investment income dwindled to pennies as her assets were depleted.”

Ashley May Clark, 22, Grand Coulee, is charged with second-degree taking a motor vehicle without the owner’s permission in connection with an Oct. 10 assault incident in Wilbur.

New Civil Case

Alleging pregnancy discrimination, Savanna Goodwin, of Wilbur, claims she was inappropriately fired from her job at Vista Manor by Aspen Quality Care, Inc., her employer, after suffering heat exhaustion during the first week of her employment this past summer. Her termination came before she was able to deliver the doctor’s note her supervisor had requested.
