Phase 2 reopening evolves in Lincoln County

OLYMPIA - Phase 2 of Gov. Jay Inslee's "Smart Start" plan to reopen the Washington economy amid the COVID-19 pandemic continues to be adjusted on almost a daily basis. After first ordering that restaurants that reopen their dining rooms to 50% capacity keep a daily log of customers, Inslee released a press release stating that adding one's name to the log would not be required but encouraged.

The reversal came after criticism of the plan from restaurant owners and organizations such as the American Civil Liberties Union.

"We are asking visitors to voluntarily provide contact information in case of COVID-19 exposure," Inslee said. "We only need information for one person per household. If we learn you may have been exposed to COVID-19 during your visit, the information will only be shared with public health officials. They will contact you to explain the risk, answer questions and provide resources. This information will not be used for any other purpose, including sales or marketing. If this list is not used within 30 days, it will be destroyed."

Meanwhile, the state Department of Health continues to issue new guidelines for Phase 2 businesses to open. Having already issued guidelines for restaurants and retail stores, the DOH issued guidelines for "personal services," such and hair and nail salons and tattoo parlors on May 14.

These businesses are now allowed to reopen, providing they follow the DOH guidelines. These guidelines include operating at 50% capacity except for one-on-one services in a closed room, practicing social distancing, using personal protective equipment and several other procedures.

This week, the governor has announced guidelines for further businesses that were not originally listed under Phase 2, such as some indoor, instructor-led fitness businesses.

According to the guidelines, "Phase 2 authorized operations include appointment-only one-on-one personal training and small group fitness sessions (groups of 5 or less) at training facilities."
