City remains in the black through second quarter

DAVENPORT – The city has spent just 43% of its budgeted expenditures through the second quarter of 2021, leaving the city in the black through two quarters this year. $3,249,078 was budgeted for spending, and just $1,403,084 has been spent.

$741,299 has been spent from the current expense fund, which pays for legislative and executive positions, law enforcement, fire, animal control, planning, building, park/pool and interfund transfers. Law enforcement was the highest expenditure at $159,094 aside from “all others (including interfund transfers)” at $456,527.

$11,666 has been spent on the library, while $18,446 went to the cemetery, $91,095 was spent on streets, $33,441 was spent on the airport, $174,500 was spent on water, $182,178 was spent on sewer and $150,458 was spent on garbage. Those individual totals ranged from 25% to 42% of their original budget for expenditures, indicating on each, the city spent less than half of what it budgeted for.

The city has received just 79% in revenue from what it budgeted, taking in $1,964,429 compared to a budgeted $2,500,875. However, the current expense fund, which is fed by property tax, local sales and use tax, public safety sales tax, utility tax, building permits, local government assistance, animal licenses, liquor excise tax, liquor board profits, activity and program fees, investment interest and facilities leases, received $1,343,714, which was 103% of what it budgeted for.

Sales tax ($207,021), property tax ($370,733) and utility tax ($106,308) are the highest tax revenue sources this year.

Other revenue sources are down from the original budget, as evidenced in the lack of spending. Motor vehicle fuel tax has brought in $15,141, just 45% of what was budgeted for. Real estate excise tax has brought in $12,167 (81% of budget), while hotel/motel tax has brought in $2,673 (67% of budget). Water fees have brought in $207,096 (48% of budget), sewer fees have brought in $216,911 (54% of budget) and garbage fees have brought in $166,727 (54% of budget).
