Special Election ballots mailed Wednesday

Most schools seeking levy passage

DAVENPORT — Most Lincoln County voters will soon receive ballots for the Feb. 13 Special Election, when area school districts are asking citizens to approve levies for extracurricular funding.

In the county seat, the local School District is seeking passage of a 4-year Educational Programs and Operations (EP&O) levy, estimated at an annual $2.30 per $1,000 assessed property value to be collected in 2025-28.

The District is also seeking passage of a 4-year capital levy for technology, safety and facility improvements, estimated at an annual $1.00 per $1,000 assessed property value to be collected in 2025-28.

The two levies would combine for an estimated annual $3.30 per $1,000 assessed value which is about 35 cents less per $1,000 than what voters will pay in 2024. Both levies are replacing existing levies expiring after 2024.

Two levies will also be on the ballot in the Odessa School District. The District is proposing a 1-year replacement EP&O levy estimated at $1.89 per $1,000 assessed property value and a 1-year replacement capital levy estimated at $0.38 per $1,000 assessed property value.

The combined $2.27 is about four cents less per $1,000 assessed value that voters are paying in 2024 on the two existing levies. The 1-year bus levy approved last February will expire and won’t be re-upped.

The Harrington School District is looking for passage of a 2-year replacement EP&O levy estimated at $2.13 per $1,000 assessed property value annually. That’s a drop from the current rate of $2.20 per $1,000 assessed property value.

And the Reardan-Edwall School District hopes to pass a 3-year replacement EP&O levy estimated at $2 per $1,000 assessed property value annually. That’s no different from the 2024 collection amount, which is also about $2 per $1,000 assessed value.

Elsewhere in western Lincoln County, voters in various districts will see the following levies:

• Almira School District, 3-year replacement EP&O levy. Estimated value of $2.40 per $1,000 assessed property value.

• Creston School District, 2-year replacement EP&O levy. Estimated value of $0.72 per $1,000 assessed property value.

• Wilbur School District, 2-year replacement EP&O levy. Estimated value of $2.43 per $1,000 assessed property value.

In the county’s lone non-school related ballot measure, Public Hospital District No. 1 (Odessa area) is asking voters to adopt a 1-year excess levy for operations and maintenance totaling $735,000, which is an estimated rate of $2.38 per $1,000 assessed property value for 2025 collection.

Ballots must be postmarked or returned to a ballot box by 8 p.m. Tuesday, Feb. 13.
