CITY OF Sprague REQUEST
FOR PROPOSAL:
SOLID WASTE COLLECTION
SERVICES
The City of Sprague (the “City”)
is requesting Proposals from
qualified firms for solid waste
collection services within the City
limits of the City, including any
area expanded by annexation
(“Contract Area”). These services
include, but are not limited
to, mandatory residential and
commercial solid waste collection
and disposal. initial contract
term is anticipated to be for five
years, from June 1, 2024 to
May 31, 2029, with a City option
for one additional five-year
extension.

to obtain a complete Request
for Proposals packet.
Proposals must be received no
later than 5:00 p.m. on March 15,
2024, in the City Clerk’s Office,
119 W. Second St., P.O. Box 264,
Sprague, WA 99032. Proposals
must be clearly marked: “RFP:
SOLID WASTE COLLECTION
SERVICES.” Proposals will
be reviewed based upon: (i)
completeness; (ii) experience
and qualifications, (iii)
price of service; (iv) customer
service/responsiveness; (v) additional
services/elements; and
(vi) any additional evaluative
c r i t e r i a d e e m e d r e l -
e v a n t t o t h e C i t y .
Between approximately March
15 through April 19, 2024, the
City intends to analyze the
submitted Proposals, select and
negotiate with a qualified proponent,
and finalize a contract for
solid waste collection services
to the Contract Area with the
selected proponent. A final
decision on the resulting proposed
contract for solid waste collections
services is anticipated to
be made by the City Council
on or before April 24, 2024,
and service under the finalized
contract shall commence on
June 1, 2024
.The City reserves the right to
reject any or all proposals or
any part thereof, to waive any
formality, informality or information
in the proposal and to
negotiate the terms of a new
contract for solid waste collection
services as determined by
the City Council to be in the best
interest of the City.
