Ordinance No. 919 will grant Avista Corporation dba Avista Utilities a non-exclusive public utility franchise to locate, construct, install, own, maintain, repair, reconstruct, operate and use facilities within the City’s public right of way [the Franchise Area] for the purposes of the transmission, control and distribution of electricity within the City for a term of 25 years.
