Nearly 700 Avista Utilities customers in the town of Odessa will experience a power outage on Wednesday, July 23, from 10 p.m. until 6 a.m. on Thursday, July 24. The outage is required to create a safe environment for crews to work while upgrading the substation that serves the town.
