A questionable call was made by the Davenport umpire at home plate after a short fly ball that landed foul, and the Davenport player at third headed for home. Odessa team members and fans said the runner never touched the plate, but the ump ruled him safe.     ODESSA — The Town Council is studying creation of a Park District as a means to cover swimming pool costs. The council met digitally Monday, April 27, to discuss the pool and other issues.
