    On March 20, quilters from all over the northwest will converge on Odessa for the 22nd straight time to quilt their hearts out. This will be the 22nd year of the annual event. Quilting begins at 6 a.m. and ends at 10 p.m. and takes place at the Odessa Community Center.     Lincoln County Treasurer Linda Fisher has completed the Tax & Assessment roll for collection and is providing notification that the Treasurer shall now accept payment and issue receipts for the 2017 taxes and assessments per RCW 84.56.020.     Due to weather, runoff and related damage, the East Columbia Basin Irrigation District is adjusting start-up dates for the 2017 irrigation season, says Craig N.
