Tulsa Edger Allen Hill, 32, is charged with first-degree malicious mischief, second-degree malicious mischief, second-degree burglary, possession of burglary tools and second-degree theft. Jordan Russell Mills-Jay, 29, is facing alternative charges of second-degree murder and first-degree manslaughter regarding the death of an infant boy in a Euclid Road home in June.     DAVENPORT — The school district will officially ask voters to approve two levies in the February Special Election. The school board approved putting a replacement educational programs and operations (EP&O) levy and replacement capital projects levy before the voters at a regular meeting Monday, Nov. 27.
