    Odessa’s Travis Schuh turned in the fastest time among Odessa and Lincoln County runners in Spokane’s Bloomsday race May 1.     Lincoln County Commissioner Mark Stedman submitted a proposal to the Odessa Town Council at their last meeting on April 11 that would increase the sales tax collected within Lincoln County by 3/10 of one percent.
