    Lincoln County Commissioner Mark Stedman submitted a proposal to the Odessa Town Council at their last meeting on April 11 that would increase the sales tax collected within Lincoln County by 3/10 of one percent.     The February 9 special election held in Lincoln County saw the school and hospital levies in Odessa and Harrington pass by comfortable margins. Of the 5,823 registered voters in 40 precincts, 3,107 had returned ballots by February 12 when the last count was tabulated for a voter turnout of 53.36 percent.
