    DAVENPORT — Lincoln County voters will start receiving their ballots this week for the November 4 election, which includes races for city councils, mayors, commissioners, and board members. Ballots went out in the mail Wednesday, Oct. 15. A second batch of roughly 60 ballots is expected Thursday, Oct. 16. “It’s a fluid number,” said Norm Caley, Lincoln County elections manager.
