    DAVENPORT-A new helicopter base operated by Airlift Northwest will be constructed at the Municipal Airport here this summer. The nonprofit air medical transport owned by UW Medicine will begin providing services around Central and Eastern Washington based in Davenport. Hopkins, who is charged with 25 counts of possession of depictions of minors engaged in sexually explicit conduct in the first and second degree, won’t begin until June 22. Presiding judge Dan B. Teams are preparing for a full spring schedule for the first time since 2019 after 2020’s season was cancelled and 2021’s season was shortened due to the COVID-19 pandemic.     DAVENPORT--School will be delayed two hours and start at 10 a.m. today due to an overnight power outage affecting the city. According to reports from Avista Utilities, an outage affecting roughly 1,100 customers was reported in the city around 2 a.m. early Thursday morning. Power was restored by 7 a.m., but school remains delayed to 10 a.m. Avista said the outage was caused by a substation issue.
