    Lincoln County certified its election Tuesday, Nov. 25, closing out a cycle marked by several close races and a modest bump in turnout. “Two years ago turnout was 40.56%, and this year it was 43.54%,” Elections Manager Norm Caley said. “Davenport mayor was really close — 14 votes difference. It could’ve changed if more people voted.” Caley said any of the contested races could have shifted with higher participation.
